Scope
GB 4655-2003 is the English-translated version of 橡胶工业静电安全规程.
GB 4655-2003 sets the safety rules for static electricity in the rubber industry: the main methods of controlling static electricity in the production of rubber products, protective and management measures against electrostatic hazards, and electrostatic detection.
It applies to the engineering design and electrostatic safety management of rubber product plants and to the design and manufacture of rubber machinery.
It explains how charge is generated and accumulates on rubber semi-finished products (resistivity above 10^11 Omega·m) and the conditions for ignition and shock, then prescribes grounding (total resistance to earth not above 10^6 Omega, dedicated earth electrodes not above 100 Omega), local relative humidity of at least 50%, the selection and positioning of static eliminators, material matching, ventilation and anti-static footwear, clothing and floors.
Insulator potentials are limited to 1 kV or 5 kV depending on the minimum ignition energy of the atmosphere (below or from 0.1 mJ) and to 10 kV against shocks, with specific measures for mixing, cement making, spreading, calendering and cutting, tyre, belt and shoe building, fabric airing and solvent stores, summarised in a table of mandatory and recommended measures per process; clauses 6.1, 6.2.2, 6.2.3, 6.2.4 a), 6.2.5 b) to d) and 6.2.8 are mandatory, the rest recommended.
Management measures, detection items and an informative annex of electrostatic measuring instruments complete it. It replaces GB 4655-1984, extending the scope, referencing GB 12158-1990 and GB/T 15463, specifying grounding resistance and lowering the humidity requirement from 70% to 50%.
It was issued on 12 September 2003 and has been in force since 1 May 2004. Classification: ICS 13.100, CCS G09. The document runs to 9 pages, delivered complete in English translation.

Foreword
In Clause 6 of this standard, 6.1, 6.2.2, 6.2.3, 6.2.4 a), 6.2.5 b) to 6.2.5 d) and 6.2.8 are mandatory clauses; the remainder are recommended clauses.
The differences between this standard and the original standard GB 4655-1984 are:
- the scope of application of the standard has been extended;
- GB 12158-1990 is referenced to state quantitatively the degree of electric shock to the human body caused by static electricity;
- the terms and definitions part of the original standard has been cancelled and GB/T 15463-1995 is referenced directly;
- the method of anti-static grounding and the value of the grounding resistance have been specified;
- among the measures for preventing the generation of static electricity, the local ambient relative humidity has been changed from 70% to 50%;
- Annexes A, B, C and E of the original standard have been cancelled and the relevant national standards are referenced directly;
- the scope of mandatory installation of static eliminators in the original standard has been reduced;
- the commonly used electrostatic measuring instruments and meters have been added to or reduced according to actual application.
Annex A of this standard is an informative annex.
This standard was proposed by the State Administration of Work Safety.
This standard is under the jurisdiction of the Rubber Machinery Standardization Subcommittee of the National Technical Committee for Standardization of Rubber and Plastics Machinery.
Drafting organization responsible for this standard: Beijing Rubber Industry Research and Design Institute.
Main drafters of this standard: Feng Kangjian, Shao Yaoxie, Ma Haiying, Kou Weixin, Qu Weijia, Cao Qilin.
