NB/T 20358.10-2018 is Part 10 of the Chinese budget quota series for nuclear power plant construction, and it prices anticorrosion and thermal insulation work in the nuclear island. It is the estimator's reference for two trades that are easy to underestimate and expensive to get wrong in a radiation-controlled building. The anticorrosion side covers surface preparation to its various cleanliness grades, primers and finish coats including the nuclear-grade paints qualified for use inside containment, coating of steel structures, tanks and pipework, and the special systems used on embedded and buried components. The insulation side covers the insulating of pipe, valves, vessels and equipment, the materials used and their thicknesses, the metal jacketing and its fixings, removable insulation covers for items needing inspection, and the sealing details. Each quota item states the work content, the unit of measurement, the labour hours by trade, the machine-shift consumption and the material quantities with their waste allowances. The explanation at the front of the volume gives the scope, the general provisions on what each rate already includes, the adjustment coefficients for working conditions, and the measurement rules; the chapter notes then add the conventions specific to each group of items. It replaces the 2015 edition. Owners, contractors and cost consultants use it to prepare budget estimates and tender prices for nuclear power projects in China.

Volume Explanation - Scope
This part specifies the budget quotas for nuclear island anticorrosion and thermal insulation engineering within the cost estimation of nuclear power plant construction projects.
This part applies to the nuclear island engineering of newly built and expanded pressurized water reactor nuclear power units, and to those sub-items of the balance-of-plant (BOP) works that carry nuclear safety requirements: the nuclear island waste liquid storage tank building, the conventional island waste liquid storage tank building, the auxiliary building for treatment of radioactive solid waste, the temporary solid waste storage facility, the radioactive machinery repair shop and the decontamination workshop. Other reactor types and other nuclear engineering projects may use it for reference.
Volume Explanation - General Provisions
1. This part is applied in conjunction with Cost quota for nuclear island civil and installation works of nuclear power plant construction projects (NB/T 20355) and Machinery shift cost quota for nuclear power plant construction projects (NB/T 20357).
2. This part is the basis for preparing construction drawing budgets, for project fund allocation and completion settlement, for tendering and bidding and for bill-of-quantities pricing; it is also the basis for compiling estimate quotas.
3. This part has been compiled for normal natural conditions and environment, on the basis of construction organization design and construction machinery allocation that are reasonable at the present stage, with reasonable cross-operation taken into account, and in accordance with the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality outline and safe operating procedures, and the requirements for civilized and safe construction and environmental protection on site.
4. The labour, material and construction machinery consumption quantities in this part reflect the technical and organizational level of nuclear power construction at the present stage. Except where adjustment is expressly permitted in the quota, no adjustment shall be made on account of differences in construction organization, operating method or material loss on a particular project.
5. Labour cost is specified as follows. Labour is expressed in comprehensive work-days, without distinction of trade or skill grade, each comprehensive work-day being based on an eight-hour working system. The comprehensive unit price is applied at a production worker wage of 135 yuan per work-day, which includes basic wage, wage-type allowances, auxiliary wage, employee welfare cost and labour protection cost.
6. This part has been compiled for the following normal construction conditions. Equipment, materials, finished products, semi-finished products and components are complete and undamaged, comply with quality standards and design requirements, are accompanied by certificates of conformity and test records, and their supply meets the installation schedule.
Cross-operation between the installation works and the civil works is normal, and the civil works do not affect the normal execution of the installation works.
The installation location, buildings, equipment foundations and reserved openings all comply with the design standards and satisfy the installation requirements.
The site installation conditions comply with the design requirements and satisfy the technical conditions.
Water and power supply meet the normal needs of the installation work.
The geographical environment and climatic conditions do not affect the normal work or the health of the installation workers. Construction in special environments shall be charged separately in accordance with the relevant provisions.
7. Material cost is specified as follows.
7.1 Materials include the main materials, auxiliary materials and sundry materials directly consumed in the installation work content; material consumption includes the quantity used, the amortized quantity and the specified loss quantity directly consumed in the installation work content.
7.2 Material loss includes transport loss from the site warehouse, the site central stacking area or the site processing point to the installation location, construction operation loss and site stacking loss.
7.3 Materials for which no unit price is indicated are main materials; their price is not included in the base price and shall be calculated at the actual price for the quantity listed.
7.4 Sundry materials of very small quantity and negligible effect on the base price are merged into other material cost and calculated in yuan.
