NB/T 20358.7-2018 is Part 7 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of electrical equipment inside the nuclear island. A budget quota is not a technical specification: it is the official book of unit rates that tells an estimator how much labour, machinery and consumable material a defined unit of work consumes, and it is what a Chinese reviewer checks a submitted price against. This part covers diesel generators and generator sets, transformers, switchgear and distribution boards, motors, batteries and their racks, cable trays and conduit, power and control cable pulling and termination, earthing and lightning protection, lighting, and the electrical penetrations through the containment. Each quota item states the work content it includes, the unit it is measured in, the labour hours by trade, the machine-shift consumption by equipment type, and the material quantities with their waste allowances. It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

NB/T 20358 Cost estimation of nuclear power plant construction project, together with NB/T 20355 Cost quotas for nuclear island civil and installation works of nuclear power plant construction projects, NB/T 20356 Cost quotas for conventional island civil and installation works of nuclear power plant construction projects and NB/T 20357 Machine-shift cost quotas for nuclear power plant construction projects, makes up the series of nuclear power quota standards that support budgeting and pricing of nuclear power construction works.

1 Scope

NB/T 20358.7-2018 is Part 7 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of electrical equipment inside the nuclear island. This part specifies the quotas for electrical equipment installation engineering of the nuclear island within the budget cost quotas for nuclear power plant construction projects.

This part applies to the nuclear island engineering of new-build and extension projects of pressurized water reactor nuclear power units, and to those sub-items of the BOP engineering that carry nuclear safety requirements, namely the nuclear island waste liquid storage tank building, the conventional island waste liquid storage tank building, the auxiliary building for solid radioactive waste treatment, the interim storage building for solid waste, the radioactive maintenance workshop and the vehicle decontamination workshop. Other nuclear power plant types and nuclear engineering projects may use it for reference.

2 Volume Explanation - General Provisions

1. This part is to be applied together with NB/T 20355 Cost quotas for nuclear island civil and installation works of nuclear power plant construction projects and NB/T 20357 Machine-shift cost quotas for nuclear power plant construction projects.

2. This part is the basis for preparing construction drawing budgets, for making engineering payments and completion settlements, for tendering and bidding and for bill-of-quantities pricing; it is also the basis on which preliminary estimate quotas are compiled.

3. This part has been compiled for normal natural and environmental conditions, on the basis of the construction organization design and the construction machinery allocation reasonable at the present stage, with reasonable cross-trade working taken into account, and in accordance with the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality assurance outline and safe operating procedures, and the requirements for civilized and safe construction and for environmental protection on site.

4. The labour, material and construction machinery consumptions given in this part reflect the technical and organizational level of nuclear power plant construction at the present stage. Except where the quota expressly permits adjustment, no quota may be adjusted on account of differences in construction organization, working method or material wastage on a particular project.

5. The labour cost of this part is laid down as follows:

a) Labour is expressed in composite man-days, without distinction of trade or skill grade, each composite man-day being taken on an eight-hour working day basis.

b) The composite unit rate is applied at a production worker wage of 135 yuan per man-day, which covers basic wages, wage supplements, auxiliary wages, employee welfare charges and labour protection charges.

6. This part has been compiled for the following normal construction conditions:

a) Equipment, materials, finished and semi-finished products and components are complete and undamaged, comply with the quality standards and the design requirements, are accompanied by certificates of conformity and test records, and are delivered in step with the installation programme.

b) Cross-trade working between the installation works and the civil works is normal, and the civil works do not disturb the normal progress of the installation works.

c) The installation location, the buildings, the equipment foundations and the openings and holes left in advance all comply with the design standards and meet the installation requirements.

d) The site installation conditions comply with the design requirements and satisfy the technical conditions.

e) The water and power supplies satisfy normal installation work.

f) The geographical environment and the climatic conditions do not affect the normal work or the physical health of the installation workers. Where construction takes place in a special environment, the cost is to be calculated separately in accordance with the relevant provisions.

7. The material cost of this part is laid down as follows:

a) Materials comprise the main materials, auxiliary materials and sundry materials directly consumed in the installation work content; the material consumption comprises the quantity directly consumed in the installation work content, the quantity amortized and the prescribed wastage.

b) Material wastage comprises transport wastage from the site store, the site stacking area or the site fabrication area to the point of installation, wastage in installation operations, and wastage in stacking on the construction site.

c) Materials for which no unit price is stated are main materials whose price is not included in the base price; they are to be calculated at actual prices on the basis of the quantities listed.

d) Sundry materials used in very small quantities and having little influence on the base price are combined as other material cost and entered in the material cost calculated in yuan.

e) For the consumption rates of the main materials of installation works, see the individual quotas of Part 4 to Part 10 of NB/T 20358 Cost estimation of nuclear power plant construction project.

f) Material unit prices are taken at material store prices; the material handling charges, the transport wastage charges and the procurement and storage charges together are taken at a rate of 2.5 per cent.

