NB/T 20358.2-2018 is the English-translated version of 核电厂建设工程预算定额 第2部分:核岛装饰工程.

NB/T 20358.2-2018 is Part 2 of the Chinese budget quota series for nuclear power plant construction, and it prices the finishing and decoration work in the nuclear island. In a nuclear building this is not cosmetic work: floor and wall finishes in controlled areas must be decontaminable, joint-free where possible, and compatible with the radiation and chemical environment, and the quota items reflect that. The volume covers bedding and screed courses, waterproofing and damp-proofing layers, floor finishes including the epoxy and special decontaminable systems, wall and ceiling finishes, plastering and rendering, painting, tiling, partitions, doors and their frames, and the sealing details between them. Each quota item states the work content it includes, the unit of measurement, the labour hours by trade, the machine-shift consumption and the material quantities with their waste allowances, so that a price is built from measured quantities rather than from judgement. The volume explanation at the front sets out the scope of the quotas, the general provisions on what each rate already covers, the adjustment coefficients for working conditions, and the rules for measuring quantities; the chapter notes add the conventions specific to each group of items. It replaces the 2015 edition, and is used by owners, contractors and cost consultants preparing budget estimates, tender prices and cost control baselines for nuclear power projects in China.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

This part is Part 2 of NB/T 20358.2-2018 Budget cost norms for nuclear power plant construction projects: Nuclear island decoration engineering (hereinafter referred to as this norm). It was released by Announcement No. 2 of 2018 of the National Energy Administration; the date of approval is 22 March 2018 and the date of implementation is 1 September 2018.

This part was proposed by the Nuclear Power Standardization Technical Committee of the energy industry.

This part is under the jurisdiction of the Nuclear Industry Standardization Research Institute.

Volume Explanation

1. Scope. This norm specifies the nuclear island decoration engineering norms contained in the budget cost norms for nuclear power plant construction projects.

This norm applies to the nuclear island engineering of newly built and extended pressurized water reactor nuclear power units, and to those sub-projects of BOP engineering that carry nuclear safety requirements, such as the nuclear island waste liquid storage tank building, the conventional island waste liquid storage tank building, the auxiliary building for treatment of radioactive solid waste, the temporary store for solid waste, the radioactive machinery repair shop and the decontamination workshop. Other nuclear power reactor types and nuclear engineering works may use it for reference.

2. Explanation, item 1. This norm is executed as a matching set together with Cost norms for nuclear island civil construction and installation works of nuclear power plant construction projects and Machinery shift cost norms for nuclear power plant construction projects.

Item 2. This norm is the basis for compiling construction drawing budgets, for the appropriation of project funds and for completion settlement, for tendering and bidding for works, and for pricing bills of quantities; it is likewise the basis on which estimate norms are compiled.

Item 3. This norm has been compiled under normal natural conditions and environment, according to the reasonable construction organization design and construction machinery allocation of the present stage, taking into account reasonable cross-operation, and on the basis of the relevant technical standards, construction and acceptance codes, quality assurance outline and safe operating procedures for pressurized water reactor nuclear power plants, and of the requirements for civilized and safe construction on site and for environmental protection.

Item 4. The labour, material and construction machinery consumption quantities in this norm reflect the technical level and the organizational level of nuclear power plant construction at the present stage. Except where adjustment is expressly permitted within the norm, the norm shall not be adjusted on account of differences in the construction organization, the operating methods or the material losses of a particular project.

Item 5. The determination of the labour cost of this norm is specified as follows.

Item 5, sub-item 1. The labour workday of this norm is expressed as a comprehensive workday, without distinction of trade or of technical grade; each comprehensive workday is considered on the basis of an eight-hour working system.

Item 5, sub-item 2. The comprehensive unit price of this norm is executed at a labour cost for production workers of 120 yuan per workday, which includes: basic wages, wage-type allowances, auxiliary wages, employee welfare costs and labour protection costs.

Item 6. The determination of the material consumption quantities of this norm is specified as follows.

Item 6, sub-item 1. The materials (semi-finished products and finished products) in this norm are considered as conforming products, meeting the quality standards and the design requirements and provided with certificates of conformity and test records.

Item 6, sub-item 2. The quantities of materials (semi-finished products and finished products) in this norm all include the losses of transport within the site, the losses of construction operations and the losses of stacking on the construction site.

Item 6, sub-item 3. Turnover materials in this norm are listed at the quantity amortized per turnover.

Item 6, sub-item 4. Sundry materials of small quantity and low value in this norm are combined as other material cost and expressed in yuan.

Item 6, sub-item 5. Material costs are taken uniformly at the material warehouse price; the freight and incidental charges, the transport loss cost and the procurement and storage cost together amount to a rate of 2.5 percent.

Item 7. The determination of the construction machinery consumption quantities of this norm is specified as follows.

