NB/T 20358.15-2021 is Part 15 of the Chinese budget quota series for nuclear power plant construction. It prices the work of assembling and installing structural modules and the steel containment vessel - the shop-fabricated sub-assemblies and the containment rings, heads and penetrations that are welded together on site and lifted into the reactor building. A budget quota is not a technical specification: it is the official book of unit rates that tells an estimator how much labour, machinery and consumable material a defined unit of work consumes. This document was issued on 7 January 2021 by the National Energy Administration of the PRC and takes effect on 1 July 2021.
It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

1 Scope
NB/T 20358.15-2021 is Part 15 of the Chinese budget quota series for nuclear power plant construction. It prices the work of assembling and installing structural modules and the steel containment vessel - the shop-fabricated sub-assemblies and the containment rings, heads and penetrations that are welded together on site and lifted into the reactor building. This quota specifies the quotas, within the budget quotas of nuclear power plant construction project works, for the assembly and installation of modules and of the steel containment vessel.
This quota is applicable to the projects related to the assembly and installation of structural modules, mechanical modules and the steel containment vessel of AP/CAP1000 series nuclear power plants. It may be used for reference for other nuclear power reactor types and nuclear engineering works.
2 General provisions
2.1 This quota shall be implemented together with the Cost quotas of civil and installation works of the nuclear island of nuclear power plant construction project works and the Cost quotas of construction machinery shift of nuclear power plant construction project works.
2.2 This quota is the basis for preparing construction drawing budgets, for making project payments and final accounts on completion, for tendering and bidding, and for pricing bills of quantities; it is also the basis for preparing preliminary estimate quotas.
2.3 This quota has been compiled, under normal natural and environmental conditions, on the basis of the construction organization design and the construction machinery provision that are reasonable at the present stage, taking into account reasonable cross-operation, as well as the relevant technical standards of AP/CAP series nuclear power plants, the construction and acceptance specifications, the quality outline and safe operating procedures, and the requirements for civilized and safe construction and for environmental protection on the construction site.
2.4 The consumption of labour, materials and construction machinery in this quota reflects the technical and organizational level of nuclear power plant construction at the present stage. Except where adjustment is expressly permitted by the quota, the quota shall not be adjusted because the construction organization, the working methods or the material losses of a given project differ from those assumed.
2.5 The determination of the labour cost of this quota is specified as follows:
a) The labour day of this quota is expressed as a composite labour day, without distinction of trade or skill grade, and each composite labour day is based on an eight-hour working system;
b) The composite unit price of this quota is applied at a labour cost of 135 yuan per labour day for production workers, which includes the basic wage, wage-related allowances, auxiliary wages, employee welfare expenses and labour protection expenses.
2.6 The determination of the material consumption of this quota is specified as follows:
a) The materials (semi-finished products and finished products) in this quota are considered as conforming products, meeting the quality standards and the design requirements and provided with certificates of conformity and test records;
b) The quantities of materials (semi-finished products and finished products) in this quota already include the losses for transport within the site, the losses arising from construction operations and the losses arising from stacking on the construction site;
c) Revolving (reusable) materials in this quota are listed on the basis of the amount apportioned per turnover;
d) Sundry materials of small quantity and low value are combined in this quota under the item 'other material costs' and are expressed in yuan;
e) Material costs are calculated uniformly on the basis of the material warehouse prices, the material miscellaneous transport expenses, transport loss expenses and procurement and custody fee rate amounting in total to 2.5 percent.
2.7 The determination of the construction machinery consumption of this quota is specified as follows:
a) The types and specifications of the construction machinery in this quota have been determined comprehensively on the basis of normal construction and reasonable provision, in combination with the machinery equipment situation of nuclear industry construction enterprises; during implementation, except where the quota provides otherwise or where the design imposes special requirements, the quota shall not be adjusted at will because the machinery actually used differs from that assumed in the quota;
b) The apportioned cost of small machinery is combined in the quota under the item 'other machinery costs' and is expressed in yuan;
c) The quota already includes the labour and machinery consumption required for the horizontal and vertical transport of materials, semi-finished products and finished products from the site warehouse, the site stacking area or the site processing area to the point of operation;
d) Materials, finished products and semi-finished products shall be stacked at the positions specified in the construction organization design. Since most of the construction site of a nuclear power plant project is formed by blasting and excavating earth and rock, the site is compact and the ground available for laying out materials, finished products and semi-finished products is very limited, so that secondary or multiple handling costs unavoidably arise; these are covered under the item for secondary handling costs of the cost quotas for civil and installation works;
e) This quota does not include the costs of large hoisting machinery of 200 t and above and of large transport machinery of 40 t and above, nor the costs of moving them into and out of the site.
