NB/T 20357-2018 is the English-translated version of 核电厂施工机械台班费用定额.

NB/T 20357-2018 fixes the machine-shift cost rates used across the whole family of Chinese nuclear construction cost documents. Where the NB/T 20358 volumes tell an estimator how many machine shifts a unit of work consumes, this document tells them what one shift of that machine costs. For each item of plant it builds the shift rate from its components: depreciation, major repair, routine maintenance and servicing, mobilisation and demobilisation, the operator and crew, fuel and power, and where applicable licence and insurance. The catalogue runs to eleven chapters and more than five hundred entries, covering earthmoving and rock plant, lifting and hoisting equipment, transport, concrete production and placing, welding and cutting, pumping, compressed air, testing and measurement, and the specialised plant used only on nuclear sites. Fuel and power prices are stated at a reference base with rules for adjusting them, so the rates can be brought to current conditions rather than being read as fixed. It replaces the 2015 edition. Two things are worth knowing before use: the Chinese title specifies machine-shift cost quota, a precision the printed English title loses; and the scope paragraph in the volume explanation carries wording copied from a sister document and describes nuclear island civil works rather than machinery costs - an error in the original that does not change what the document actually contains.

This quota is NB/T 20357 Machinery Shift Cost Quota for Nuclear Power Plant Construction Projects (hereinafter referred to as this quota). It was issued by Announcement No. 2 (2018) of the National Energy Administration, approved on 22 March 2018 and put into implementation on 1 September 2018.

This quota was proposed by the Nuclear Power Standardization Technical Committee of the energy industry.

This quota is under the jurisdiction of the Nuclear Industry Standardization Research Institute.

Explanation of this Volume - Scope

This quota specifies the cost quota for building and installation works of nuclear power plant construction projects.

This quota applies to the nuclear island works of newly built and extended pressurized water reactor nuclear power units, and to those sub-items of the BOP works that carry nuclear safety requirements, such as the nuclear island liquid waste storage tank building, the conventional island liquid waste storage tank building, the auxiliary building for treatment of radioactive solid waste, the temporary solid waste store, and the radioactive maintenance and decontamination workshop.

Nuclear power projects with other reactor types and other nuclear projects may use this quota for reference.

Explanation of this Volume - General Explanation

1. The Machinery Shift Cost Quota for Nuclear Power Plant Construction Projects (hereinafter this quota) was compiled and supplemented on the basis of the Rules for the Compilation of Machinery Shift Costs of Construction Works promulgated by the Ministry of Construction in 2015 and the Machinery Shift Cost Quota for Electric Power Construction Works issued by the China Electricity Council in 2006.

The unit price per machine shift is based on the types and prices of machinery found on nuclear power plant construction sites (crawler cranes with a lifting capacity above 750 t are not included). The prices were compared with the national price level for machinery of the same kind, and some of them were adjusted accordingly.

This quota is the basis for compiling the preliminary and detailed budget quotas of nuclear power plant construction projects, and a reference for agreeing on the rental cost of construction machinery per shift.

2. This quota covers eleven chapters and a total of 529 sub-items, plus the annexed tables of basic data: earthwork, rock and road building machinery; hoisting machinery; horizontal transport machinery; vertical transport machinery; concrete and mortar machinery; processing machinery; pump machinery; welding machinery; power machinery; other machinery; and containment prestressing tensioning machinery.

3. Each machine shift in this quota is calculated on the basis of an 8-hour working system.

4. This quota is made up of the following seven cost items.

1) Depreciation cost: the cost of progressively recovering the original value of the construction machinery, together with the time value of the capital, within the prescribed service life.

2) Overhaul cost: the cost required to carry out the necessary overhaul at the prescribed overhaul intervals so as to restore the normal function of the construction machinery.

3) Routine repair cost: the cost required for all levels of maintenance and for the clearing of incidental faults other than overhaul. It includes the cost of replacing and maintaining the tools and accessories that go with the machine so that it runs normally, the cost of the lubricating and wiping materials consumed in routine maintenance while the machine is running, and the cost of maintenance and preservation during machine downtime.

4) Installation, dismantling and on-site transport cost.

The installation and dismantling cost refers to the labour, materials, machinery and trial running costs required to erect and dismantle the construction machinery on site (large machinery excepted), together with the depreciation, erection and dismantling costs of the auxiliary facilities of the machinery.

