NB/T 20358.6-2018 is Part 6 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of ventilation and air conditioning in the nuclear island. HVAC in a nuclear island does more than provide comfort: it maintains the pressure cascade that keeps contamination moving from clean areas towards controlled ones, it filters the exhaust before release, and it must keep working through the accident conditions the plant is designed for. The quota items follow that scope - air handling units, fans and their supports, chillers and cooling coils, ductwork of every gauge and section with its fittings and hangers, fire and isolation dampers, HEPA and charcoal filter banks and their housings, ducted and ductless terminal units, insulation of ductwork, and the balancing, leak testing and commissioning that closes the installation. Each item states the work content, the unit of measurement, the labour hours by trade, the machine-shift consumption and the material quantities with their waste allowances. The volume explanation at the front gives the scope of the quotas, the general provisions on what each rate already includes, the adjustment coefficients for working conditions such as radiation area, height and confined space, and the measurement rules; the chapter notes add the conventions specific to each group. It replaces the 2015 edition. Two cross-references inside the volume explanation point at the wrong part numbers - an error in the original that does not affect the quota items themselves.

This document was issued on 22 March 2018 by the National Energy Administration of the PRC and takes effect on 1 September 2018.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

NB/T 20358 Cost estimation of nuclear power plant construction project, together with NB/T 20355 Cost quota for civil and installation works of the nuclear island of nuclear power plant construction projects, NB/T 20356 Cost quota for civil and installation works of the conventional island of nuclear power plant construction projects and NB/T 20357 Machine-shift cost quota for nuclear power plant construction projects, jointly forms the series of nuclear cost quota standards that support budgeting and pricing of nuclear power construction projects.

1 Scope

This part specifies the quotas for the ventilation and air-conditioning installation engineering of the nuclear island contained in the budget estimating quota for nuclear power plant construction projects.
This part applies to the nuclear island engineering of new-build and extension projects of pressurized water reactor nuclear power units, and also to those sub-items of the balance of plant works that carry nuclear safety requirements, namely the nuclear island liquid waste storage tank building, the conventional island liquid waste storage tank building, the auxiliary building for the treatment of radioactive solid waste, the temporary storage facility for solid waste, and the radioactive machine repair and decontamination workshop.
Other nuclear reactor types and other nuclear engineering works may use this part for reference.
2 Volume description - General provisions
1. This part is to be applied together with Cost quota for civil and installation works of the nuclear island of nuclear power plant construction projects (NB/T 20355) and Machine-shift cost quota for nuclear power plant construction projects (NB/T 20357).
2. This part is the basis for preparing construction drawing budgets, for engineering progress payments and final settlement of completed works, for tendering and bidding, and for the pricing of bills of quantities; it is also the basis on which preliminary estimating quotas are compiled.
3. This part has been compiled on the assumption of normal natural conditions and normal environment, with a construction organization design and a machinery allocation reasonable for the present stage, with reasonable allowance for cross-working; it takes as its basis the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality outline, the safe operating procedures, and the requirements for civilized and safe construction on site and for environmental protection.
4. The consumption of labour, materials and construction machinery given in this part reflects the technical and organizational level of nuclear power plant construction at the present stage. Except where the quota expressly permits adjustment, no quota may be adjusted on the grounds that the construction organization, the working methods or the material losses of a particular project differ from those assumed.
5. Labour cost is governed as follows.
5 a) Labour input is expressed as a comprehensive workday; no distinction is made between trades or skill grades, and each comprehensive workday is taken on the basis of an eight-hour working day.
5 b) The comprehensive unit price is applied at 135 yuan per workday for production workers; it comprises the basic wage, wage-related allowances, auxiliary wages, employee welfare charges and labour protection charges.
6. This part has been compiled for the following normal construction conditions.
6 a) Equipment, materials, finished products, semi-finished products and structural members are complete and undamaged, conform to the quality standards and to the design requirements, are accompanied by certificates of conformity and test records, and are supplied in a manner that meets the installation programme.
6 b) Cross-working between the installation works and the civil works is normal, and the civil works do not disturb the normal execution of the installation works.
