Scope
GB 19456-2004 is the English-translated version of 硝酸盐类危险货物危险特性检验安全规范.
GB 19456-2004 specifies the terms and definitions, requirements, tests, marking and labelling, and inspection rules for solid inorganic nitrate dangerous goods, and applies to the inspection of these goods with the exception of ammonium nitrate.
Its safety requirements cover sample preparation (grinding when more than 10 % of the material is below 500 µm or it is friable), testing in a ventilated enclosure with air flow of 0.5 m/s or less at 20 °C ± 5 °C, and segregated, clean storage and handling away from ignition sources, heat and water, without throwing, dropping or dragging.
The oxidizing-solid test follows the UN Manual of Tests and Criteria: 30.0 g cones of sample-cellulose mixtures (4:1 and 1:1) are ignited on a 150 W heating wire and their mean burning times over five trials are compared with potassium bromate-cellulose reference mixtures (3:2, 2:3, 3:7) to decide assignment to Division 5.1 and packing group I, II or III.
It also sets out the UN number marking and the 5.1 diamond label with its placement, and inspection rules with the conditions for re-testing hazardous properties; Clauses 4 to 7 are mandatory.
