1 Scope
NB/T 20358.4-2018 is Part 4 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of process equipment in the nuclear island. This part specifies the quotas for nuclear island process equipment installation engineering within the budget cost quota for nuclear power plant construction projects.
This part applies to the nuclear island works of newly built and extended pressurized water reactor nuclear power units, and also to the sub-items subject to nuclear safety requirements within BOP works, such as nuclear island liquid waste tank buildings, conventional island liquid waste tank buildings, radioactive solid waste treatment auxiliary buildings, solid waste interim storage facilities, radioactive machine repair shops and decontamination workshops. Other nuclear power reactor types and nuclear projects may use it for reference.
2 Volume Description - General Provisions
1. This part is applied together with Cost quota for nuclear island civil and installation works of nuclear power plant construction projects (NB/T 20355) and Cost quota for machine shift of construction machinery of nuclear power plant construction projects (NB/T 20357).
2. This part is the basis for preparing construction drawing budgets, for making project payments and final settlement on completion, for tendering and bidding and for pricing bills of quantities; it is also the basis on which estimate quotas are compiled.
3. This part has been compiled on the basis of normal natural conditions and environment, of construction organization design and construction machinery allocation that are reasonable at the present stage, taking into account reasonable overlapping (cross) operations, and in accordance with the relevant technical standards, construction and acceptance codes, quality outlines and safe operating procedures for pressurized water reactor nuclear power plants, as well as the requirements for civilized and safe construction and environmental protection on site.
4. The labour, material and construction machinery consumptions in this part reflect the construction technical level and organizational level of nuclear power plant construction at the present stage. Except where the quota expressly permits adjustment, no quota may be adjusted because the construction organization, the working method or the material wastage of a project differs from that assumed.
5. Labour cost in this part is governed by the following rules.
Labour is expressed in composite man-days, without distinction of trade or skill grade, each composite man-day being reckoned on an eight-hour working day.
The composite unit price is applied at a labour cost of 135 yuan per man-day for production workers, which includes basic wages, wage subsidies, auxiliary wages, employee welfare expenses and labour protection expenses.
6. This part has been compiled for the following normal construction conditions.
a) Equipment, materials, finished and semi-finished products and components are complete and undamaged, conform to quality standards and design requirements, are accompanied by certificates of conformity and test records, and are delivered in a way that meets the installation schedule.
b) Overlapping operations between the installation works and the civil works are normal, and the civil works do not disturb the normal construction of the installation works.
c) The installation location, the buildings, the equipment foundations and the embedded holes and openings all comply with the design standards and satisfy the installation requirements.
d) On-site installation conditions comply with the design requirements and satisfy the technical conditions.
e) Water and power supply satisfy the normal needs of the installation work.
f) The geographical environment and the climatic conditions do not affect the normal work or the health of the installation workers. Where construction takes place in a special environment, the costs shall be calculated separately in accordance with the relevant provisions.
7. Material cost is governed by the following rules.
a) Materials include the principal materials, auxiliary materials and sundry materials consumed within the installation work content; the material consumption includes the quantity used directly within the installation work content, the amortized quantity and the prescribed wastage.
b) Material wastage includes transport wastage from the site warehouse, the central stacking area or the on-site processing area to the place of installation, construction and handling wastage, and stacking wastage on the construction site.
c) Materials for which no unit price is indicated are principal materials; their price is not included in the base price and shall be calculated at actual prices on the basis of the quantities listed.
d) Sundry materials which are used in very small quantities and which have very little effect on the base price are combined into other material costs and are entered in the material cost calculated in yuan.
e) For the consumption rates of the principal materials of installation works, see the individual quotas of Part 4 to Part 10 of NB/T 20358 Cost estimation of nuclear power plant construction project.
f) Material unit prices are taken at material-warehouse prices; the sum of material handling charges, transport wastage charges and procurement and storage charges is taken as 2.5 percent.