The on-site transport cost refers to the cost of transporting and moving the construction machinery, either whole or in parts, from one working point of the construction site to another.

Machinery for which this cost item is not listed in this quota falls into two categories: machinery for which the cost item should not be considered, such as horizontal transport machinery; and machinery for which the cost item is calculated separately, such as tower cranes.

5) Labour cost: the daily wages of the machine operator (or stoker) and of the other operating personnel, together with the wages of those personnel for the working days beyond the machine shifts prescribed for the construction machinery in a year.

The unit labour price in this quota is 120.00 yuan per working day.

6) Fuel and power cost: the cost of the solid fuel (coal, firewood), liquid fuel (gasoline, diesel oil), water and electricity consumed by the construction machinery while it is operating.

7) Other costs: the road maintenance fee, vehicle and vessel use tax, insurance premium, reinforcement fee and annual inspection fee that the construction machinery has to pay in accordance with the provisions of the State and of the departments concerned. These are not itemized in this quota; when it is used they may be entered into the machine shift unit price in accordance with the standards laid down by each province or municipality (autonomous region).

5. The unit prices of fuel and power materials in this quota are the December 2016 prices for the Beijing area, as detailed in the table below.

Item 1, gasoline, unit kg, unit price 8.32 yuan.

Item 2, diesel oil, unit kg, unit price 7.78 yuan.

Item 3, coal, unit kg, unit price 0.86 yuan.

Item 4, electricity, unit kWh, unit price 0.87 yuan.

Item 5, water, unit t, unit price 3.50 yuan.

All shift unit prices given in the detailed tables of the following chapters are built up from these fuel and power unit prices and from the labour unit price of 120.00 yuan per working day.

I Earthwork and Rock Machinery

Chapter I covers the sub-items coded JT1-1 to JT1-61. Each detailed table of machine shifts gives, for every code, the machine name, the specification and model, the shift unit price in yuan, the cost breakdown (depreciation, overhaul, routine repair, installation, dismantling and transport, labour, fuel and power, other costs) and the consumption of labour and of fuel and power (working days, gasoline, diesel oil, electricity, coal, firewood and water).

JT1-1 to JT1-5, crawler bulldozer, rated by power in kW: 75, 60, 90, 105 and 135 kW. Shift unit prices 947.83, 736.00, 1102.91, 1133.08 and 1344.83 yuan.

For the same five crawler bulldozers the depreciation cost is 112.25, 47.67, 179.71, 201.18 and 292.51 yuan, and the overhaul cost 31.76, 13.96, 45.25, 47.45 and 67.74 yuan.

Their routine repair cost is 82.58, 36.30, 117.65, 123.37 and 176.12 yuan; the labour cost is 301.20 yuan in every case, corresponding to 2.00 working days per shift.

Their fuel cost is 420.04, 336.87, 459.10, 459.88 and 507.26 yuan, from a diesel consumption of 53.99, 43.30, 59.01, 59.11 and 65.20 kg per shift.

JT1-6 and JT1-7, crawler bulldozer of 165 and 240 kW: shift unit prices 1591.38 and 1952.80 yuan, depreciation 375.83 and 540.91 yuan, diesel oil 71.29 and 86.52 kg.

JT1-8 to JT1-10, swamp (wetland) bulldozer of 105, 135 and 165 kW: shift unit prices 1025.03, 1406.43 and 1526.35 yuan, with 2.00 working days and a diesel consumption of 50.20, 61.53 and 67.85 kg.

JT1-11 to JT1-15, self-propelled scraper, rated by heaped bucket capacity in cubic metres: 4, 8, 10, 12 and 23. Shift unit prices 1300.11, 1363.53, 1375.94, 1565.17 and 3564.85 yuan.

For these scrapers the labour cost is 376.50 yuan (2.00 working days) and the diesel consumption 65.33, 65.33, 65.33, 69.51 and 139.20 kg; the 23 cubic metre machine carries by far the highest depreciation, 1311.41 yuan.

JT1-16 to JT1-19, towed scraper of 3, 8, 10 and 12 cubic metres heaped bucket capacity: shift unit prices 736.39, 1131.76, 1256.58 and 1364.58 yuan, diesel oil 35.08, 59.04, 68.95 and 74.84 kg.

JT1-20, wheeled loader of 1 cubic metre bucket capacity: shift unit price 665.80 yuan, labour cost 125.50 yuan for 1.00 working day, diesel oil 52.73 kg.

