Scope
GB 19288-2003 is the English-translated version of 打火机生产安全规程.
GB 19288-2003 lays down the safety requirements and rules for enterprises manufacturing lighters, covering the factory site, the layout of the factory area, factory buildings, workshop layout, production processes, equipment and moulds, and the storage and transport of lighters; it applies to all lighter manufacturers.
Because disposable lighters differ in structure, gas charge, process and scale from refillable metal-cased and petrol lighters, siting, area layout and building requirements are set separately for the two kinds of enterprise.
It defines the terms of the trade (lighter LPG and solvent gasoline 200#, tank cover unit, ageing, first and second flame adjustment, open and closed filling), assigns a fire hazard class, fire resistance rating and explosion hazard to each main building, and requires explosion-proof gas filling, gas supply and ageing rooms with floor exhaust trenches, minimum exhaust flows, conductive rubber flooring, and gas detection with automatic alarm and fuel cut-off at 25% of the lower explosive limit.
Later clauses deal with power supply, workshop layout, working environment, process, equipment and mould safety, storage, packaging and transport, safe operating procedures, and safety management, inspection and training.