6 c) The installation location, the buildings, the equipment foundations and the embedded openings all conform to the design standards and meet the requirements for installation.
6 d) On-site installation conditions conform to the design requirements and satisfy the technical conditions.
6 e) The supply of water and electricity meets the needs of normal installation work.
6 f) Geographical environment and climatic conditions do not affect the normal work or the health of the installation workers. Where construction takes place in a special environment, the cost is to be calculated separately in accordance with the relevant provisions.
7. Material cost is governed as follows.
7 a) Materials comprise the principal materials, the auxiliary materials and the sundry materials directly consumed in the installation work content; the material consumption comprises the quantity actually used in the installation work content, the spreading loss and the prescribed wastage.
7 b) Material wastage comprises the transport loss from the site warehouse, the site stacking area or the site processing point to the installation location, the loss during construction operations, and the loss during stacking on site.
7 c) Materials for which no unit price is stated are principal materials; their price is not included in the base price and is to be calculated at the actual price on the basis of the quantity listed.
7 d) Sundry materials used in very small quantities and having very little influence on the base price are combined as other material cost and entered into the material cost with the yuan as unit of measure.
7 e) The consumption rates of the principal materials of installation works are given in the individual quotas of Part 4 to Part 10 of NB/T 20358 Cost estimation of nuclear power plant construction project.
7 f) Material unit prices are taken at the material stock price; the material handling charges, the transport loss charge and the procurement and storage charge together amount to a rate of 2.5 percent.
8. The charge for the use of construction machinery is governed as follows.
8 a) The charge for the use of construction machinery in the quota is expressed as a quantity of machine shifts.
8 b) The construction machinery in the quota has been fixed comprehensively on the basis of a normal and reasonable machinery allocation and of the level of mechanical equipment of construction enterprises; where the actual situation differs from the quota, no adjustment is made except where a chapter or section states otherwise.
8 c) Where the quota sub-item lists only the consumption of the principal equipment, machines, instruments and gauges, sundry machinery used in very small quantities and having very little influence on the base price is combined as other machinery cost and entered into the machinery cost with the yuan as unit of measure.
8 d) Tools and implements whose unit value is within 2000 yuan and whose service life is within two years, and which therefore do not constitute fixed assets, are not entered into this quota; they are accounted for in the Cost quota for civil and installation works of the nuclear island of nuclear power plant construction projects (NB/T 20355).
9. Horizontal and vertical transport is governed as follows.
9 a) For equipment: transport comprises the horizontal and vertical transport from the designated stacking point on the installation site to the installation location; it does not include the horizontal and vertical transport of large equipment.
9 b) For materials, finished products and semi-finished products: transport comprises the horizontal and vertical transport from the site warehouse of the construction unit or from the designated stacking point to the installation location.
9 c) Datum plane for vertical transport: indoors, the indoor floor level is taken as datum plane; outdoors, the ground level of the installation site is taken as datum plane.
10. The following charges of this part are calculated using the coefficients laid down in Table 1, Charging coefficients.

11. Except where an individual part or chapter states otherwise, the following items are not included.
11 a) The cost of attending the single-machine trial run and the interlocked trial run of key equipment.
11 b) The cost of single-machine functional tests.
11 c) The electricity, steam, industrial water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil or grease, feedstock and similar consumables required for single-machine trial runs.
11 d) The off-site transport of equipment, materials, finished products and semi-finished products.
11 e) The labour, material and machinery cost added by work beyond the scope of the specification.
11 f) Work arising because equipment or structural members do not conform to the design requirements.
11 g) The charges for moving large machinery on and off site, for its use, and for its standby machine shifts.
11 h) The cost of special labour protection items required by the special nature of the project.
11 i) The cost of special health care required by the special nature of the project.
11 j) The cost of special technical measures required by the special nature of the project.
12. Where the wording within XX or XX and below is used, the value XX itself is included; where the wording beyond XX or above XX is used, the value XX itself is not included.
13. Matters not covered by this part are dealt with in the descriptions of the individual parts and chapters.
3 Volume description - Special provisions
1. This part has been compiled for normal construction conditions, satisfying the following requirements.
1 a) Ventilation valves, flexible joints and similar finished products are complete and undamaged, conform to the design requirements and the quality standards, and are accompanied by certificates of conformity.
