Scope
GB 11928-1989 is the English-translated version of 低、中水平放射性固体废物暂时贮存规定.
GB 11928-1989 sets the requirements for the interim storage of low- and intermediate-level radioactive solid wastes, meaning wastes of classes I and II under GB 9133, in any practice that generates them; it does not cover the storage of tailings and slag.
It fixes the management objective and basic principles (barrier isolation, classified collection and packaging, full retrievability, a five-year interim storage period) and the responsibilities of the operating organization, the competent department and the safety supervision department, including licensing and annual reporting.
Further clauses cover the siting, design and equipment of storage facilities, radiation protection of staff under GB 4792 and GB 8703, and the acceptance criteria for waste packages: free liquid below 1%, surface dose rate below 2 mSv/h and below 0.1 mSv/h at 1 m, loose surface contamination alpha < 0.4 Bq/cm2 and beta < 4 Bq/cm2.
It also deals with waste transfer and disposal, emergency planning and the decommissioning of storage facilities, and gives in two supplementary annexes the declaration form for delivery of waste and the registration card for waste received into storage.