JT1-21 to JT1-23, wheeled loader of 1.5, 2 and 3 cubic metres bucket capacity: shift unit prices 775.63, 892.03 and 1125.18 yuan, each with 1.00 working day and a labour cost of 125.50 yuan.

JT1-24 and JT1-25, crawler tractor of 75 and 105 kW: shift unit prices 910.19 and 1206.86 yuan, labour cost 301.20 yuan, diesel oil 54.34 and 71.80 kg.

JT1-26, crawler tractor of 135 kW: shift unit price 1441.03 yuan, depreciation 210.81 yuan, fuel cost 683.86 yuan for 87.90 kg of diesel oil.

JT1-27 and JT1-28, wheeled tractor of 21 and 41 kW: shift unit prices 328.84 and 491.33 yuan, labour cost 150.60 yuan for 1.00 working day.

JT1-29, walking (hand-guided) tractor of 9 kW: shift unit price 233.06 yuan, the lowest of the tractor group, with a diesel consumption of 8.99 kg.

JT1-30, crawler hydraulic single-bucket excavator of 0.6 cubic metre bucket capacity: shift unit price 783.61 yuan, labour cost 273.82 yuan for 2.00 working days, diesel oil 33.68 kg.

JT1-31 to JT1-34, crawler hydraulic single-bucket excavator of 1, 1.25, 1.6 and 2 cubic metres bucket capacity: shift unit prices 1283.04, 1431.74, 1502.15 and 1636.03 yuan.

For these four excavators the depreciation cost is 286.89, 303.55, 312.14 and 338.20 yuan, and the diesel consumption 63.00, 78.24, 85.29 and 96.44 kg per shift.

JT1-35, imported crawler hydraulic single-bucket excavator (CAT330L) of 3.5 cubic metres bucket capacity: shift unit price 2194.44 yuan, with a depreciation cost of 1152.37 yuan and a consumption of 124.60 kWh of electricity instead of diesel oil.

JT1-36, wheeled hydraulic single-bucket excavator of 0.6 cubic metre bucket capacity: shift unit price 540.23 yuan, labour cost 125.50 yuan, diesel oil 30.23 kg.

JT1-37, towed sheepsfoot roller, double drum, working mass 6 t: shift unit price 277.73 yuan. It is one of the few sub-items in this chapter that carries an installation, dismantling and transport cost, namely 9.90 yuan.

JT1-38 to JT1-40, smooth-wheel road roller, internal combustion, working mass 8, 12 and 15 t: shift unit prices 430.52, 566.76 and 668.35 yuan, diesel oil 19.79, 32.09 and 42.95 kg.

JT1-41 to JT1-45, vibratory road roller, working mass 8, 12, 10, 15 and 18 t: shift unit prices 615.42, 884.47, 732.19, 1097.95 and 1227.28 yuan.

For these vibratory rollers the labour cost is 150.60 yuan for 1.00 working day and the diesel consumption 31.85, 59.00, 42.95, 78.85 and 86.30 kg.

JT1-46, walk-behind vibratory compactor of 1 t working mass: shift unit price 286.19 yuan, labour cost 200.80 yuan, installation and dismantling 2.05 yuan, diesel oil 5.71 kg.

JT1-47, motor grader of 120 kW: shift unit price 1038.24 yuan, depreciation 205.50 yuan, labour cost 301.20 yuan for 2.00 working days, diesel oil 41.00 kg.

JT1-48, electric rammer of 20 to 62 N.m tamping capacity: shift unit price 26.96 yuan, made up mainly of routine repair 4.45 yuan, installation and transport 2.57 yuan and 16.60 kWh of electricity; no labour is charged to the machine itself.

JT1-49, internal combustion rammer of 265 mm tamping foot diameter: shift unit price 27.36 yuan, with 2.00 kg of diesel oil per shift.

JT1-50, pneumatic rock drill with air leg: shift unit price 11.93 yuan, of which 6.13 yuan is routine repair and 1.54 yuan installation, dismantling and transport.

JT1-51, hand-held pneumatic rock drill: shift unit price 10.29 yuan, the lowest sub-item of the chapter.

JT1-52 and JT1-53, rock drilling jumbo, wheeled and crawler: shift unit prices 467.32 and 535.47 yuan, each with 11.00 yuan of installation, dismantling and transport and a labour cost of 334.67 yuan for 2.00 working days.