8. The cost of use of construction machinery is governed by the following rules.
a) In the quotas, the cost of use of construction machinery is expressed as a quantity of machine shifts.
b) The construction machinery in the quotas has been fixed comprehensively on the basis of normal and reasonable machinery allocation and of the level of mechanical equipment of construction enterprises. Where actual conditions differ from the quota, no adjustment is made unless otherwise stated in the individual chapter descriptions.
c) The quota sub-items list only the consumption of the principal equipment, appliances, instruments and meters. Sundry machinery used in small quantities and having little effect on the base price is combined into other machinery costs and entered in the machinery cost calculated in yuan.
d) Tools and appliances with a unit value within 2000 yuan and a service life within two years, which do not constitute fixed assets, are not included in the quotas; they are taken into account in Cost quota for nuclear island civil and installation works of nuclear power plant construction projects (NB/T 20355).
9. Horizontal and vertical transport is governed by the following rules.
a) Equipment: the horizontal and vertical transport from the designated stacking area on the installation site to the place of installation is included, but the horizontal and vertical transport of large equipment is not included.
b) Materials, finished products and semi-finished products: the horizontal and vertical transport from the site warehouse of the construction unit or from the designated stacking area to the place of installation is included.
c) Datum plane for vertical transport: for indoor work the indoor floor level is the datum plane; for outdoor work the ground level of the installation site is the datum plane.
10. The following expenses of this part are calculated with the coefficients specified in Table 1, Coefficients for charging expenses, which gives for each item the calculation base, the coefficient in percent and the share of labour cost within it, in percent.
Item 1, erection and dismantling of scaffolding, calculated on the quota labour cost: 1.1 nuclear island mechanical equipment installation engineering, 15 percent, of which labour 35 percent; 1.2 nuclear island piping installation engineering, 10 percent, of which labour 55 percent; 1.3 nuclear island ventilation and air conditioning engineering, 10 percent, of which labour 55 percent; 1.4 nuclear island electrical equipment installation engineering, 15 percent, of which labour 35 percent; 1.5 nuclear island automatic control instrumentation installation engineering, 15 percent, of which labour 35 percent; 1.6 nuclear island communication equipment installation engineering, 15 percent, of which labour 35 percent; 1.7 nuclear island sandblasting, anti-corrosion and thermal insulation engineering, 20 percent, of which labour 25 percent.
Item 2, additional charge for loss of efficiency where installation is carried out at the same time as production, calculated on the quota labour cost: 10 percent, of which labour 100 percent.
Item 3, additional charge for loss of efficiency where construction is carried out in an environment harmful to health, calculated on the quota labour cost: 10 percent, of which labour 100 percent.
11. Except where otherwise stated in the individual part or chapter descriptions, the following items are not included.
a) The cost of single-machine test runs and of coupled test runs performed in conjunction with the key equipment.
b) The cost of single-machine functional tests.
c) The electricity, steam, industrial water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil (grease), consumables and the like required for single-machine test runs.
d) Off-site transport of equipment, materials, finished products and semi-finished products.
e) The labour, material and machinery costs added by requirements exceeding the codes.
f) Work on equipment, components and the like that do not conform to the design requirements.
g) The mobilization and demobilization charges, the cost of use and the standing-time machine shifts of large machinery.
h) The cost of the special labour protection articles required by the special nature of the project.
i) The cost of the special health care required by the special nature of the project.
j) The cost of the special technical measures required by the special nature of the project.
12. Where the wording XX and under or XX and below appears in this part, XX itself is included; where the wording beyond XX or above XX appears, XX itself is not included.

3 Volume Description - Provisions Specific to This Part
1. The work content includes the following.
a) In view of the special nature of nuclear power plant projects, the content of the equipment installation work is set out in detail in the description of each chapter.
b) Installation of the platforms, ladders, supports, motors and safety guards interconnected with the equipment body, and of the piping up to and including the first flange of the equipment body.
c) The drawing from store, transport, erection, dismantling and return to store of the lifting machinery and its accessories used for the installation of the equipment.
d) The adjustment, testing and no-load running prescribed by the construction and acceptance codes.
2. Provisions concerning the following items.
a) When equipment heavier than the weight indicated in this part is installed, the equipment weight difference coefficient is obtained with the following formula: equipment weight difference coefficient equals the actual weight of the equipment installed divided by the quota weight; the installation cost of equipment of the same category is then multiplied by the adjustment coefficient.
