NB/T 20358.8-2018 is Part 8 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of automation and control instrumentation in the nuclear island. It covers the instruments themselves - pressure, level, flow and temperature transmitters, thermocouples and resistance thermometers, radiation monitors, analysers and their sampling systems - together with the work that surrounds them: impulse lines and their fittings, instrument racks and cabinets, control panels, instrument cable trays, cable pulling and termination, tubing and its pressure testing, and the calibration and loop checking that closes the installation. Each quota item states the work content it includes, the unit it is measured in, the labour hours by trade, the machine-shift consumption and the material quantities with their waste allowances, so that a price can be built from measured quantities. The explanation at the front of the volume gives the scope of the quotas, the general provisions on what each rate already covers, the adjustment coefficients for working conditions such as radiation area and confined space, and the rules for measuring quantities; the chapter notes then add the conventions specific to each group of items. It replaces the 2015 edition, and is used by owners, contractors and cost consultants preparing budget estimates, tender prices and cost control baselines for nuclear power projects in China.

This document was issued on 22 March 2018 by the National Energy Administration of the PRC and takes effect on 1 September 2018.

It is a NB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

1 Scope

NB/T 20358.8-2018 is Part 8 of the Chinese budget quota series for nuclear power plant construction, and it prices the installation of automation and control instrumentation in the nuclear island. This part specifies the quotas for nuclear island automation control instrument installation engineering within the budget quota for nuclear power plant construction works.

This part applies to the nuclear island works of newly built, extended and reconstructed pressurized water reactor nuclear power units, and to those sub-items of the balance of plant (BOP) works that carry nuclear safety requirements: the nuclear island liquid waste storage tank building, the conventional island liquid waste storage tank building, the auxiliary building for the treatment of radioactive solid waste, the interim storage for solid waste, the radioactive machinery repair shop and the decontamination workshop.

Other nuclear reactor types and nuclear engineering projects may use this part for reference.

2 Volume Explanation: General Provisions

1. This part is applied in conjunction with the Cost quota for nuclear island civil and installation works of nuclear power plant construction project (NB/T 20355) and the Cost quota for construction machinery shift of nuclear power plant construction project (NB/T 20357).

2. This part is the basis for preparing construction drawing budgets, for project fund allocation and final settlement of completed works, for tendering and bidding, and for bill of quantities pricing; it is also the basis on which estimate quotas are compiled.

3. This part has been compiled for normal natural and environmental conditions, on the basis of construction organization design and construction machinery provision that are reasonable at the present stage, taking reasonable cross-trade operation into account, and on the basis of the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality outline, the safe operating procedures and the requirements for civilized construction on site and for environmental protection.

4. The labour, material and construction machinery consumption quantities in this part reflect the present technical and organizational level of nuclear power construction. Except where the quota expressly permits adjustment, the quotas shall not be adjusted on account of differences in construction organization, working methods or material loss.

5. Labour cost is governed as follows:

a) Man-days are expressed as composite man-days without distinction of trade or skill grade, and each composite man-day is based on an eight-hour working day.

b) The composite unit price is applied at a production worker wage of 135 yuan per man-day, which includes basic wage, wage subsidies, auxiliary wage, employee welfare cost and labour protection cost.

6. This part has been compiled for the following normal construction conditions:

a) Equipment, materials, finished and semi-finished products and structural members are complete and undamaged, conform to the quality standards and the design requirements, are accompanied by certificates of conformity and test records, and are supplied in a way that meets the installation schedule.

b) Cross-trade operation between the installation works and the civil works is normal, and the civil works do not affect the normal progress of the installation works.

c) The installation location, the buildings, the equipment foundations and the openings and holes left in advance all conform to the design standards and satisfy the installation requirements.

d) The site installation conditions conform to the design requirements and satisfy the technical conditions.

e) The water and power supply satisfy normal installation work.

f) The geographical environment and the climatic conditions do not affect the normal operation or the bodily health of the installation workers. Where construction takes place in a special environment, the cost shall be calculated separately in accordance with the relevant provisions.