2.8 The material and machinery prices of this quota are all considered as prices excluding tax and do not include the value added tax on materials and machinery.
2.9 The work content of this quota already describes the main construction operations; although the secondary operations are not described, they have all been taken into account in the quota.
2.10 Where this quota states 'within xx' or 'not exceeding xx', the stated value itself is included; where it states 'beyond xx' or 'above xx', the stated value itself is not included.
2.11 This quota is based on construction under normal climatic, geographical and environmental conditions and does not take into account the factors of construction in winter, in the rainy season, at night, at high temperature, in severe cold or in harmful conditions. For construction in a special environment, an additional cost shall be added separately in accordance with the relevant provisions; for construction in an environment harmful to health, the surcharge for reduced labour efficiency shall be taken as 10 percent of the labour cost of the quota.
2.12 The water and electricity used for construction shall be provided by the owner, who installs the water meters and electricity meters on site; these are kept in the custody of the construction unit, which measures the consumption by the meters, and the corresponding cost, calculated at budget prices, is refunded to the owner.
2.13 This quota applies to the table of installation works costs of the nuclear island contained in the Cost quotas of civil and installation works of the nuclear island of nuclear power plant construction project works.
2.14 When costs are built up according to this quota, the assembly and installation costs of structural modules are classified as civil works costs in the overall budget (estimate or preliminary estimate); the installation costs of mechanical modules are classified as installation works costs; the assembly costs of the steel containment vessel are classified as equipment costs; and the installation costs of the steel containment vessel are classified as installation works costs.
2.15 For matters not covered by these general provisions, reference shall be made to the explanatory notes of the individual chapters.
3 Assembly and installation of structural modules
This chapter gives the budget quotas for the assembly and installation of the structural modules of AP/CAP1000 series nuclear power plants and runs from page 3 to page 40 of the document.
The quota items of this chapter are arranged by type of structural module and by the successive operations of the site assembly sequence, each item stating the work content, the unit of measurement and the rules of measurement applicable to it.
For every quota item, the consumption of composite labour days, of materials and semi-finished products and of construction machinery shifts is tabulated, together with the corresponding base prices.
In accordance with 2.14, the assembly and installation costs of structural modules built up from this chapter are classified as civil works costs in the overall budget, estimate or preliminary estimate.
The explanatory notes at the head of the chapter state the conditions assumed for the assembly area, the lifting arrangements and the temporary works, and identify the cases in which the quota may be adjusted.
4 Installation of mechanical modules
This chapter gives the budget quotas for the installation of the mechanical modules of AP/CAP1000 series nuclear power plants and runs from page 41 to page 74 of the document.
The quota items are grouped by mechanical module, the module numbers and names used in the tables being those listed in the cross-reference table of Annex B.
Each item covers the operations of receiving, checking, positioning, aligning, connecting and fixing the module in its final location, with the associated labour, material and machinery consumption.
In accordance with 2.14, the installation costs of mechanical modules built up from this chapter are classified as installation works costs in the overall budget, estimate or preliminary estimate.
5 Assembly and installation of the steel containment vessel
This chapter gives the budget quotas for the assembly and installation of the steel containment vessel and runs from page 75 to page 102 of the document.
The quota items follow the erection sequence of the vessel, from the bottom head through the successive shell courses and rings to the top head, together with the associated penetrations and appurtenances.
In accordance with 2.14, the assembly costs of the steel containment vessel are classified as equipment costs in the overall budget, estimate or preliminary estimate, while the installation costs of the steel containment vessel are classified as installation works costs.
The costs of large hoisting machinery of 200 t and above, which is normally required for the lifting of the heavy rings and heads of the vessel, are not included in these quota items, as stated in 2.7 e).
6 Assembly and transport platforms
This chapter gives the budget quotas for the assembly and transport platforms serving the module and containment vessel works and runs from page 103 to page 111 of the document.
The quota items cover the erection, use and dismantling of the platforms on which the modules and the courses of the steel containment vessel are assembled and along which they are moved to the erection position.
Revolving materials used for the platforms are listed in the quota on the basis of the amount apportioned per turnover, in accordance with 2.6 c).
Annex A Explanatory notes on the cost quotas for the assembly and installation of modules and of the steel containment vessel (informative)
Annex A is informative and begins on page 112 of the document.
It explains how the cost quotas for the assembly and installation of modules and of the steel containment vessel are composed and how they are to be applied when the budget is built up.
It is to be read together with the general provisions of Chapter 2 and with the explanatory notes of the individual chapters, to which 2.15 refers for any matter not covered by the general provisions.
Annex B Cross-reference table of mechanical module numbers and names
Annex B begins on page 114 of the document.
It gives the cross-reference table between the numbers of the mechanical modules and their names, so that the quota items of Chapter 4 can be matched with the modules identified in the design documents.