Table 2, Adjustment coefficients for overweight equipment: for an equipment weight difference coefficient within 1.1 the adjustment coefficient is 1.08; within 1.2 it is 1.15; within 1.3 it is 1.2; within 1.4 it is 1.25; within 1.5 it is 1.30; within 1.6 it is 1.35.
b) The cost of dismantling equipment is taken as 50 percent of the cost of installing the equipment (labour cost plus material cost plus machinery cost).
c) The vertical transport of equipment has been considered comprehensively; except for the hoisting of large items, for special measures and for other work whose cost has to be calculated separately, no adjustment is made on account of the height involved.
d) Where the equipment weight difference coefficient exceeds the values given in Table 2, the adjustment coefficients shall not be extrapolated from Table 2; the adjustment coefficient shall be determined according to the actual circumstances of the equipment installation.
e) Where the equipment weight does not exceed the weight indicated in the quota, no adjustment is required.
3. The following items are not included in this part and shall be calculated separately when they arise.
a) The transport of large equipment from the equipment warehouse to the designated stacking area on the installation site.
b) The secondary handling, erection and dismantling caused by a narrow site or by obstacles such as ditches and pits, affecting equipment, materials and appliances.
c) The cost arising from chipping and grinding of the equipment foundations, from raising them, and from correction of the anchor bolt holes.
d) The processing cost of equipment, materials, finished products, semi-finished products and spare parts (forgings), and the cost of trial testing.
e) The cost of special technical measures, of large temporary facilities and of the special appliances required by the installation of large equipment.
f) The water, electricity, gas, oil, fuel and the like used for the no-load test running of the equipment body.
g) Load test running, combined test running and test running in preparation for production.
h) The cost added by design changes or by requirements exceeding the codes.
i) Dismantling and inspection of the equipment (or disassembly and reassembly).
j) High-strength bolts.
k) The installation and commissioning of electrical systems, instrumentation systems, ventilation systems and of the piping systems beyond the first flange of the equipment body; and the fabrication, installation, oil painting, anti-corrosion and thermal insulation of ancillary equipment or accessories not interconnected with the equipment body.
4 Chapter 1 Main System Equipment - Chapter Description
1. The work content of this chapter includes: preparation before construction, transport of equipment, hoisting, unpacking inspection, cleaning, foundation setting-out, embedding of anchor bolts, pre-embedding of secondary embedded parts, assistance with secondary grouting, installation of base plates and supports, adjustment and fixing of equipment, adjustment of clearances and concentricity, measurement of the various parameters, single-machine test running, completion inspection and protection of the finished product.
2. The following equipment items are also included.
a) Installation of the reactor pressure vessel supports: introduction into the reactor building, assembly of the supports, hoisting into position, installation adjustment, inspection and protection of the pressure vessel support installation parameters before grouting, inspection of the concealed works before grouting, assistance with the secondary grouting, curing after grouting, and inspection and protection of the pressure vessel support installation parameters.
b) Installation of the reactor pressure vessel shell: assistance with transport and hoisting, inspection of prerequisite conditions, adjustment of the pressure vessel, installation of the horizontal shim plates, installation of the side shim plates, removal of the top lifting devices, completion inspection and protection.
c) Installation of the pressure vessel thermal insulation layer: introduction of the equipment into the reactor building, installation of the shell insulation layer, installation of the bottom insulation layer, installation of the nozzle insulation layer, installation of the head centre insulation layer, installation of the insulation layer outside the head, and completion inspection.
d) Installation of the reactor cavity sealing ring of the reactor pressure vessel: base plate, pre-embedded sealing ring of the support frame, flange plate and bottom plate of the refuelling pool, and welding of the reactor pressure vessel flange.
e) Installation of the reactor internals: inspection and re-verification of the internals, assistance with the hoisting of the upper and lower internals, assembly, installation and alignment of the upper and lower internals, nozzle repair, measurement of the clearances of the U-shaped inserts, fitting and scraping of the U-shaped inserts, drilling and reaming of the dowel pin holes, cold fitting of the dowel pins, installation of the irradiation surveillance tubes and thermocouple assemblies, installation of the guide columns, welding, installation of the control rod guide tubes and the various withdrawal and insertion tests.