1 b) The principal materials used in construction conform to the design requirements and are accompanied by certificates of conformity.
1 c) The on-site installation conditions conform to the design requirements and to the provisions of the technical conditions.
1 d) Cross-working between the installation works and the civil works is normal and does not disturb the installation work.
2. Sandblasting, anticorrosion and thermal insulation of ventilation and air-conditioning works are executed according to the corresponding quotas of Cost estimation of nuclear power plant construction project, Part 9: Anticorrosion and thermal insulation engineering of the nuclear island. Note: the printed text designates that document as Part 9 while the foreword lists anticorrosion and thermal insulation as Part 10; the designation is reproduced here as printed.
3. The installation of high-strength bolts is executed according to the quota of Cost estimation of nuclear power plant construction project, Part 6: Electrical equipment installation engineering of the nuclear island. Note: the printed text designates that document as Part 6 while the foreword assigns electrical equipment installation of the nuclear island to Part 7; the designation is reproduced here as printed.
4. The commissioning cost of the ventilation system is calculated as 20 percent of the labour cost of the system installation works, of which labour cost 55 percent, material cost 20 percent and machinery cost 25 percent.
System commissioning means the light leakage test; the leakage test; the measurement of the air volume of the ventilation ducts; the measurement of air pressure; the measurement of temperature; the adjustment of the air terminals and valves of each system; and attendance at the air balancing test.
5. Provisions on the following equipment charges.
5 a) Where equipment heavier than the weight shown in this quota is installed, an equipment weight difference coefficient is obtained by the following formula, and the installation cost of equipment of the same category in this quota is then multiplied by the resulting adjustment coefficient. Equipment weight difference coefficient equals the actual weight of the equipment installed divided by the weight assumed in the quota.
Table, equipment overweight adjustment coefficients: for an equipment weight difference coefficient within 1.1 the adjustment coefficient is 1.08; within 1.2 it is 1.15; within 1.3 it is 1.2.
Table, equipment overweight adjustment coefficients, continued: for an equipment weight difference coefficient within 1.4 the adjustment coefficient is 1.25; within 1.5 it is 1.30; within 1.6 it is 1.35.
5 b) The cost of dismantling equipment is taken as 50 percent of the equipment installation cost, that is, of the sum of labour cost, material cost and machinery cost.
5 c) The vertical transport of equipment has been allowed for comprehensively in this quota; apart from work requiring separate charging, such as the lifting of heavy pieces and special measures, no adjustment is made on account of the height involved.
6. The following items are not included in this part and are to be calculated separately when they occur.

6 b) The secondary handling, loading and unloading of equipment, materials and implements made necessary by a cramped site or by obstacles such as ditches or pits.
6 c) The cost incurred in chipping and grinding equipment foundations, in shimming them up and in making good the holes for anchor bolts.
6 d) The cost of processing equipment, materials, finished products, semi-finished products and component parts, including forgings, and the cost of trial tests.
6 e) The cost of special technical measures, of large temporary facilities and of the special machines required for the installation of large equipment.
6 f) The water, electricity, gas, oil and fuel used for the no-load trial run of the equipment itself.
6 g) Load trial runs, combined trial runs and trial runs in preparation for production.
6 h) Special shims, special sole plates and anchor bolts.
6 i) The additional cost required by design changes or by requirements beyond the scope of the specification.
6 j) The dismantling and inspection of equipment, including disassembly and reassembly.
6 k) Drilling with a suction cup drill, for high-strength bolts.
4 Chapter 1 notes - Fabrication and installation of stainless steel plate ventilation ducts
1. Work content.
1 a) Fabrication of circular ducts of diameter 200 mm or less with wall thickness delta of 1.2 mm or less: preparation; setting out; cutting; rolling; seam locking; seam closing; fabrication of straight lengths and fittings; application of sealant inside and outside the locked seam; cleaning of the inside and outside of the duct; marking; fabrication of the sleeve collar; protection of the duct.
