NB/T 20358.3-2018 is Part 3 of the Chinese budget quota series for nuclear power plant construction, and it prices the steel structure work of the nuclear island. This is not ordinary structural steelwork: it includes the stainless steel liner of the containment and of the fuel pools, the embedded plates and penetration sleeves cast into the concrete, the whip restraint structures that catch a ruptured pipe, the gate frames, brackets and anchorages, the box girders and portal frames, and the special coatings that go over them. The volume prices fabrication and erection for both stainless and carbon steel components, together with the transport to position and the specialised painting. Each quota item states the work content it covers, the unit of measurement, the labour hours by trade, the machine-shift consumption by equipment type, and the material quantities with their base prices, so a price is built from measured quantities rather than judgement. The volume explanation at the front gives the scope of the quotas and fourteen general provisions on what each rate already includes, the adjustment coefficients for working conditions, and the rules for measuring quantities; the chapter notes add the conventions specific to each group of items. It was released by Announcement No. 2 of 2018 of the National Energy Administration, with an approval date of 22 March 2018 and an implementation date of 1 September 2018.

1 Scope
NB/T 20358.3-2018 is Part 3 of the Chinese budget quota series for nuclear power plant construction, and it prices the steel structure work of the nuclear island. This part specifies the quotas for nuclear island steel structure engineering within the cost estimation quotas for nuclear power plant construction projects.
This part applies to the nuclear island works of newly built and extended pressurized water reactor nuclear power units, and to those sub-items of BOP works that carry nuclear safety requirements, such as the nuclear island liquid waste storage tank building, the conventional island liquid waste storage tank building, the radioactive solid waste treatment auxiliary building, the solid waste interim storage building, the radioactive machinery repair shop and the decontamination workshop. Other reactor types and nuclear engineering projects may use it for reference.
2 Volume Explanation - General Provisions
1. This quota shall be executed together with the Cost quotas for civil and installation works of the nuclear island of nuclear power plant construction projects (NB/T 20355) and the Cost quotas for machinery shift usage in nuclear power plant construction projects (NB/T 20357).
2. This part is the basis for compiling construction drawing budgets, for carrying out progress payments and final accounts, for tendering and bidding, and for pricing bills of quantities; it is likewise the basis for compiling estimate quotas.
3. This part has been compiled on the basis of normal natural and environmental conditions, of construction organization design and construction machinery deployment that are reasonable for the present stage, of reasonable cross-operation between trades, and of the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality assurance outline and safe operating procedures, the site civilized-construction requirements and the environmental protection requirements.
4. The consumption of labour, materials and construction machinery in this part reflects the technical level and organizational level of nuclear power construction at the present stage. Except where the quota expressly permits adjustment, no quota may be adjusted on account of differences in the construction organization, the working methods or the material losses of a particular project.
5. The determination of the labour cost in this part is stipulated as follows.
Labour is expressed in composite workdays, without distinction of trade or skill grade, and each composite workday is calculated on an eight-hour working day.
The composite unit price is executed at a production worker wage of 120.00 yuan per workday, which includes the basic wage, wage-type allowances, auxiliary wages, staff welfare expenses and labour protection expenses.
6. The determination of material consumption in this part is stipulated as follows.
a) Materials (semi-finished and finished products) are considered as conforming products, meeting the quality standards and design requirements and possessing certificates of conformity and test records.
b) The quantities of materials (semi-finished and finished products) all include site transport losses, construction operation losses and site stacking losses.
c) Revolving-use materials are calculated on the basis of their per-cycle amortized quantity.
d) Sundry materials of small quantity and low value are combined as other material cost and expressed in yuan.
e) Material costs are uniformly taken at the material warehouse price, with the material miscellaneous transport charges, transport loss charges and procurement and custody charges totalling 2.5 per cent.
7. The determination of construction machinery consumption in this part is stipulated as follows.
a) The types and specifications of construction machinery are determined comprehensively on the basis of normal construction and rational deployment, in conjunction with the machinery provision of nuclear industry construction enterprises; during execution, unless the quota states otherwise or the design imposes special requirements, no arbitrary adjustment may be made because the machinery actually used differs from that in the quota.
b) The amortization of construction machinery of small quantity and low value is combined in the quota as other machinery cost and expressed in yuan.
c) The quota already includes the labour and machinery consumption required for the horizontal and vertical transport of materials, finished products and semi-finished products from the site warehouse, the site stacking point or the site processing point to the point of operation.
d) Materials, finished products and semi-finished products shall be stacked at the positions laid down in the construction organization design. Because the great majority of the construction site of a nuclear power construction project is formed by earth and rock blasting and excavation, the site is congested and the ground that can be arranged for materials, finished products and semi-finished products is very limited, so secondary or multiple handling charges inevitably arise; these are listed under the secondary handling charge item of the cost quotas for civil and installation works.