7. Material cost is governed as follows:

a) Materials comprise the main materials, the auxiliary materials and the sundry materials directly consumed in the installation work content; the material consumption quantity comprises the quantity directly consumed in the installation work content, the spreading and laying quantity and the specified loss quantity.

b) Material loss comprises transport loss from the site warehouse, the site stacking area or the site processing point to the installation location, loss during construction operations and loss during stacking on the construction site.

c) For materials whose unit price is not included, the price is not contained in the base price; such materials shall be calculated at the actual price on the basis of the quantities listed.

d) Sundry materials of very small quantity and of very little influence on the base price are combined into the other material cost item and are listed and calculated with the yuan as unit within the material cost.

e) For the consumption rates of the main materials of installation works, see the individual quotas of Parts 4 to 10 of NB/T 20358 Cost estimation of nuclear power plant construction project.

f) Material unit prices are taken at material warehouse prices; the sum of the material transport miscellaneous cost, the transport loss cost and the procurement and custody cost rate is 2.5 percent.

8. The construction machinery usage cost is governed as follows:

a) The machinery usage cost in the quota is expressed by the machinery shift usage quantity.

b) The construction machinery in the quota has been determined comprehensively on the basis of normal and reasonable machinery provision and of the mechanization level of construction enterprises; where the actual situation does not agree with the quota, no adjustment is made unless a chapter provides otherwise.

c) The quota sub-items list only the consumption of the main equipment, machines, appliances and instruments; sundry machinery of very small quantity and of very little influence on the base price is combined into the other machinery cost item and listed and calculated with the yuan as unit within the machinery cost.

d) Tools and appliances with a unit value of 2000 yuan or less and a service life of two years or less, which do not constitute fixed assets, are not included in the quota; they are taken into account in the Cost quota for nuclear island civil and installation works of nuclear power plant construction project (NB/T 20355).

9. Horizontal and vertical transport is governed as follows:

a) Equipment: horizontal and vertical transport from the designated stacking point on the installation site to the installation location is included; the horizontal and vertical transport of large equipment is not included.

b) Materials, finished products and semi-finished products: horizontal and vertical transport from the site warehouse of the construction unit or from the designated stacking point to the installation location is included.

c) Datum plane for vertical transport: indoors, the indoor floor surface is the datum plane; outdoors, the ground surface of the installation site is the datum plane.

10. The following costs of this part are taken at the coefficients specified in Table 1.

Table 1 Cost taking coefficients. Item 1, scaffolding erection and dismantling cost, is broken down as follows, in every case calculated on the quota labour cost as calculation base: 1.1 nuclear island mechanical equipment installation engineering, coefficient 15 percent, of which labour cost 35 percent; 1.2 nuclear island piping installation engineering, coefficient 10 percent, of which labour cost 55 percent; 1.3 nuclear island ventilation and air conditioning engineering, coefficient 10 percent, of which labour cost 55 percent; 1.4 nuclear island electrical equipment installation engineering, coefficient 15 percent, of which labour cost 35 percent; 1.5 nuclear island automation control instrument installation engineering, coefficient 15 percent, of which labour cost 35 percent; 1.6 nuclear island communication equipment installation engineering, coefficient 15 percent, of which labour cost 35 percent; 1.7 nuclear island sand blasting, anticorrosion and thermal insulation engineering, coefficient 20 percent, of which labour cost 25 percent.

Table 1, item 2: additional cost for reduced efficiency where installation is carried out at the same time as production, calculation base quota labour cost, coefficient 10 percent, of which labour cost 100 percent.

Table 1, item 3: additional cost for reduced efficiency where construction is carried out in an environment harmful to bodily health, calculation base quota labour cost, coefficient 10 percent, of which labour cost 100 percent.

11. Unless otherwise stated in the individual parts and chapters, the following items are not included:

1) The cost of assisting in the single machine test run and in the interlocked test run of key equipment.

2) The cost of single machine functional testing.

3) The electricity, steam, industrial water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil or grease, feedstock and so on required for a single machine test run.

4) Off-site transport of equipment, materials, finished products and semi-finished products.

5) Labour, material and machinery costs added beyond the codes.

6) Work on equipment, structural members and the like that do not conform to the design requirements.

7) The cost of moving large machinery in and out of the site, and its usage and standby shift cost.

