NB/T 20358.13-2018 is the English-translated version of 核电厂建设工程预算定额 第13部分:常规岛电气设备安装工程.

NB/T 20358.13-2018 is the Chinese budget estimation norm for installing the electrical equipment of the conventional island of a nuclear power plant, the thirteenth part of the NB/T 20358 series. Electrical installation is the trade that touches everything: the generator terminals and the main transformer, the medium and low voltage switchgear, the station service supplies, the DC and uninterruptible systems, the cable that runs to every motor and instrument in the turbine hall, the earthing grid and the lighting. It is also the trade whose cost is hardest to estimate from first principles, because it is made of an enormous number of small operations rather than a few large ones. A budget estimation norm solves that by fixing, for each defined unit - a metre of cable of a given size pulled in a given way, a termination, a panel set in place and connected - the labour, material and plant consumption that the state considers necessary. Those quotas are the basis of the estimate, the tender limit and the final account, and they are what an outside party needs in order to read a Chinese nuclear cost estimate rather than guess at it. The eleven chapters cover the generator and transformer installation, the switchgear and distribution equipment, the cable systems and their supports and penetrations, the earthing and lightning protection, the lighting installation, the control and protection panels, the battery and DC systems, and the associated testing and commissioning work. The document is one of the sixteen parts of NB/T 20358 and sits alongside the companion series NB/T 20355 to 20357. It was issued on 10 December 2018 by the National Energy Administration, took effect on 1 April 2019, and replaces the 2015 edition.
