Scope
GB 11217-1989 is the English-translated version of 核设施流出物监测的一般规定.
GB 11217-1989 lays down the general rules for monitoring the radioactive effluents - airborne and liquid - discharged to the environment from nuclear facilities.
It applies to all nuclear facilities that handle or process radioactive materials, from reactors, reprocessing plants and fuel element plants to uranium and thorium mills, Class A radiochemical laboratories, irradiation sources, accelerators and waste treatment and storage facilities.
It defines the terms used (planned discharge, unplanned release, administrative and operational limits, main discharge outlet), states the purposes of effluent monitoring and the principles for drawing up monitoring programmes, with specific points for airborne and liquid effluents at each type of facility, and sets requirements for continuous, proportional and periodic sampling and for direct, in-situ and laboratory measurement, including detection limits of one hundredth of the operational limit and duplicated monitoring at critical discharge points.
The final clauses cover the recording, half-yearly or quarterly reporting (within 48 h for serious unplanned releases) and archiving of results for at least ten years after decommissioning, and Annex A gives the uniform report tables.
Issued by the National Environmental Protection Agency on 31 March 1989 and in force since 1 January 1990. Classification: CCS Z33. The document runs to 12 pages, delivered complete in English translation.