Item 7, sub-item 1. The types and specifications of the construction machinery in this norm are considered comprehensively on the basis of normal construction and reasonable configuration, combined with the machinery equipment situation of nuclear industry construction enterprises. In applying the norm, except where the norm states otherwise or the design has special requirements, the norm shall not be adjusted at will because the machinery actually used differs from that of the norm.

Item 7, sub-item 2. For the amortization cost of small construction machinery, the norm combines it as other machinery cost, expressed in yuan.

Item 7, sub-item 3. The norm already includes the labour and machinery consumption required for the horizontal and vertical transport of materials, semi-finished products and finished products from the site warehouse, the site stacking point or the site processing point to the point of operation.

Item 7, sub-item 4. Materials, finished products and semi-finished products shall be stacked at the positions specified in the construction organization design. Because the construction site of a nuclear power plant construction project is for the greater part formed by blasting and excavation of earth and rock, the site is congested and the ground that can be laid out for materials, finished products and semi-finished products is extremely limited, so that secondary or multiple transport costs unavoidably arise; these are entered under the item of secondary transport cost in the cost norms for civil construction and installation works.

Item 8. The working content of this norm states the main construction operations; secondary operations, although not stated, are all considered to be included in the norm.

Item 9. Where this norm notes within XX or XX or less, XX itself is included; where it notes beyond XX or XX or more, XX itself is not included.

Item 10. This norm is considered for construction under normal climatic, geographical and environmental conditions; it does not take into account the factors of construction under special conditions of winter, rainy season, night work, high temperature, severe cold or harmful conditions. Where construction in a special environment causes a loss of construction efficiency, the additional cost shall be reported by the construction unit and calculated separately.

Item 11. Matters not exhausted in this explanation are set out in detail in the explanation of each chapter.

1 Scope

Chapter One of this norm covers floor and ground engineering and is preceded by a chapter explanation setting out the conditions of application of the norm items and the rules for calculating the quantities of work.

Explanation, item 1. Where the mix proportions of the cement mortar, cement and fine-stone slurry, concrete and the like of this chapter are specified by the design differently from those of the norm, conversion may be made.

Explanation, item 2. The floor and ground items among the integral surface courses and the block-material surface courses do not include the work and materials of skirting boards; stairs do not include the skirting board, the side faces or the plastering of the slab soffit, which are calculated separately according to the corresponding norm items.

Explanation, item 3. The height of skirting boards has been compiled at 150 mm; where it is exceeded, the material quantity may be adjusted, while the labour and machinery quantities remain unchanged.

Explanation, item 4. The cast-in-situ terrazzo items already include the work and materials of acid washing and waxing; all the other items do not include acid washing and waxing.

Explanation, item 5. Handrails, railings and balustrades apply to stairs, corridors, verandas and other decorative railings and balustrades. Handrails do not include the fabrication and installation of bends, which are calculated under a separate norm item for bends.

Explanation, item 6. Steps do not include the edging strip or the decoration of the side faces.

Explanation, item 7. The miscellaneous decoration items in the norm apply to urinal troughs, squatting pans, basin troughs and the like. Items not listed in this norm may be calculated according to the corresponding items for wall and column surfaces.

Explanation, item 8. The hard, fir and pine boards of wood flooring have been compiled on the basis of a rough stock thickness of 25 mm; where the design thickness differs from the norm thickness, conversion may be made.

Explanation, item 9. Ground expansion joints are calculated according to the corresponding items and rules of Chapter 4.

Explanation, item 10. Crushed stone and gravel-asphalt bedding courses are calculated according to the corresponding items of Chapter 6 of Part 1, Nuclear island building engineering.

Explanation, item 11. Reinforced concrete bedding courses are executed according to the concrete bedding course items, while the reinforcement part is calculated according to the corresponding items and rules.

Explanation, item 12. The average net clear cross-section (depth by width) of the various open ditches has been calculated at 190 mm by 260 mm; where the cross-section differs, conversion is permitted.

Rules for calculating quantities of work, item 1. The ground bedding course is calculated in cubic metres as the net clear area between the main walls of the room multiplied by the design thickness. The areas occupied by structures, equipment foundations and ground ditches projecting above the ground shall be deducted; columns, buttresses, partition walls and attached chimneys, and holes with an area of 0.3 square metres or less, shall not be deducted.

Rules for calculating quantities of work, item 2. Integral surface courses and levelling courses are calculated in square metres on the net clear area between the main walls of the room. The areas occupied by structures, equipment foundations, indoor pipelines and ground ditches projecting above the ground shall be deducted; columns, buttresses, partition walls and attached chimneys, and the areas of holes of 0.3 square metres or less, shall not be deducted; but neither shall the opening parts of door recesses, arched openings, heating pipe casings and wall niches be added.

