Scope

GB 17269-2003 is the English-translated version of 铝镁粉加工粉尘防爆安全规程.

GB 17269-2003 specifies the technical safety requirements for explosion prevention in the production, storage and transport of aluminium and magnesium powder, and applies to the design, construction, production, maintenance and management of aluminium and magnesium powder processing plants and workshops.

It covers management duties and training, plant layout (at least 25 m from civil buildings, 10 m internal distances), first-grade fire resistant single-storey buildings, hazardous area classification and electrical installations, and equipment and operating rules for hot work, maintenance, nitrogen-protected ball milling (oxygen 2% to 8% for aluminium and 2% to 6% for alloy powder in operation, outlet temperature limits of 80 °C and 60 °C), atomization, milling and vortex magnesium powder units.

Further clauses deal with pneumatic conveying (velocities above 23 m/s and 18 m/s, duct design pressures of 690 kPa and 860 kPa, explosion venting to GB/T 15605), storage, dust collectors and cleaning, heating, personal protection and fire extinguishing.

It replaces GB 17269-1998, rearranging the clause structure, adding provisions from Chinese production practice and deleting provisions in line with NFPA 480 and NFPA 651 (1998 editions); 5.2.2, 5.2.6 and 8.3.3 are recommended and the rest is mandatory.

Issued on 17 April 2003, in force from 1 November 2003. Classification: ICS 13.100, CCS C67. The document runs to 9 pages, delivered complete in English translation.

Foreword

Subclauses 5.2.2, 5.2.6 and 8.3.3 of this standard are recommended; the rest is mandatory.

This standard was prepared on the basis of the practical experience of aluminium and magnesium powder processing in China, with reference to the US National Fire Protection Association standards NFPA 480 Storage, handling and processing of magnesium solids and powders (1998 edition) and NFPA 651 Machining and finishing of aluminum and the production and handling of aluminum powders (1998 edition).

This standard replaces GB 17269-1998 Safety regulation for the prevention and protection of dust explosion in manufacturing powder of aluminum and/or magnesium.

The main changes of this standard compared with GB 17269-1998 are as follows:

- the structure of some clauses and subclauses has been adjusted (Clauses 6, 7, 8, 9 and 10 of the 1998 edition correspond respectively to Clauses 7, 8, 10, 9 and 6 of this edition);

- some provisions have been added on the basis of production practice in China (7.3.7 of this edition);

- some provisions have been deleted on the basis of NFPA 480 (1998 edition) and NFPA 651 (1998 edition) (6.3.4 of the 1998 edition).

This standard was proposed by the State Administration of Work Safety.

This standard is under the jurisdiction of the National Technical Committee for Standardization of Dust Explosion Prevention and Protection.

Drafting organizations of this standard: Wuhan Research Institute of Safety and Environmental Protection, Northeast Light Metal Powder Company, Beijing Xinlihua Magnesium Powder Research Institute.

Main drafters of this standard: Zhou Hao, Yu Yongfang, Deng Xufan, Wu Changhai, Wang Hongjin, Li Xiaofei, Cai An.

This standard was first issued in 1998.