8) The cost of special labour protection articles required by the special nature of the works.

9) The cost of special health protection required by the special nature of the works.

10) The cost of special technical measures required by the special nature of the works.

12. Where this part carries the wording within XX or XX and below, XX itself is included; where it carries the wording outside XX or XX and above, XX itself is not included.

3 Volume Explanation: Special Provisions

1. This part applies to the installation and commissioning works of automation control devices and instruments in nuclear power plant projects, or in other newly built, extended and reconstructed projects related to nuclear energy.

2. The instrument calibration material cost of this part includes the consumable materials used for calibration and the loss of the calibration materials.

3. The following contents are executed at the corresponding items of other parts:

a) Flowmeters, control valves, solenoid valves and throttling devices installed on piping, and the tapping and welded parts on piping, shall be executed at the corresponding items of Cost estimation of nuclear power plant construction project, Part 5: Nuclear island process piping installation engineering.

b) Control cable laying, electrical conduit installation, bracket fabrication and installation, cable tray installation, fabrication and installation of the foundations of panels and cabinets, earthing and earthing resistance testing shall be executed at the corresponding items of Cost estimation of nuclear power plant construction project, Part 7: Nuclear island electrical equipment installation engineering.

c) Where cable trays, brackets, columns, partition plates, cover plates, supporting and hanging frames, instrument stands, wall penetration sealing frames and perforated plates or channels are purchased as finished products, their installation shall be executed at the general ironwork installation quota of Cost estimation of nuclear power plant construction project, Part 7: Nuclear island electrical equipment installation engineering; where they have to be fabricated, the general ironwork fabrication quota of that Part 7 shall be executed.

d) High strength bolts shall be executed at the corresponding items of Cost estimation of nuclear power plant construction project, Part 7: Nuclear island electrical equipment installation engineering.

e) Oil painting, thermal insulation, sand blasting, anticorrosion, touch-up painting and non-destructive examination shall be executed at the corresponding items of Cost estimation of nuclear power plant construction project, Part 10: Nuclear island anticorrosion and thermal insulation engineering.

f) Concrete foundations shall be executed at the corresponding items of the civil engineering quota.

4. Other: additional cost for excessive height. For the installation of instruments where the height of the operated object above the floor is 5 m or more and below 20 m, the additional cost is calculated at 33 percent of the labour cost of the excessively high portion, of which the labour cost is 100 percent.

4 Chapter 1 Process Detection Instruments: Chapter Explanation

1. Scope of application of this chapter: the installation and individual commissioning of temperature, pressure, flow, differential pressure, throttling device, level, display and dose detection instruments.

2. This chapter covers the following work content: preparation; drawing of materials; handling; cleaning up; washing; custody, supply and cleaning of tapping parts; installation of instrument connections; individual instrument commissioning, installation, wiring check, hanging of position tags; and compilation of installation and commissioning records.

The following contents are also covered:

1. Panel drilling for panel mounted instruments.

2. Installation of the temperature bulb of pressure type thermometers and laying and fixing of the capillary tube.

3. Installation, adjustment and leak testing of steel tape level transmitters, counterweights, protective covers, floats, steel tapes, guide tubes and protective sleeves.

4. Storage tank level weighing instruments: installation of the bell jar, installation of the weighing instrument and installation and pressure testing of the pressure lead-in pipe.

5. Throttling devices: inspection of roundness and concentricity, orifice plate flow direction, determination of the position of the positive pressure chamber, cleaning of the annular chamber holes, assistance with the primary installation, cleaning of the annular chamber and installation of the orifice plate after the piping has been blown through, and fabrication of the primary gaskets.

6. Counterweight sounding level indicators: installation of the actuator, the magnetic starter, the pulleys and the pulley support, the counterweight and the steel wire rope.

7. Float type level indicators: installation of the steel wire rope, the float and the pulleys.

8. Assistance in the installation of flowmeters on process piping and commissioning of the flow conversion, amplification, remote transmission and display parts.

9. Insertion type instruments installed on process piping.

10. Installation, inspection and wiring of programmable radar level gauges and of temperature and pressure compensation systems.