7.5 The consumption rates of the main materials of installation works are given in the quotas of Part 4 to Part 10 of NB/T 20358 Cost estimation of nuclear power plant construction project.
7.6 Material unit prices are taken at material warehouse prices; freight and miscellaneous charges, transport loss and procurement and storage rates total 2.5%.
8. Construction machinery use cost is specified as follows.
8.1 The construction machinery use cost in the quota is expressed as machinery shift consumption.
8.2 The construction machinery in the quota has been determined comprehensively on the basis of normal, reasonable machinery allocation and the level of mechanization of construction enterprises; where actual practice differs from the quota, no adjustment is made unless otherwise stated in a chapter.
8.3 Only the consumption of the main equipment, machines, apparatus and instruments is listed in the quota sub-items; sundry machinery of very small quantity and negligible effect on the base price is merged into other machinery cost and calculated in yuan.
8.4 Tools and appliances whose unit value is within 2 000 yuan and whose service life is within two years and which do not constitute fixed assets are not included in the quota; they are considered in Cost quota for nuclear island civil and installation works of nuclear power plant construction projects (NB/T 20355).
9. Horizontal and vertical transport is specified as follows.
9.1 Equipment: the horizontal and vertical transport from the designated stacking area of the installation site to the installation location is included; the horizontal and vertical transport of large equipment is not included.
9.2 Materials, finished products and semi-finished products: the horizontal and vertical transport from the site warehouse of the construction organization or the designated stacking area to the installation location is included.
9.3 Datum plane for vertical transport: indoors, the indoor floor level; outdoors, the ground level of the installation site.
10. The following costs of this part are charged at the coefficients specified in Table 1 Fee coefficients, which lists for each item the calculation base, the coefficient in per cent and the labour cost share in per cent.
Item 1, erection and dismantling of scaffolding, calculated on the quota labour cost: 1.1 nuclear island mechanical equipment installation engineering, 15 per cent, of which labour cost 35 per cent; 1.2 nuclear island piping installation engineering, 10 per cent, of which labour cost 55 per cent; 1.3 nuclear island ventilation and air-conditioning engineering, 10 per cent, of which labour cost 55 per cent.
Item 1 continued: 1.4 nuclear island electrical equipment installation engineering, 15 per cent, of which labour cost 35 per cent; 1.5 nuclear island automation control and instrumentation installation engineering, 15 per cent, of which labour cost 35 per cent; 1.6 nuclear island communication equipment installation engineering, 15 per cent, of which labour cost 35 per cent; 1.7 nuclear island spraying, anticorrosion and thermal insulation engineering, 20 per cent, of which labour cost 25 per cent.
Item 2, surcharge for reduced efficiency where installation is carried out simultaneously with production, calculated on the quota labour cost, 10 per cent, of which labour cost 100 per cent.
Item 3, surcharge for reduced efficiency where construction is carried out in an environment harmful to health, calculated on the quota labour cost, 10 per cent, of which labour cost 100 per cent.
11. Unless otherwise stated in the individual parts or chapters, the following items are not included in this part.
11.1 Costs of assisting in the single-machine trial run and the interlocked trial run of key equipment.
11.2 Costs of single-machine functional testing.
11.3 Electricity, steam, industrial water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil (grease), consumable stock and the like required for single-machine trial runs.
11.4 Off-site transport of equipment, materials, finished products and semi-finished products.
11.5 Labour, material and machinery costs added beyond the scope of the codes.
11.6 Work arising from equipment, components and the like that do not comply with the design requirements.
11.7 Entry and exit costs of large machinery and the shift costs of its use and standstill.
11.8 Costs of the special labour supplies required by the special nature of the project.
11.9 Costs of the special health protection required by the special nature of the project.
11.10 Costs of the special technical measures required by the special nature of the project.

Volume Explanation - Provisions Specific to Part
1. This part applies to the anticorrosion and thermal insulation engineering of equipment, piping and metal structures in newly built and expanded nuclear power projects; to the non-destructive examination of the various piping, vessels, storage tanks, platforms, steel structures, penetration pieces and parent metal of nuclear engineering works; and to the preheating, post-heating and heat treatment of piping, equipment and steel structure welds during the installation of the nuclear power plant.