Rules for calculating quantities of work, item 3. Block-material surface courses are calculated in square metres on the area actually laid to the dimensions shown on the drawings. The quantity of work of the opening parts of door recesses, arched openings, heating pipe casings and wall niches is incorporated into the corresponding surface course for calculation.

Rules for calculating quantities of work, item 4. Stair surface courses, including treads, landings and stairwells less than 500 mm wide, are calculated on the horizontal projected area.

Rules for calculating quantities of work, item 5. Step surface courses, including the treads and 300 mm along the topmost tread, are calculated on the horizontal projected area.

Rules for calculating quantities of work, item 6. Others, as set out in the following sub-items.

Item 6, sub-item 1. Skirting boards are calculated by extended linear metre; the lengths of door openings and arched openings are not deducted, and the lengths of the side walls of openings, arched openings, buttresses and attached chimneys are likewise not added.

Item 6, sub-item 2. Aprons and anti-slip ramps are calculated in square metres to the dimensions shown on the drawings.

Item 6, sub-item 3. Railings and handrails, including the length of bends, are calculated by extended linear metre.

Item 6, sub-item 4. Anti-slip strips are calculated as the distance between the two ends of the stair tread less 300 mm.

Item 6, sub-item 5. Open ditches are calculated by extended linear metre to the dimensions shown on the drawings.

1.1 Bedding Courses

Section 1.1 covers bedding courses. For norm items 2-1-1 and 2-1-2 the working content is: mixing, laying, levelling and compacting; the unit of the norm is 10 cubic metres.

Norm item 2-1-1, lime-soil bedding course. Base price 1518.43 yuan, of which labour cost 973.20 yuan, material cost 534.91 yuan and machinery cost 10.32 yuan. Comprehensive workday, building, unit price 120.00 yuan per workday, quantity 8.110 workdays. Priced material: lime-soil, cubic metre, unit price 52.96 yuan, quantity 10.100. Machinery: compactor, electric, compacting capacity 20 to 62 Nm, shift, unit price 23.46 yuan, quantity 0.440.

Norm item 2-1-2, sand bedding course. Base price 1580.62 yuan, of which labour cost 559.20 yuan, material cost 1017.67 yuan and machinery cost 3.75 yuan. Comprehensive workday, building, 120.00 yuan per workday, quantity 4.660. Priced materials: medium-coarse sand, cubic metre, 87.38 yuan, quantity 11.530; water, cubic metre, 3.40 yuan, quantity 3.000. Machinery: compactor, electric, 20 to 62 Nm, shift, 23.46 yuan, quantity 0.160.

For norm items 2-1-3 to 2-1-8 the working content is: first, laying, levelling and compacting; second, mixing the mortar and grouting the joints. The unit of the norm is 10 cubic metres.

Norm item 2-1-3, sand and gravel bedding course, artificial grading. Base price 2201.86 yuan, of which labour cost 963.60 yuan, material cost 1232.63 yuan and machinery cost 5.63 yuan. Comprehensive workday quantity 8.030 at 120.00 yuan. Priced materials: gravel 10, cubic metre, 87.38 yuan, quantity 9.110; medium-coarse sand, cubic metre, 87.38 yuan, quantity 4.880; water, cubic metre, 3.40 yuan, quantity 3.000. Norm item 2-1-4, sand and gravel bedding course, natural grading. Base price 1887.64 yuan, of which labour cost 804.00 yuan, material cost 1078.01 yuan and machinery cost 5.63 yuan. Comprehensive workday quantity 6.700. Priced materials: natural sand and gravel, cubic metre, 87.38 yuan, quantity 12.240; water, cubic metre, 3.40 yuan, quantity 2.500. Machinery: compactor, electric, shift, 23.46 yuan, quantity 0.240.

Norm item 2-1-5, rubble stone bedding course, dry laid. Base price 2013.43 yuan, of which labour cost 1026.00 yuan, material cost 980.63 yuan and machinery cost 6.80 yuan. Comprehensive workday quantity 8.550. Priced materials: rubble stone, cubic metre, 60.49 yuan, quantity 12.240; medium-coarse sand, cubic metre, 87.38 yuan, quantity 2.750. Norm item 2-1-11, gravel rammed into the original soil. Base price 1106.29 yuan, of which labour cost 662.40 yuan and material cost 443.89 yuan; no machinery cost is listed. Comprehensive workday, building, 120.00 yuan per workday, quantity 5.520. Priced material: gravel 40, cubic metre, 87.38 yuan, quantity 5.080.

For norm item 2-1-12 the working content is: mixing the concrete, tamping and curing; the unit of the norm is 10 cubic metres.

Norm item 2-1-12, concrete bedding course. Base price 5544.54 yuan, of which labour cost 1470.00 yuan, material cost 4067.09 yuan and machinery cost 7.45 yuan. Comprehensive workday quantity 12.250 at 120.00 yuan.