8. The construction machinery use cost of this part is laid down as follows:

a) The construction machinery use cost in the quotas is expressed as machine-shift usage.

b) The construction machinery in the quotas has been determined on a composite basis according to normal and reasonable machinery allocation and the level of mechanical equipment of construction enterprises; where actual conditions differ from the quota, no adjustment is made unless otherwise stated in the individual chapters.

c) The quota items list only the consumption of the main plant, machines, instruments and gauges; sundry machinery used in very small quantities and having little influence on the base price is combined as other machinery cost and entered in the machinery cost calculated in yuan.

d) Tools and appliances with a unit value of 2000 yuan or less and a service life of two years or less, which do not constitute fixed assets, are not included in the quotas; they are accounted for in NB/T 20355 Cost quotas for nuclear island civil and installation works of nuclear power plant construction projects.

9. Horizontal and vertical transport is laid down as follows:

a) Equipment: horizontal and vertical transport from the designated stacking point on the installation site to the point of installation is included; horizontal and vertical transport of large equipment is not included.

b) Materials, finished products and semi-finished products: horizontal and vertical transport from the site store of the construction unit or from the designated stacking point to the point of installation is included.

c) Datum plane for vertical transport: indoors, the indoor floor level; outdoors, the ground level of the installation site.

10. The following costs of this part are taken at the coefficients given in Table 1 Cost-taking coefficients.

Table 1, item 1, scaffolding erection and dismantling cost, calculated on the quota labour cost: nuclear island mechanical equipment installation works 15 per cent, of which labour cost 35 per cent; nuclear island piping installation works 10 per cent, of which labour cost 55 per cent; nuclear island ventilation and air conditioning works 10 per cent, of which labour cost 55 per cent; nuclear island electrical equipment installation works 15 per cent, of which labour cost 35 per cent; nuclear island automation control instrumentation installation works 15 per cent, of which labour cost 35 per cent; nuclear island communication equipment installation works 15 per cent, of which labour cost 35 per cent; nuclear island sandblasting, anticorrosion and thermal insulation works 20 per cent, of which labour cost 25 per cent.

Table 1, item 2, surcharge for loss of efficiency where installation is carried out at the same time as production: 10 per cent of the quota labour cost, of which labour cost 100 per cent.

Table 1, item 3, surcharge for loss of efficiency where construction is carried out in an environment harmful to physical health: 10 per cent of the quota labour cost, of which labour cost 100 per cent.

11. Excess-height surcharge (quota items in which the excess-height factor has already been taken into account are excluded): for electrical installation works in which the operated object is 5 m or more but less than 20 m above the floor level, the surcharge is calculated at 33 per cent of the labour cost of the excess-height portion.

12. The high-rise building surcharge (meaning industrial buildings of 6 storeys or 20 m and above) is calculated from the following table, the whole of the surcharge being labour wages.

High-rise building surcharge, as a percentage of the labour cost, by number of storeys and building height: up to 9 storeys (30 m) 1; up to 12 storeys (40 m) 2; up to 15 storeys (50 m) 4; up to 18 storeys (60 m) 6; up to 21 storeys (70 m) 8; up to 24 storeys (80 m) 10; up to 27 storeys (90 m) 13; up to 30 storeys (100 m) 16; up to 33 storeys (110 m) 19; up to 36 storeys (120 m) 22; up to 39 storeys (130 m) 25; up to 42 storeys (140 m) 28; up to 45 storeys (150 m) 31; up to 48 storeys (160 m) 34; up to 51 storeys (170 m) 37; up to 54 storeys (180 m) 40; up to 57 storeys (190 m) 43; up to 60 storeys (200 m) 46.

13. Unless otherwise stated in the individual parts and chapters, the following items are not included:

a) The cost of assisting in the single-machine trial running and the interlocked trial running of key equipment; b) the cost of single-machine functional tests; c) the electricity, steam, service water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil (grease), feedstock and the like required for single-machine trial running; d) transport of equipment, materials, finished and semi-finished products outside the site.

e) Labour, material and machinery costs arising from work in excess of the codes; f) work on equipment and components that do not comply with the design requirements; g) the entry and exit charges, the use charges and the standing-time machine-shift charges of large machinery.

h) The cost of special labour protection articles required by the special nature of the works; i) the cost of special health care required by the special nature of the works; j) the cost of special technical measures required by the special nature of the works.

14. Where this part carries the wording within XX or XX and below, XX itself is included; where it carries the wording outside XX or above XX, XX itself is not included.

3 Volume Explanation - Provisions Specific to This Part

1. This part applies, in new-build and extension projects of pressurized water reactor nuclear power plants, to the installation works for substation and distribution equipment of 10 kV and below, workshop power electrical equipment, electrical lighting fixtures, lightning protection and earthing devices, conduit and wiring, and electrical adjustment tests.

