NB/T 20358.9-2018 is Part 9 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of communication equipment in the nuclear island. It covers the telephone and intercom systems, the public address and emergency announcement plant, the site radio and paging systems, the industrial television and its cameras and monitors, the clock and timing systems, the fibre optic and copper backbone and its distribution frames, and the racks, cabinets and cable routes that carry them, together with the testing and commissioning that closes the installation. Each quota item states the work content it includes, the unit of measurement, the labour hours by trade, the machine-shift consumption and the material quantities with their waste allowances, so that a price can be built from measured quantities rather than from judgement. The volume explanation at the front gives the scope of the quotas, the general provisions on what each rate already covers, the adjustment coefficients for working conditions such as radiation area and confined space, and the rules for measuring quantities; the chapter notes then add the conventions specific to each group of items. It replaces the 2015 edition. Owners, contractors and cost consultants use it to prepare budget estimates, tender prices and cost control baselines for nuclear power projects in China, and reviewers use it to check that a submitted price is defensible.

Volume Description - Scope of Application

This part specifies the quotas for nuclear island communication equipment installation works within the cost estimation quotas for nuclear power plant construction projects.

This part is applicable to the nuclear island works of newly built and extended pressurized water reactor nuclear power units, and to those sub-items of BOP works that carry nuclear safety requirements, such as the nuclear island waste liquid storage tank building, the conventional island waste liquid storage tank building, the radioactive solid waste treatment auxiliary building, the solid waste interim storage, the radioactive machinery repair shop and the decontamination workshop. Other reactor types and nuclear projects may refer to it for guidance.

This part is to be applied in conjunction with NB/T 20355 Cost Quota for Nuclear Island Building and Installation Works of Nuclear Power Plant Construction Projects and NB/T 20357 Cost Quota for Construction Machinery Shifts of Nuclear Power Plant Construction Projects.

Volume Description - General Provisions

This part is the basis for preparing construction drawing budgets, for making project payments and final settlements, for tendering and bidding, and for pricing bills of quantities; it is also the basis on which preliminary estimate quotas are compiled.

This part has been compiled under normal natural and environmental conditions, on the basis of construction organization designs and construction machinery allocations that are rational at the present stage, taking account of reasonable overlapping of work, and in accordance with the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality assurance outline and safe operating procedures, and the requirements for civilized and safe construction on site and for environmental protection.

The consumption of labour, materials and construction machinery given in this part reflects the technical and organizational level of nuclear power plant construction at the present stage. Except where adjustment is expressly permitted within the quota, no quota may be adjusted on account of differences in construction organization, working method or material loss on a particular project.

Labour cost is stipulated as follows. The labour day is expressed as a composite workday, without distinction of trade or skill grade, each composite workday being reckoned on an eight-hour working system.

The composite unit rate for production workers is applied at 135.00 yuan per workday, which covers basic wages, wage-type allowances, auxiliary wages, employee welfare and labour protection expenses.

This part has been compiled for the following normal construction conditions. Equipment, materials, finished and semi-finished products and structural components are complete and undamaged, conform to the quality standards and design requirements, and are accompanied by certificates of conformity and test records, with supply meeting the installation schedule.

Overlapping between installation works and civil works is normal, and the civil works do not disturb the normal execution of the installation works.

The installation location, the buildings and structures, the equipment foundations and the embedded openings all conform to the design standards and satisfy the installation requirements.

Site installation conditions conform to the design requirements and satisfy the technical conditions.

Water and electricity supplies are sufficient for normal installation work.

Geographical environment and climatic conditions do not affect the normal work or the physical health of the installation workers. Where construction takes place in a special environment, the expenses are to be calculated separately in accordance with the relevant provisions.

Material cost is stipulated as follows. Materials comprise the main materials, auxiliary materials and sundry materials directly consumed in the installation work; material consumption comprises the quantity used directly in the installation work, the amortized quantity and the stipulated loss quantity.

Material loss comprises transport loss from the site warehouse, the central stacking area or the on-site processing point to the installation location, loss during construction operations, and loss in stacking on the construction site.

Materials for which no unit price is stated are main materials; their price is not included in the base price and shall be calculated from the actual price applied to the quantity listed.

Sundry materials used in very small quantities and having very little effect on the base price are combined into other material cost and entered in the material cost in yuan.

For the consumption rates of the main materials of the installation works, see the individual quotas of Part 4 to Part 10 of NB/T 20358 Cost Estimation of Nuclear Power Plant Construction Project.