1 b) Fabrication of circular ducts of diameter above 200 mm with wall thickness delta of 1.2 mm or less: preparation; setting out; cutting; rolling; seam locking; seam closing; fabrication of straight lengths and fittings; setting out of flanges; cutting; rolling; grinding of welds; marking out of flange holes; drilling; flange identification; fitting of flanges; riveting; application of sealant inside and outside the locked seam; cleaning of the inside and outside of the duct; marking; protection of the duct.
1 c) Fabrication of rectangular ducts with wall thickness delta of 1.2 mm or less: preparation; setting out; cutting; folding; seam locking; seam closing; fabrication of straight lengths and fittings; setting out of flanges; cutting; grinding of welds; marking out of flange holes; drilling; flange identification; fitting of flanges; riveting; application of sealant inside and outside the locked seam; cleaning of the inside and outside surfaces of the duct; marking; protection of the duct.
1 d) Fabrication of ducts with wall thickness delta of 2 mm or more: preparation; setting out; cutting; rolling; folding; tack welding of the duct seam; fabrication of the argon shielding chamber; transport of argon; adhesive tape; argon filling; welding; pickling and passivation of the weld; repair welding; cutting of flanges; cutting; grinding; marking out of flange holes; drilling; assembly of duct and flange; tack welding of duct to flange; welding; duct marking; repair welding of leak points; protection of the duct.
1 e) Duct installation: measuring and setting out; matching with the embedded openings; cleaning of the inner wall of the duct; field drilling of duct flanges; cutting of the adjusting length; welding; grinding; repair welding; pickling and passivation of the weld; bonding of the duct gasket; assembly of the duct in position and adjustment of level and verticality; on-site protection and strengthening of the duct.
2. In the duct fabrication and installation items the labour required to fabricate and install guide vanes has already been taken into account; the form and the number of guide vanes have been taken as standard. Where the number of guide vanes is increased, the labour, materials and machinery are adjusted by multiplying by a coefficient of 15 percent.
3. For ducts of diameter less than 200 mm with a wall thickness of 2 mm or more, where the design provides for that specification, the prefabricated portion is treated as procurement of a finished product.
4. The following items are not included in this chapter.
4 a) The leakage test.
4 b) Rebar detection and drilling.
4 c) The fabrication and installation of supports.
Rules for computing quantities, item 1. The fabrication and installation of ducts is computed from the unfolded area according to the specification shown on the construction drawing; no deduction is made for the area occupied by inspection openings, measuring ports, supply air terminals, exhaust air terminals and the like.
Rules for computing quantities, circular ducts: F equals pi multiplied by D multiplied by L, where F is the unfolded area of the circular duct, in square metres; D is the diameter of the circular duct; and L is the length along the centreline of the duct.
Rules for computing quantities, rectangular ducts: computed as the perimeter multiplied by the length along the centreline of the duct.
Rules for computing quantities, item 2. The length of a duct is invariably taken as the length along the centreline shown on the drawing; no deduction is made for special-shaped fittings such as elbows, tees and reducers, but the length occupied by valves and components is to be deducted. The start and end points of the centreline are taken at the intersections of the duct centrelines. Diameters and perimeters are unfolded according to the dimensions shown on the drawing. The overlap of the locked seam is already included in the quota and may not be added separately.
Rules for computing quantities, item 3. Where the whole ventilation system is designed with tapering uniform air supply, circular ducts are computed on the average diameter and rectangular ducts on the average perimeter.
Rules for computing quantities, item 4. The fabrication and installation of stainless steel ducts already includes flanges and stiffening frames, but the quota does not include supports and hangers; their quantity is measured with the kilogram as unit of measure.
5 Section 1.1 - Fabrication of stainless steel ducts (seam locking): quotas 6-1-1 to 6-1-8
1.1.1 Fabrication of circular ducts, seam locking, wall thickness delta of 1.2 mm or less. Work content: construction preparation; setting out; cutting; rolling; seam locking; seam closing; fitting of flanges; riveting; application of sealant inside and outside the seam; cleaning of the inner and outer surfaces of the duct; duct marking; protection of the duct.