8. The work content of this part describes the principal construction operations; secondary operations, although not described, have all been taken into account in the quota.
9. The component fabrication items already include the amortization of the fabrication platform, and the labour, materials and machinery shift consumption required for trial pre-assembly, together with the platform amortization charge.
10. The component fabrication and installation items already include the cost of non-destructive flaw detection and the cost of heat treatment.
11. Where this part states within xx or below xx, the value xx itself is included; where it states beyond xx or above xx, the value xx itself is not included.
12. This part is based on construction under normal climatic, geographical and environmental conditions, and does not take into account factors of construction in winter, in the rainy season, at night, in high temperature, in severe cold or in harmful conditions. Construction in special environments shall be charged additionally in accordance with the relevant provisions; for construction in an environment harmful to health, the surcharge for reduced labour efficiency is taken at 10 per cent of the quota labour cost.
13. Water and electricity for construction shall be supplied by the owner, which installs the water meters and electricity meters on site and hands them over to the construction contractor for safekeeping and use; the construction contractor measures by meter and refunds the charge to the owner calculated at budget prices.
14. Matters not covered by this explanation are set out in detail in the explanations to the individual chapters.
3 Chapter One Stainless Steel Component Fabrication Engineering - Chapter Explanation
1. This chapter applies to the on-site processing and fabrication of components, and likewise to fabrication and processing in an attached processing workshop.
2. The work content includes: construction preparation, handling of materials and tools, re-check of the foundation, setting out by measurement, blanking and shearing, edge planing, bevelling, arc rolling, edge folding, end bending, press bending, splice-plate connection, welding of thickened plates, temporary fixing, hot forming of section steel, drilling, hole cutting, tapping, back gouging, assembly welding, welding of anchor bars, non-destructive flaw detection, and the one-time anti-fouling protection and transfer of identification marks of stainless steel materials and components during fabrication.
3. This chapter does not include the following.
a) Pickling, passivation and polishing.
b) Pressure testing.
4. Other explanations.
a) The stainless steel material grade is 00Cr1Gni10 unless otherwise stated; other material grades may be converted and taken into account.
Quantity calculation rule 1. The fabrication of stainless steel cladding is calculated in tonnes on the basis of its net weight as taken from the fabrication drawing dimensions, without deducting the weight of openings and cut-out portions. The weight of welding rods and rivets is already included in the quota and is not calculated separately. It does not include the weight of external attachments (branch pipes, connectors, pipe fittings, embedded parts, platforms, ladders and the like) or of internal anti-corrosion insulation and filled sealing material. When calculating the quantity of irregular or polygonal stainless steel plate, the actual dimensions shown on the drawing are used.
Quantity calculation rule 2. The stainless steel special-purpose frames and section steel in this quota refer specifically to the frames and special-purpose section steel used in the spent fuel building for the spent fuel pool, the pits, the fuel transfer bay and the vessel loading well and preparation well. They are calculated in tonnes from the drawing dimensions; irregular components are calculated from the actual dimensions shown on the drawing.
Quantity calculation rule 3. The fabrication of stainless steel nuclear detection cubicles is calculated in tonnes.
Quantity calculation rule 4. The fabrication of stainless steel nuclear detection cubicle suspension baskets is calculated by the piece.
Quantity calculation rule 5. The fabrication of stainless steel water gate frames, water gate fixing devices and water gate turnover supports is calculated in tonnes on the basis of net weight taken from the fabrication drawing dimensions, without deducting the weight of openings and cut-out portions.
Quantity calculation rule 6. The fabrication of stainless steel gratings, platform ladders and stainless steel embedded parts is calculated in tonnes on the basis of net weight taken from the fabrication drawing dimensions, without deducting the weight of openings and cut-out portions. Irregular components are calculated from the actual dimensions shown on the drawing.
Quantity calculation rule 7. The quantity of a stainless steel platform includes the mass of the platform columns, beams, plates and diagonal bracing; the steel access ladder attached to the platform and the platform railing shall be listed and calculated separately under the corresponding component items.
Quantity calculation rule 8. The quantity of a stainless steel stair includes the mass of the stair landings, stair stringers and stair treads; the handrail and railing of the stair shall be listed and calculated separately under the quota.
Quantity calculation rule 9. The quantity of stainless steel cladding includes the mass of the bottom ribs.
4 Section 1.1 Stainless Steel Cladding Fabrication