Material unit prices are taken at the material depot price; the sum of the rates for material transport miscellaneous charges, transport loss and procurement and custody is 2.5%.

Construction machinery usage cost is stipulated as follows. The construction machinery usage cost in the quota is expressed by the machinery shift consumption.

The construction machinery in the quota has been determined on a composite basis in accordance with rational machinery allocation and the mechanization level of construction enterprises; where the actual situation differs from the quota, no adjustment is made unless otherwise stated in the individual chapters.

The quota sub-items list only the consumption of the principal equipment, appliances, instruments and meters. Sundry machinery used in very small quantities and having very little effect on the base price is combined into other machinery cost and entered in the machinery cost in yuan.

Tools and appliances whose unit value is within 2000 yuan or whose service life is within two years do not constitute fixed assets and are not included in the quota; they are considered in NB/T 20355 Cost Quota for Nuclear Island Building and Installation Works of Nuclear Power Plant Construction Projects.

Horizontal and vertical transport is stipulated as follows. For equipment, the quota covers horizontal and vertical transport from the designated stacking place on the installation site to the installation location, but does not include the horizontal and vertical transport of large equipment.

For materials, finished products and semi-finished products, the quota covers horizontal and vertical transport from the site warehouse of the construction organization or from the designated stacking place to the installation location.

The datum plane for vertical transport is the indoor floor level for indoor work and the ground level of the installation site for outdoor work.

The following expenses of this part are calculated with the coefficients stipulated in Table 1 Charging Coefficients.

Table 1, item 1, scaffolding erection and dismantling: for nuclear island mechanical equipment installation works, 15% of the quota labour cost, of which labour cost accounts for 35%.

Table 1, item 1.2, nuclear island piping installation works: 10% of the quota labour cost, of which labour cost accounts for 55%.

Table 1, item 1.3, nuclear island ventilation and air conditioning works: 10% of the quota labour cost, of which labour cost accounts for 55%.

Table 1, item 1.4, nuclear island electrical equipment installation works: 15% of the quota labour cost, of which labour cost accounts for 35%.

Table 1, item 1.5, nuclear island automation and control instrumentation installation works: 15% of the quota labour cost, of which labour cost accounts for 35%.

Table 1, item 1.6, nuclear island communication equipment installation works: 15% of the quota labour cost, of which labour cost accounts for 35%.

Table 1, item 1.7, nuclear island sandblasting, anticorrosion and thermal insulation works: 20% of the quota labour cost, of which labour cost accounts for 25%.

Table 1, item 2, surcharge for loss of efficiency where construction is carried out simultaneously with production: 10% of the quota labour cost, of which labour cost accounts for 100%.

Table 1, item 3, surcharge for loss of efficiency where construction is carried out in an environment harmful to human health: 10% of the quota labour cost, of which labour cost accounts for 100%.

Except where otherwise stated in the individual parts or chapters, the following items are not included: the cost of assisting in the single-machine test running and in the interlocked test running of key equipment.

Single-machine functional acceptance tests are not included.

The electricity, steam, industrial water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil or grease, feed materials and the like required for single-machine test running are not included.

Off-site transport of equipment, materials, finished products and semi-finished products is not included.

Additional labour, material and machinery costs arising from work in excess of the codes are not included.

Work on equipment or structural components that do not conform to the design requirements is not included.

Mobilization and demobilization charges, usage charges and idle-shift charges of large machinery are not included.

The cost of special labour protection articles required by the particular nature of the project is not included.

The cost of special health protection required by the particular nature of the project is not included.

The cost of special technical measures required by the particular nature of the project is not included.

Where the wording XX or less or XX or under appears in this part, XX itself is included; where the wording more than XX or above XX appears, XX itself is not included.

Matters not covered in this part are dealt with in the descriptions of the individual parts and chapters.

Volume Description - Provisions Specific to This Part

This part applies to the installation and commissioning of structured cabling systems, communication system equipment, automatic fire alarm systems and security protection equipment, and to fire protection system commissioning works, in new construction, extension and reconstruction projects of nuclear power plants or of other nuclear-related projects.

In addition to the operations already described in the individual chapters, the work content of this part also includes construction technical preparation, preparation of construction quality control documents, preparation of construction machinery, calibration of standard instruments and meters, construction safety protection measures, clearing of the installation location, site handling of equipment materials and tools, unpacking inspection, installation, adjustment and testing, finishing off, site clearance, cooperation with quality inspection, cross-trade coordination during construction, and the shutdown time for temporary relocation of water, electricity and gas supplies.