2. Metal spray plating and plastic spray coating are priced at market prices.
3. Derusting, anticorrosion and thermal insulation works that are ancillary to equipment, electrical, piping, ventilation and instrumentation works shall be executed according to the corresponding items of this quota.
1 Scope

1. The quotas of this chapter apply to power tool derusting, blast derusting and chemical derusting of metal surfaces.
2. The quotas of this chapter cover the following work content.
2.1 Power tool derusting: construction preparation, derusting, dust removal.
2.2 Blast derusting: construction preparation, handling of materials and appliances, cleaning of the surface of the object, sand transport, sand blasting, sand recovery, site clean-up.
2.3 Chemical derusting: construction preparation, preparation of the solution, acid pickling, neutralization, blow-drying, inspection.
3. Derusting is defined as follows.
3.1 Power tool derusting means that the operators carry out the derusting treatment using electric tools, wire brushes, grinding wheel discs and rags.
3.2 Blast derusting means that the operators carry out the derusting treatment of the corroded items using blowers, sand blasting derusting machines, air compressors and axial-flow fans.
3.3 Chemical derusting means that the operators treat the corroded components by the principle of chemical reaction.
4. Blast derusting grades are as follows.
4.1 Grade Sa3: all foreign matter such as grease, mill scale and corrosion products is removed from the metal surface, which presents a uniform metallic colour with a certain roughness.
4.2 Grade Sa2.5: all foreign matter such as grease, mill scale and corrosion products is completely removed from the metal surface; visible shadow streaks, stains and residues shall not exceed 5 per cent of the unit area.
4.3 Grade Sa2: foreign matter such as grease, rust scale, loose mill scale and floating rust is removed from the metal surface; tightly adhering mill scale is permitted to remain.
5. Power tool derusting is not distinguished by light, medium or heavy rust; this has been considered comprehensively in the quota.
6. The sand blast derusting of piping, steel structures and carbon steel equipment covered by this chapter is carried out centrally in a dedicated workshop.
7. The derusting of the various pipe fittings, valves and equipment manholes and of the convex and concave parts of pipe openings has been considered comprehensively in the quota.
8. Blast derusting is determined to grade Sa2.5. If the grade is changed, the labour, material and machinery are multiplied by a coefficient of 1.1 for grade Sa3 and by a coefficient of 0.9 for grade Sa2 or grade Sa1.
9. The quotas of this chapter do not cover the removal of slight rust, the criterion being that the mill scale is fully adherent with only a few rust spots; where this occurs, the power tool derusting quota is applied multiplied by a coefficient of 0.2.
10. For secondary derusting arising from construction needs, the quantity of work is calculated separately, and the labour, material and machinery of the corresponding quota are multiplied by a coefficient of 2.0.
11. The derusting grade for field welds produced on site is St2.5; where grade St3 is required, the labour, material and machinery of the power tool derusting quota are multiplied by a coefficient of 1.5.
12. Where chemical derusting requires only manual brush application of the derusting agent, the quota for general metal surface derusting is applied; where the metal surface is relatively complex and machinery (spray gun, air compressor) has to be used to spray the derusting agent, the quota for special metal surface derusting is applied.
13. Rules for the calculation of the quantity of work are as follows.
13.1 The surface area of equipment shells and piping is calculated by the formula S equals pi times D times L (Formula 1), where pi is the ratio of the circumference of a circle to its diameter, D is the diameter of the equipment or pipe, and L is the height of the equipment shell or the developed length of the pipe in metres.
13.2 When the surface area of equipment shells and piping is calculated, the various pipe fittings, valves, manholes and convex and concave parts of pipe openings are already included and are not calculated separately.
13.3 Derusting works are measured in units of 10 square metres. The developed area of electrical and instrumentation steel components is taken as 58 square metres per tonne; that of pipe supports, equipment supports and secondary steel structures as 38 square metres per tonne; main steel structures, steel beams and rails are taken according to their developed area.
1.1 Power Tool Derusting
Work content: construction preparation, derusting, dust removal. Unit of measurement: 10 square metres.
Quota number 10-1-1, item: metal surface, mechanical derusting. Base price 235.71 yuan, of which labour cost 188.73 yuan, material cost 6.75 yuan and machinery cost 40.23 yuan.
Labour: comprehensive work-day, installation, unit price 135.00 yuan per work-day, quantity 1.398 work-days.
Priced materials: wire brush 4 inch, 8.55 yuan per brush, 0.250 brushes; grinding wheel disc (comprehensive), 3.27 yuan per disc, 0.250 discs.
