NB/T 20358.14-2021 is Part 14 of the Chinese budget quota series for nuclear power plant construction. Where Part 15 prices the assembly and erection of modules and the steel containment vessel, this part prices their manufacture - the fabrication shop work that produces the structural modules and the containment courses before they ever reach the reactor building. It covers the making of structural modules such as the CA floor and wall modules, plate cutting and edge preparation, forming and rolling, fitting and tack welding, the welding itself with its qualification and inspection, dimensional control of the finished assembly, surface preparation and coating, and the handling and storage of completed units. Each quota item gives the work content, the unit of measurement, the labour hours by trade, the machine-shift consumption and the material quantities, so an estimator can build a price from measured quantities rather than from judgement. The front of the volume carries the scope and the general explanation: what the rates already include, the adjustment coefficients that apply in different fabrication conditions, the material waste allowances, and the measurement rules. Note that the Chinese title says specifically a steel containment vessel, which the English printed on the cover leaves out. The document is used by owners, contractors and cost consultants preparing budget estimates and tender prices for nuclear power projects in China.

Work content: material picking and issue, transplanting of identification marks, cutting, bevel machining (bending), assembly, welding, shear stud welding, drilling, reinforcing bar processing, assembly of reinforcing bars with standard parts, flaw detection, sand blasting, painting, pickling and packaging of the finished product.

This quota specifies the quotas for the manufacture of modules and of the steel containment vessel within the budget quotas of nuclear power plant construction project works.
This quota applies to projects related to the manufacture of structural modules, mechanical modules and the steel containment vessel of AP/CAP1000 series nuclear power plants. Other nuclear reactor types and other nuclear projects may use it for reference.
2 Explanation
2.1 This quota is applied together with the Machine-shift cost quotas of nuclear power plant construction project works, as a matched pair.
2.2 This quota is the basis for preparing construction drawing budgets, for project payment and completion settlement, for project bidding and tendering, and for unit-rate pricing of bills of quantities; it is also the basis on which estimate quotas are compiled.
2.3 This quota has been compiled on the following bases: normal natural and environmental conditions; a construction organization design and construction machinery allocation that are reasonable at the present stage; reasonable cross-operation between trades; the relevant technical standards of AP/CAP series nuclear power plants; the applicable construction and acceptance codes; the quality assurance outline and the safe operating procedures; and the requirements for orderly and safe construction on site and for environmental protection.
2.4 The consumption of labour, materials and construction machinery in this quota reflects the technical and organizational level of nuclear power plant construction at the present stage. Except where the quota expressly permits adjustment, the quota shall not be adjusted on the grounds that the construction organization, the working methods or the material losses of a particular project differ from those assumed.
2.5 The labour cost of the quota is determined as follows.
2.5 a) The labour of this quota is expressed in composite work-days, with no distinction between trades or skill grades; each composite work-day is calculated on an eight-hour working day.
2.5 b) The composite unit price of this quota is applied at 135 yuan per work-day for production workers. This price includes basic wages, wage-type subsidies, auxiliary wages, employee welfare expenses and labour protection expenses.
2.6 The material consumption of the quota is determined as follows.
2.6 a) The materials (semi-finished and finished products) in this quota are considered as qualified products meeting the quality standards and the design requirements, and holding certificates of conformity and test records.
2.6 b) The quantity of every material (semi-finished or finished product) in this quota already includes in-plant transport loss, construction operation loss and on-site stacking loss.
2.6 c) Revolving (reusable) materials in this quota are listed on the basis of the amortized quantity per turnover.
2.6 d) Sundry materials of small quantity and low value are combined in this quota under the item Other material cost and are expressed in yuan.
2.6 e) Material costs are taken uniformly on the basis of warehouse prices; freight, transport loss and the procurement and storage fee together are taken at a rate of 2.5%.
2.7 The consumption of construction machinery in the quota is determined as follows.
2.7 a) The types and specifications of construction machinery in this quota have been considered comprehensively on the basis of normal construction, reasonable configuration and the machinery actually available at nuclear-industry module manufacturing plants. Except where the quota states otherwise or where the design imposes special requirements, the quota shall not be adjusted arbitrarily because the machinery actually used differs from that in the quota.