The calibration material cost of this part includes the consumable materials used for calibration and the loss of the verification materials.

The following items are executed under the corresponding items of other parts. Control cable laying, electrical conduit installation, fabrication and installation of supports, cable tray installation, and fabrication and installation of the foundations of panels and cabinets are executed under the corresponding items of Cost Estimation of Nuclear Power Plant Construction Project - Part 7: Nuclear Island Electrical Equipment Installation Works.

Earthing and earth resistance testing are executed under the corresponding quotas of Part 7: Nuclear Island Electrical Equipment Installation Works.

Oil painting, thermal insulation, sandblasting, anticorrosion and touch-up painting are executed under the corresponding items of Part 10: Nuclear Island Anticorrosion and Thermal Insulation Works.

Cable trays, brackets, columns, partition plates and cover plates procured as finished products are installed under the quota for metal ironwork installation of Part 7: Nuclear Island Electrical Equipment Installation Works; where fabrication is required, the quota for metal ironwork fabrication of Part 7 is applied.

Concrete foundations are executed under the corresponding items of the civil works quota; high-strength bolts are executed under the corresponding items of Part 7: Nuclear Island Electrical Equipment Installation Works.

Other provisions. Special instruments and meters for calibration brought in by the contractor with the equipment shall be provided free of charge by the owner for the use of the construction organization.

Super-height surcharge: for the installation of communication equipment where the operating object is at a height of more than 5 m and not more than 20 m above the floor level, 33% of the labour cost of the portion in excess is calculated, of which labour cost accounts for 100%.

The material loss rates of this part are given in Table 2 Table of Material Loss Rates.

1 Scope

This chapter comprises the following items: laying of twisted-pair cables, laying of optical cables, laying of coaxial cables, laying of telephone lines and broadcast lines, laying of special-purpose cables, and placing of cabinets, racks and anti-seismic bases.

The work content of this chapter is: preparation, laying, fixing, insulation checking, testing, wire checking, sealing of connection points and marking. In addition, it also includes the following items.

Laying of system cables with plugs, lifting and replacing floor panels, and hanging of labels.

Fabrication of shielded cable heads: welding of AC and DC earth wires, earth resistance testing, and fitting of wire number sleeves.

Optical cable joint testing, fusion splicing, jointing, joint box installation, earthing device installation, installation of packaged accessories, re-measurement of attenuation, installation of loading coils, wrapping of the outer sheath, and pressurization tests.

Optical cable termination joints: fabrication of live connectors, fixing, attenuation testing, and fixing of the optical cable terminal head.

Optical cable plugging: preparation of the plugging compound, sealing and insulation testing.

Repeater section testing: optical fibre characteristic testing, electrical performance testing of copper conductors, sheath-to-earth testing, and fault handling.

This chapter does not include the following work content: burial of optical repeaters.

Earthwork and backfilling and road surface excavation are not included; where they occur they are executed separately.

Other provisions. The cables laid under this chapter are cables dedicated to communication and to instrumentation and control; control cables, power cables, protective conduits and earthing systems are executed under the relevant budget quota items of Cost Estimation of Nuclear Power Plant Construction Project - Part 7: Nuclear Island Electrical Equipment Installation Works.

The twisted-pair cable laying quotas of this chapter are compiled for systems of Category 6 and below, including Category 6. For cabling system works above Category 6, the composite workday consumption of the quota sub-items used is calculated with an increase of 20%.

Where cables are laid inside an already built canopy structure, the composite workday consumption of the quota sub-items used is calculated with an increase of 80%.

Rules for calculating quantities. The laying, pulling-in and open laying of twisted-pair cables, optical cables, leaky coaxial cables, telephone lines and broadcast lines are calculated in m. Cable laying is calculated by the extended length of a single run: for example, if three cables each 100 m long are laid on one rack, 300 m is calculated, and so on. The additional and reserved lengths are a constituent part of the cable laying length and shall be counted within the cable length quantity. The reserved length where a cable enters a building is 2 m; the reserved length where a cable is led up or down into a trench or onto a cable tray is 1.5 m; at an intermediate cable joint box, 2 m is reserved at each of the two ends.

Fabrication of jumpers is calculated per piece; punch-down termination of twisted-pair cables is calculated per pair; installation of jumper frames and distribution frames is calculated per unit.
