Scope
GB 12950-1991 is the English-translated version of 地震勘探爆炸安全规程.
GB 12950-1991 lays down uniform safety regulations for the transport, storage and use of explosive materials - explosives, detonators and detonating cord - in seismic exploration work, and applies to all seismic exploration units that use them.
The general provisions require permits from the local public security authority, safety management systems and operating procedures, and trained, certificated personnel.
The transport clauses cover loading and unloading, joint carriage limits (500 kg of explosives, 1 000 m of detonating cord, 500 detonators), transport by motor vehicle (speed not above 40 km/h, load limits, stopping and convoy distances), by pack animals and by hand, and on water.
The storage clauses cover the siting and construction of storehouses, with safety distances between explosives storehouses, between detonator and explosives storehouses and to residential areas given by tables and formulas of the type R = K sqrtQ, storehouse classes including storage boats, storage limits for sub-storehouses, a compatibility table for storing different blasting materials together, stacking rules and accounts; further clauses deal with the use of explosive materials and with responsibilities.