f) Installation of the control rod drive mechanisms: equipment inspection, installation of the thermal sleeve components, installation of the pressure housing, welding of the Omega-shaped seal ring, hydrostatic test, installation of the magnetic coil assemblies, installation of the position indicators, and installation of the drive rods and other components.
g) Installation of the core measurement system devices (mechanical part): hoisting and transport of the equipment, setting-out of the reactor bottom, unpacking, counting and inspection of the equipment, installation of the neutron flux penetration sleeves, penetration and installation of the neutron flux tubes, mating of the neutron flux tube assemblies, argon-arc welding, installation of the seal assembly supports and of the guide tube bearings, installation and welding of the throttle plugs and manual valves.
h) Installation of the reactor pressure vessel head: adjustment, alignment, tightening or tensioning of the main studs, pre-installation of the ventilation hood, formal installation, and installation and removal of the main nuts and main studs.
i) Installation of the ex-core nuclear measurement positioning devices: the early stage of installation includes the installation of the embedded parts such as the penetration sleeve assemblies and their seats and the front guide rail assemblies; the later stage includes the installation of the mobile trolley assemblies and of the rear guide rail assemblies.
j) Installation of the CRDM anti-seismic support devices: installation of the primary embedded parts, installation of the secondary embedded parts, installation of the anti-seismic support assemblies, adjustment and locking.
k) Installation of the reactor coolant pumps: assistance with the pump casing, hoisting of the motor, installation of the pump casing, installation of the pump internals and of the seal components, installation of the pump motor support seat, installation of the motor, installation of the pump, installation of the primary embedded parts of the vertical supports and of the lateral supports, installation of the primary embedded parts of the dampers, installation of the secondary embedded parts of the vertical and lateral supports, and installation of the secondary embedded parts of the dampers.
l) Main coolant piping: cold legs and hot legs of loops I and II, assembly and welding of the 40-degree elbow ends, dimensional measurement of the transition sections, machining and preparation of the weld bevels, installation and adjustment of the welds.
m) Installation of the whip restraints of the main coolant piping: installation of the whip restraint and its anchorage and body on the hot leg of the main piping, installation of the anchorage and body of the whip restraint of the transition section of the main piping (steam generator outlet), installation of the anchorage and body of the whip restraint of the penetration piece in the hot-leg reactor pit of the main piping, installation of the body of the whip restraint of the penetration piece in the cold-leg reactor pit of the main piping, installation of the whip restraint of the transition section of the main piping (pump end), and installation of the anchorage and body of the whip restraint of the transition section of the main piping (steam generator end).
n) Steam generators and their supports: assistance with the hoisting of the steam generator, installation of the primary embedded parts of the vertical supports, installation of the primary embedded parts of the lower lateral supports, installation of the primary embedded parts of the upper ring assembly, installation of the secondary embedded parts of the vertical supports, installation of the secondary embedded parts of the upper stop frame, installation of the vertical support legs and of the lower stop frame, installation of the steam generator, installation of the ring assembly, secondary embedding of the sliding plates, installation of the sliding plate assemblies, and installation and adjustment of the upper and lower lateral support assemblies.
o) Installation of the steam generator dampers: installation of the secondary embedded parts of the dampers, hoisting, installation and adjustment of the dampers.
p) Installation of the pressurizer and its supports: assistance with the hoisting of the pressurizer, installation of the primary embedded parts of the vertical supports, installation of the primary embedded parts of the lateral supports, installation of the secondary embedded parts of the vertical and lateral supports, installation and adjustment of the pressurizer, and installation of the lateral supports.
q) Installation of the pressurizer relief tank: assistance with the hoisting of the tank, inspection and acceptance of the equipment foundation, chipping of the surface, installation of the equipment, fitting of the shim plates, alignment, assistance with the secondary concrete pouring, fine alignment and tightening, installation of the spray valves and of the vent piping.
r) Installation of the surge line: protection of the surge line surface, fabrication and installation of the temporary supports, laying out, pre-assembly, cutting of the surplus lengths, machining of the bevels, adjustment of the joints, sectional welding, sectional pressure testing, sectional grinding, welding and cutting of the plugging head, colour-check inspection, cutting of the bevels, re-alignment and welding of the whole assembly to the equipment, fabrication and installation of the whip restraint support brackets, setting and removal of the temporary lifting points, and re-measurement of the nozzle centre position.