11. Assistance in the installation of the radiation source of radioactive instruments, installation of the radiation source protective tube, safety protection and mock-up installation.

12. Installation of dose instruments and instrument protection.

3. Contents not covered:

1. Fabrication and installation of brackets and supports.

2. Equipment tapping, welding of flanges, cutting and tapping of industrial piping, flange welding and short pipe welding.

3. Installation of tapping parts, primary installation of throttling devices and fabrication of the primary gaskets.

4. Preparation and configuration of the flowmeter calibration device, and the machinery shift cost of the calibration instruments supplied with it.

5. Interlocked test run with no load or with load.

4. Other:

1. Assistance in the installation of tapping parts is executed at the relevant items of this part; if they are installed by the contractor itself, the relevant items of Cost estimation of nuclear power plant construction project, Part 5: Nuclear island process piping installation engineering are executed.

2. Where insertion type instruments are installed on process equipment or on piping, the flange or socket shall be left in advance or shall be properly welded, and the bolts shall be correctly matched and complete.

3. The gaskets used for instrument installation are considered as asbestos rubber gaskets; where the actual situation differs, conversion is permitted.

5. Rules for the calculation of quantities:

1. The installation and individual commissioning of detection instruments and control instruments covers temperature, pressure, flow, differential pressure, level, display, dose detection, combined, regulating and actuating instruments. Dose detection instruments are measured by the set, while all other instruments are measured by the unit or piece. Amplifiers, filters and similar elements and parts that come as a set with the instrument are part of the instrument, and their quantity shall not be calculated separately. (Installation of a core melt thermocouple includes unpacking inspection, mock-up thermocouple installation, nuclear grade lubrication of the oil, insulation resistance and direct current resistance testing of the thermocouple before installation, installation of the thermocouple and of the Swagelok connection, and inspection and testing after installation, including measurement of the thermocouple length.)

2. The instrument mounting holes on process equipment and on piping and the installation of primary parts are considered as left in advance or as already installed and accepted; the quota already includes the work content of supplying the parts, assisting with the tapping and assisting with the installation, and such quantities shall not be calculated separately.

3. For throttling devices installed on piping, only the quantity of the primary installation is calculated, and it includes the fabrication and installation of the primary flange gasket.

4. Where flowmeters, control valves, solenoid valves, throttling devices and the like are installed on process piping, the automatic control instrument trade assists the piping trade with the installation; the work of receiving and transporting, cleaning and safekeeping is already included in the corresponding items of the automatic control instrument quota. Instrument dedicated flange welding and solenoid valve installation not on process piping or on equipment fall within the scope of instrument installation and the corresponding quota shall be executed.

5. For radioactive instruments, the installation and commissioning carried out with the assistance of the construction personnel of the trades concerned, including installation of the protective tube, safety protection and mock-up installation, is measured by the set. The radiation source protective tube and the special measure cost of the installation are calculated separately according to the construction organization design.

6. The installation of steel tape level gauges, storage tank level weighing instruments, counterweight sounding level indicators and float type level gauges is considered as a complete set and is measured by the unit; it includes the guide tube, the pulleys, the float, the steel tape, the steel wire rope, the bell jar and so on.

7. The installation of dose detection instruments is measured by the set. (The installation content of an accelerometer covers unpacking inspection, insulation resistance, direct current resistance and capacitance testing before and after installation, and installation of the adapter; the installation of the accelerometer does not include the laying and fixing of the integrated cable. The installation of a counter tube or an ionization chamber covers unpacking inspection and insulation testing; it does not include the installation, hoisting or positioning of the connection plate, nor the laying and fixing of the integrated cable.)

8. Instrument installation does not include the fabrication and installation of brackets and supports; the fabrication and installation of brackets and supports is calculated separately with 100 kg as unit.

9. The installation of amplifiers supplied as a set with the instrument is already contained in the installation of the instrument set, and the quantity shall not be calculated a second time.

5 1.1 Temperature Instruments: Quota Sub-items

Work content of the temperature instrument quotas: cleaning up, meter calibration, installation, fixing and hanging of the tag plate. Unit of measurement: piece. The composite man-day for installation is priced at 135.00 yuan per man-day throughout.
