GB 36894-2018 specifies the acceptable risk criteria for the individual risk and societal risk of hazardous chemical production units and storage installations, and applies to risk determination in their siting and in the planning of the use of the surrounding land.

It defines individual risk, societal risk (expressed as an F-N curve) and protected objects, and classifies protected objects as highly sensitive (schools, hospitals, welfare and cultural facilities), important (museums, heritage sites, religious places, urban rail, military and diplomatic premises) or general, the latter divided into three categories by size in Table 1 according to households, floor area, beds, staff or peak attendance.

Table 2 limits individual risk at protected objects to 3×10^-7 per year for new, rebuilt or extended installations and 3×10^-6 per year for in-service installations for highly sensitive, important and Category 1 objects, rising to 3×10^-6 / 1×10^-5 for Category 2 and 1×10^-5 / 3×10^-5 for Category 3.

Societal risk is judged on an F-N diagram divided into unacceptable, as-low-as-reasonably-practicable and acceptable regions by boundary lines from 1×10^-3 and 1×10^-5 at one death down to 1×10^-6 and 1×10^-8 at 1 000 deaths, with the action required in each region.