2.7 b) The amortization cost of small machinery is combined in the quota under the item Other machinery cost and is expressed in yuan.
2.7 c) The quota includes the labour and machinery consumption needed for the horizontal and vertical transport of materials, semi-finished products and finished products from the warehouse or stacking yard to the factory workshop.
2.8 The material prices and machinery prices in this quota are all considered as prices net of tax, and do not include the value added tax on materials and machinery.
2.9 The work content of this quota states the main construction processes; secondary processes, although not stated, have all been taken into account within the quota.
2.10 Where this quota is marked with the words within or below a stated value, the stated value itself is included; where it is marked with the words outside or above a stated value, the stated value itself is not included.
2.11 This quota is considered for construction under normal climatic, geographical and environmental conditions; it does not take into account the factors of construction in winter, in the rainy season, at night, at high temperature, in severe cold or under harmful conditions. Construction in such special environments shall be charged additionally in accordance with the relevant regulations. For construction in an environment harmful to health, the surcharge for reduced labour efficiency is taken at 10% of the labour cost of the quota.
2.12 This quota does not include the following items.
2.12 a) Special inspection and test fees.
2.12 b) Transport and miscellaneous expenses from the factory to the site.
2.13 Fees under this quota are taken in accordance with the fee table given in Annex A.
2.14 The manufacturing cost of mechanical modules and of the steel containment vessel priced with this quota is classified as equipment cost in the total budget (estimate); the manufacturing cost of structural modules priced with this quota is classified as construction works cost in the total budget (estimate).
2.15 Matters not exhaustively covered by this explanation are given in the explanation of each individual chapter.
3 Manufacture of Structural Modules
3.1 Explanation.
3.1.1 This chapter comprises ten sub-items in total: manufacture of CA floor slab modules (carbon steel, with ribs); manufacture of CA floor slab modules (carbon steel, without ribs); manufacture of CA floor slab modules (stainless steel); manufacture of CA wall modules (carbon steel); manufacture of CA wall modules (stainless steel); manufacture of CB modules (carbon steel); manufacture of CB20 modules; manufacture of CH modules (carbon steel); manufacture of CH modules (stainless steel); and manufacture of CS modules.
3.1.2 The manufacture of structural modules mainly comprises the following work content: material picking and issue, transplanting of identification marks, cutting, bevel machining (bending), assembly, welding, shear stud welding, drilling, reinforcing bar processing, assembly of reinforcing bars with standard parts, flaw detection, sand blasting, painting, pickling and packaging. The work content of each quota sub-item is given in detail in the quota tables.
3.1.3 The quota applicable to each module type is given in the table of clause 3.1.3, which maps the module number to the applicable quota number.
Modules CA01, CA02 and CA03 are priced with quota Nos. 15-1-4 and 15-1-5, the carbon steel and the stainless steel quota being applied separately according to the material.
Module CA04 is priced with quota No. 15-1-4.
Modules CA05 and CA20 are priced with quota Nos. 15-1-4 and 15-1-5, the carbon steel and the stainless steel quota being applied separately according to the material.
Module CA22 is priced with quota No. 15-1-2.
Module CA31 is priced with quota Nos. 15-1-1 and 15-1-3, the carbon steel and the stainless steel quota being applied separately according to the material.
Modules CA32, CA33, CA34, CA35, CA36 and CA37 are priced with quota No. 15-1-2.
Modules CA41, CA42, CA44, CA45, CA51 and CA52 are priced with quota No. 15-1-1.
Modules CA55, CA56 and CA57 are priced with quota Nos. 15-1-2 and 15-1-3, the carbon steel and the stainless steel quota being applied separately according to the material.
Module CA58 is priced with quota No. 15-1-2.
CB modules other than CB20 are priced with quota No. 15-1-6, and module CB20 is priced with quota No. 15-1-7.
CH modules other than CH77 are priced with quota No. 15-1-8, and module CH77 is priced with quota No. 15-1-9.
CS modules are priced with quota No. 15-1-10.
3.2 Rules for calculating quantities of works.
3.2.1 The quantity of works for the manufacture of structural modules is calculated in tonnes, from the dimensions shown on the design drawings multiplied by the theoretical mass.
3.2.2 The weight of holes and openings is not deducted, and welds, rivets, bolts and the like are not added to the weight.