JT1-54 and JT1-55, dynamic compaction machine of 1200 and 2000 kN.m tamping energy: shift unit prices 972.99 and 1524.16 yuan, depreciation 312.68 and 667.57 yuan, diesel oil 32.75 and 42.76 kg.

JT1-56, dynamic compaction machine of 3000 kN.m tamping energy: shift unit price 1683.01 yuan, of which 713.69 yuan is depreciation and 430.00 yuan fuel, from 55.27 kg of diesel oil.

JT1-57 to JT1-60, jaw crusher, rated by feed opening in mm: 250 by 400, 250 by 500, 400 by 600 and 500 by 750. Shift unit prices 295.39, 327.81, 383.79 and 568.26 yuan.

The four jaw crushers are electrically driven and consume 61.20, 72.00, 108.00 and 198.00 kWh per shift, with a labour cost of 188.25 yuan for 1.00 working day.

JT1-61, hydraulic drill steel sharpening (forging) machine of 11.25 kW: shift unit price 346.11 yuan, of which 231.69 yuan is labour cost for 1.00 working day, 7.57 yuan installation, dismantling and transport and 70.99 yuan fuel and power, from 81.60 kWh of electricity.

II Hoisting Machinery

Chapter II covers the hoisting machinery sub-items, coded from JT2-1 onwards, and is set out in detailed machine shift tables of the same form as Chapter I.

JT2-1 to JT2-3, crawler electric crane, rated by lifting capacity: 40, 50 and 60 t. Shift unit prices 1332.78, 1400.90 and 1808.03 yuan.

These three electric cranes consume 410.40, 471.20 and 579.74 kWh per shift, with a fuel and power cost of 357.05, 409.94 and 504.37 yuan and a labour cost of 267.73 yuan for 2.00 working days.

Their depreciation cost is 625.76, 639.25 and 872.11 yuan, the overhaul cost 24.55, 25.07 and 48.90 yuan, and the routine repair cost 57.69, 58.91 and 114.92 yuan.

JT2-4 and JT2-5, crawler crane of 15 and 25 t lifting capacity: shift unit prices 877.66 and 979.33 yuan, diesel oil 32.25 and 42.76 kg.

JT2-6 to JT2-10, crawler crane of 30, 40, 50, 60 and 70 t lifting capacity: shift unit prices 1191.09, 1619.44, 2172.72, 2595.92 and 2917.41 yuan.

For these five crawler cranes the depreciation cost is 361.43, 604.18, 950.03, 1117.86 and 1426.54 yuan, and the diesel consumption 52.76, 63.54, 88.11, 88.11 and 88.11 kg.

JT2-11 to JT2-15, crawler crane of 90, 100, 150, 200 and 300 t lifting capacity: shift unit prices 4316.72, 4891.80, 7837.11, 9669.57 and 14907.38 yuan.

Their depreciation cost is 2193.76, 2644.58, 5095.12, 6239.02 and 10539.02 yuan, so that depreciation becomes the dominant item of the shift price as the lifting capacity grows.

The routine repair cost of the same five machines is 773.14, 866.15, 1196.64, 1577.69 and 2018.81 yuan, and the diesel consumption 114.18, 115.20, 125.67, 152.92 and 183.88 kg.

JT2-16 to JT2-18, crawler crane of 400, 680 and 750 t lifting capacity: shift unit prices 18126.26, 28127.70 and 36232.35 yuan, the highest of the whole quota.

For these three machines the depreciation cost is 13161.50, 20978.53 and 27788.76 yuan, the overhaul cost 770.28, 905.22 and 1141.33 yuan, and the routine repair cost 2387.87, 2806.18 and 3538.12 yuan.

Their fuel cost is 1538.88, 3170.04 and 3496.41 yuan, from 197.80, 407.46 and 449.41 kg of diesel oil per shift, while the labour cost stays at 267.73 yuan for 2.00 working days.

JT2-19 and JT2-20, wheeled (truck-mounted) crane of 8 and 16 t lifting capacity: shift unit prices 721.97 and 970.78 yuan, depreciation 113.00 and 254.24 yuan, labour cost 240.96 yuan for 2.00 working days and 36.24 kg of diesel oil in both cases.

In this chapter no installation, dismantling or on-site transport cost is entered for the crawler and wheeled cranes listed, in line with the general explanation, which states that for some machines this cost item is calculated separately.