2. Besides the work content already described in the individual chapters, the work content of this part also includes: construction technical preparation; preparation of construction quality control documents; construction machinery preparation; calibration preparation of standard instruments and gauges; construction safety protection measures; clearing of the installation position; site handling of equipment, materials, tools and machinery; unpacking inspection; adjustment testing; finishing off; site cleaning; assistance in quality inspection; cross-trade coordination in construction between the trades; and the standing time of the temporarily moved water, power and gas supplies.

3. The following work content is not included in this part:

a) Installation of electrical equipment above 10 kV and of items reserved to specialist trades.

b) Work in which electrical equipment (motors and the like) accompanies mechanical equipment for individual trial running and interlocked trial running.

4. The material loss rates of this part are given in Table 2 Table of main material loss rates.

Note 1 to Table 2: for insulated conductors, cables, rigid busbars and the bare flexible conductors used for busbars, the loss rate does not include the lengths left for connection to electrical equipment and apparatus, nor the extra length arising from the various bends (including radii); these lengths are all included in the basic length of the quantity of work.

Note 2 to Table 2: for the galvanized iron wire used for guy wires, the loss rate does not include the lengths needed to make the upper, middle and lower grips; when the quantity of wire is calculated, the developed length of the whole guy wire is to be taken as the basis.

4 Chapter 1 Diesel Engines and Generators - Chapter Explanation

1. The work content of equipment hoisting in this chapter comprises: construction preparation; inspection of the hoisting machinery; hoisting mock-up trial; inspection and acceptance of hoisting ropes, slings, tools and machinery; handling of tools, materials and equipment (including unloading from the vehicle into the plant building); unpacking inspection; erection and dismantling of tools and machinery; lifting and shifting of the hoisted assembly into position; levelling; temporary storage; turning over into the upright position; and setting down in the hoisting position.

2. The work content of equipment installation in this chapter comprises: construction preparation; equipment handling and hoisting; unpacking, checking and counting, cleaning; inspection and acceptance of the equipment foundation; re-survey and setting out of the foundation; chipping and roughening of the surface; embedding of the anchor bolts; pre-embedding of the secondary embedded parts; assistance in the secondary grouting; equipment installation; levelling and alignment of the equipment; adjustment and fixing of the equipment; adjustment of equipment clearances, verticality and concentricity; fitting up of the shim plates; fine adjustment and tightening; spot welding of the shim plates; evacuation of the chiller units; charging with refrigerant; measurement of the various parameters; and single-machine trial running.

3. The equipment installation quotas of this chapter do not include the following content: a) fabrication of special lifting gear; b) suction-cup drilling.

Rules for calculating quantities of work: 1. Diesel engines and motors are both measured in units of set or assembly, and the quota items are listed separately according to their different names, weight in t and span.

The chapter is subdivided into 1.1 Diesel engine installation, 1.2 Diesel generator set installation, and 1.3 Motor and motor-generator set installation.

5 Structure of the Quota Tables (worked example, Clause 1.1)

Each quota table gives the quota number, the item designation, the base price in yuan and its breakdown into labour cost, material cost and machinery cost, followed by the itemized consumption of labour, priced materials and construction machinery with their units and unit prices.

Clause 1.1 Diesel engine installation is measured in units of set. Quota number 7-1-1 covers (DX) diesel engine hoisting, 85 t, with a base price of 91828.00 yuan, made up of labour cost 28318.82 yuan, material cost 57694.79 yuan and machinery cost 5814.39 yuan.

Quota number 7-1-2 covers (DX) generator hoisting, 42 t, with a base price of 43044.13 yuan, made up of labour cost 17228.97 yuan, material cost 23422.78 yuan and machinery cost 2392.38 yuan.

Labour is entered as composite man-days for installation at a unit price of 135.00 yuan per man-day, the consumption being 209.769 man-days for quota 7-1-1 and 127.622 man-days for quota 7-1-2.

The priced materials of these two quotas include section steel (composite) at 2.70 yuan/kg, galvanized iron wire (composite) at 4.29 yuan/kg, steel wire rope (composite) at 16.07 yuan/kg, wire brush of 2 in at 8.55 yuan each, cotton yarn at 5.39 yuan/kg, coir rope at 8.60 yuan/kg, emery cloth at 0.73 yuan per sheet, rubber pad of 2 mm thickness at 7.25 yuan/kg, grinding wheel disc (composite) at 3.27 yuan each, welding electrode J427 (composite) at 9.83 yuan/kg, squared timber at 1398.23 yuan per cubic metre, sleeper timber at 2478.63 yuan per cubic metre, anti-rust paint C53-1 at 14.10 yuan/kg, petrol at 6.45 yuan/kg, oxygen (industrial) at 27.40 yuan per cylinder, mixed paint at 12.44 yuan/kg, bristle brush of 3 in at 2.56 yuan each and shackles of 10 t at 49.57 yuan each and of 30 t at 291.45 yuan each, plus other material cost in yuan.