Priced materials, continued: electricity, 0.84 yuan per kWh, 4.000 kWh; other material cost, 1.00 yuan per yuan, 0.440.
Machinery: electric grinding machine, 46.97 yuan per shift, 0.828 shifts; other machinery cost, 1.00 yuan per yuan, 1.340.
1.2 Blast Derusting
Work content for slag sand blasting: construction preparation, handling of materials and appliances, cleaning of the surface of the object, sand transport, sand drying, sand blasting, sand recovery, site clean-up. Unit of measurement: 10 square metres.
Slag sand blasting, quota numbers 10-1-2, 10-1-3 and 10-1-4, items: inner wall of equipment of diameter 1000 mm and below; inner wall of equipment above diameter 1000 mm; outer wall of equipment. Base prices 562.93, 534.71 and 499.33 yuan respectively.
Cost breakdown for quotas 10-1-2, 10-1-3 and 10-1-4: labour cost 101.79, 88.97 and 88.97 yuan; material cost 10.43, 10.42 and 10.52 yuan; machinery cost 450.71, 435.32 and 399.84 yuan. Labour: comprehensive work-day, installation, 135.00 yuan per work-day, 0.754, 0.659 and 0.659 work-days.
Unpriced material for quotas 10-1-2, 10-1-3 and 10-1-4: slag sand, in tonnes, 0.290, 0.230 and 0.410. Priced materials: sand blasting hose of diameter 32 mm, 29.74 yuan per metre, 0.250 m in each case; sand blasting nozzle of diameter 8 mm, 11.80 yuan each, 0.100 in each case; other material cost 1.820, 1.800 and 1.900 yuan.
Machinery for quotas 10-1-2, 10-1-3 and 10-1-4: back-suction dust collector D2-FX2, 83.05 yuan per shift, 0.368, 0.328 and 0.312 shifts; sand blasting derusting machine 3 cubic metres per minute, 16.89 yuan per shift, 0.368, 0.370 and 0.312 shifts; lorry of 10 t loading capacity, 538.22 yuan per shift, 0.080 shifts in each case.
Machinery for quotas 10-1-2, 10-1-3 and 10-1-4, continued: blower 18 cubic metres per minute, 192.39 yuan per shift, 0.312, 0.310 and 0.312 shifts; electric air compressor 10 cubic metres per minute, 525.83 yuan per shift, 0.368, 0.370 and 0.312 shifts; axial-flow fan of 30 kW power, 133.92 yuan per shift, 0.420, 0.370 and 0.370 shifts; oil and water separator, 71.36 yuan per shift, 0.736, 0.656 and 0.624 shifts; other machinery cost 8.580, 8.210 and 7.440 yuan.
Slag sand blasting, quota numbers 10-1-5, 10-1-6 and 10-1-7, items: inner wall of piping; outer wall of piping; general steel structures. Base prices 830.92, 464.98 and 691.16 yuan; labour cost 121.50, 95.04 and 123.53 yuan; material cost 247.66, 35.37 and 58.66 yuan; machinery cost 461.76, 334.57 and 508.97 yuan. Labour 0.900, 0.704 and 0.915 comprehensive work-days at 135.00 yuan.
Unpriced material for quotas 10-1-5, 10-1-6 and 10-1-7: slag sand, in tonnes, 0.462, 0.680 and 0.750. Priced materials: galvanized iron wire mesh (comprehensive), 6.75 yuan per square metre, 0.320 in each case; tarpaulin 4 m by 6 m, 410.26 yuan per sheet, 0.400, 0.040 and 0.040 sheets; acetone, 8.55 yuan per kg, 0.400 kg in each case.
Priced materials for quotas 10-1-5, 10-1-6 and 10-1-7, continued: air hose of diameter 25 mm, 14.53 yuan per metre, 1.920 m, none and 1.600 m; sand blasting hose of diameter 32 mm, 29.74 yuan per metre, 1.120, 0.250 and 0.250 m; sand blasting nozzle of diameter 8 mm, 11.80 yuan each, 0.840, 0.100 and 0.100; hair brush 3 inch, 2.56 yuan per brush, 0.240 in each case; felt of 10 mm thickness, 55.63 yuan per square metre, 0.040 in each case; other material cost 4.020, 1.920 and 1.970 yuan.