3. This chapter does not include the following.
a) Cold testing and hot testing of the primary loop system, and hot state testing of the equipment.
b) Machining of the horizontal and lateral adjustment shim plates of the pressure vessel.
c) Machining of the U-shaped inserts of the reactor internals.
d) Machining and installation of the adjustment shim blocks of the steam generators, whip restraints and the like.
e) Test running of the refuelling equipment.
f) Single-machine test running of the main pumps, the relief tank and the like.
g) Ultrasonic testing of the main coolant piping and radiographic testing of the weld bevel ends.
4. Except where otherwise stated, the quota unit of measurement is the set (tai), and the quota items are classified by the equipment weight in tonnes. The equipment weight is taken from the nameplate weight of the equipment; where there is no nameplate weight, the net weight of the equipment marked on the manufacturing or installation design drawings is taken.
5. When the equipment weight is calculated, except where otherwise specified, the total weight of the equipment body and of the interconnected platforms, ladders, railings, supports, panels, motors, safety guards and of the piping up to and including the first flange of the equipment body shall be included.
5 Chapter 1 Main System Equipment - Rules for the Calculation of Quantities
1. Installation of the reactor main body equipment.
a) Except where special requirements apply, the installation of the reactor main body equipment takes the set (tai) or the assembly (tao) as the unit of measurement, the quota items being listed by weight in tonnes; where the weight indicated in the quota is exceeded, conversion shall be applied.
b) The reactor cavity sealing ring of the reactor pressure vessel takes the tonne as the unit of measurement, and a separate quota item is listed under its own designation.
c) The control rod drive mechanisms take the piece (gen) as the unit of measurement, the quota items being listed by weight in tonnes; where the weight indicated in the quota is exceeded, conversion shall be applied.
d) The core measurement system devices (mechanical part) take the assembly (tao) as the unit of measurement, and a separate quota item is listed under their designation.
2. Installation of the reactor primary loop equipment.
a) Except where special requirements apply, the installation of the reactor primary loop equipment takes the set (tai) or the assembly (tao) as the unit of measurement, the quota items being listed by weight in tonnes; where the weight indicated in the quota is exceeded, conversion shall be applied.
b) The reactor coolant pumps (main pumps), the main pump supports and the main pump dampers are each measured separately by the set (tai) or the assembly (tao), and separate quota items are listed.
c) The installation of the reactor coolant piping (main coolant piping) and the installation of the whip restraints of the main piping take the loop (huanlu) as the unit of measurement, the quota items being listed by weight in tonnes.
d) Separate quota items are listed for the installation of the steam generators and their supports, for the steam generator dampers and for the primary embedded parts of the steam generator turning supports.
e) The surge line of the pressurizer takes the group (zu) as the unit of measurement and the installation of the surge line damper support hangers takes the assembly (tao) as the unit of measurement, separate quota items being listed for each.
6 1.1 Reactor Main Body Equipment - Quota Tables
The quota tables of Section 1.1 are expressed per set (tai). Each table gives the quota number, the item, the base price in yuan and, within it, the labour cost, the material cost and the machinery cost, followed by the itemized consumption of labour, priced materials and machinery with their unit prices.
Quota 4-1-1, installation of the reactor pressure vessel supports, 27 t: base price 137029.94 yuan, of which labour cost 83306.48 yuan, material cost 21322.89 yuan and machinery cost 32400.57 yuan; composite man-days for installation 617.085 at 135.00 yuan per man-day.
Quota 4-1-2, installation of the reactor pressure vessel shell, 266 t: base price 141644.63 yuan, of which labour cost 94958.87 yuan, material cost 22381.74 yuan and machinery cost 24304.02 yuan; composite man-days for installation 703.399.

Quota 4-1-4, fabrication and installation of the reactor cavity sealing ring of the reactor pressure vessel (per tonne): base price 29707.22 yuan, of which labour cost 9611.19 yuan, material cost 14516.03 yuan and machinery cost 5580.00 yuan; composite man-days for installation 71.194.
