Foreword

Announcement No. 194 of 2024 of the Ministry of Housing and Urban-Rural Development of the People's Republic of China approves the Standard for measurement of municipal works as a national standard, numbered GB/T 50857-2024, to be implemented from 1 September 2025. The former national standard Code of measurement for municipal works GB 50857-2013 is abolished at the same time. The standard is published on the portal of the Ministry and is published and distributed by China Planning Press Co., Ltd. under the organization of the Research Institute of Standards and Norms of the Ministry. The announcement is dated 12 November 2024, and the standard was jointly issued by the Ministry of Housing and Urban-Rural Development and the State Administration for Market Regulation.

In accordance with the requirements of the Notice on the 2018 plan for compiling construction cost valuation bases and the 2018 construction cost management work plan (Jian Ban Biao Han [2018] No. 35) issued by the General Office of the Ministry of Housing and Urban-Rural Development, and in the spirit of the Work plan for construction cost reform (Jian Ban Biao [2020] No. 38), the drafting group revised GB 50857-2013 Code of measurement for municipal works into this standard after extensive investigation and research, careful summing up of practical experience and reference to relevant international practice and advanced foreign experience.

The main technical contents of this standard are: general provisions, terms, measurement of quantities and preparation of bills of quantities.

The main technical contents revised are: 1. the item characteristics of some bill of quantities items have been revised, and content unrelated to the design documents has been deleted; 2. the units of measurement and measurement rules of some items have been revised; 3. the work contents of some items have been revised to reflect the main construction processes; 4. items for obsolete construction methods have been deleted, and items corresponding to current design and construction methods have been added; 5. the measurement rules for preliminaries have been revised: formwork is measured in the bill of quantities for work sections and trades, and the other preliminaries are measured as lump-sum items.

The Ministry of Housing and Urban-Rural Development is in charge of the administration of this standard. The chief drafting organization is the Shanghai Construction and Building Materials Market Management Station, with the Research Institute of Standards and Norms of the Ministry, the Xinjiang Uygur Autonomous Region Construction Cost Station, the Shanghai Water Engineering Norms Management Station, Shanghai Urban Construction Design and Research Institute (Group) Co., Ltd., Shanghai Municipal Engineering Design Institute (Group) Co., Ltd., Shanghai Zhenghong Construction Engineering Consultants Co., Ltd. and Shanghai Hugang Construction Consulting Co., Ltd.

1 General provisions

China's national standard for measuring the quantities of municipal works - roads, bridges and culverts, tunnels, piped utilities, water treatment, domestic waste disposal, street lighting and urban utility tunnels - under the bill of quantities system. When a city puts such work out to tender, every bidder prices the same list of items, and the list only means something if the items are named, described, counted and measured the same way by the client who drafts it, the contractors who price it and the quantity surveyors who later measure what was built. This standard supplies those common rules. It sets the general provisions and terms, the basis of measurement and the rounding of quantities, the boundaries with the companion standards for buildings, installation works, landscaping and blasting, and the rules for compiling a bill of quantities: the twelve-digit item code, item name, item characteristics, unit and measurement rule for each measured item, and the treatment of preliminaries. Annexes A to M then carry the item tables for excavation, roads, bridges and culverts, tunnels, piped utilities, water treatment, domestic waste disposal, street lighting, steel reinforcement, demolitions, urban utility tunnels and preliminaries. It is used by employers, cost consultants, contractors and cost management authorities. The 2024 edition was approved by announcement No. 194 of the Ministry of Housing and Urban-Rural Development and replaces GB 50857-2013, the Code of measurement for municipal works, which was abolished on the same day.

1.0.1 This standard is formulated to regulate the measurement of construction works and to unify the rules for measuring the quantities of municipal works and the method of preparing bills of quantities.

1.0.2 This standard applies to the measurement of quantities and the preparation of bills of quantities for municipal works at the stages of contracting and execution of construction.

1.0.3 The measurement of municipal works shall be carried out in accordance with this standard.

1.0.4 In addition to this standard, the measurement of municipal works shall also comply with the relevant current national standards.

2 Terms

2.0.1 measurement of quantities - the activity of calculating the quantities of works in accordance with the design documents, technical standards, the unified standards for measurement of quantities and similar.

2.0.2 municipal works - public utility works such as urban roads, bridges and culverts, tunnels, piped utilities, water treatment, domestic waste disposal, street lighting and underground utility tunnels.

2.0.3 piped public utilities - the laying of gas, water supply, drainage and district heating pipelines and their ancillary structures.

2.0.4 water treatment works - works for the treatment of water supply, domestic sewage and industrial wastewater.

2.0.5 domestic waste disposal - works for the disposal of domestic waste by incineration, biological treatment, sanitary landfill and similar methods.

2.0.6 utility tunnel - a structure and its ancillary facilities built underground in a city to accommodate two or more types of urban utility lines.

3 Measurement of quantities

3.0.1 In addition to the provisions of this standard, quantities shall be calculated on the basis of the following documents: 1 the approved construction design drawings and their specifications; 2 the relevant technical standards; 3 other relevant technical and economic documents.

3.0.2 Measurement during the execution of the works shall, in addition to this standard, comply with the relevant provisions of the current national standard GB/T 50500 Standard for bill of quantities and valuation of construction works.

3.0.3 This clause fixes the number of decimal places to which the total of each item is rounded: one precision for quantities in tonnes and kilometres, another for quantities in metres, square metres, cubic metres and kilograms, and whole numbers for counted units such as pieces, blocks, sets, systems, zones and lump-sum items.

3.0.4 Unless otherwise specified, items of municipal works involving building and decoration works are measured by the corresponding items of GB/T 50854; items involving electrical, water supply and drainage, fire protection and other installation works by GB/T 50856; items involving landscaping works by GB/T 50858; and rock works executed by blasting by GB/T 50862. The boundaries are: 1 between the piped utilities of this standard and the industrial pipework of GB/T 50856, water supply pipes are divided at the water meter pit at the entrance of the plant area, drainage pipes at the first storm or sewage manhole outside the plant boundary wall, and heating and gas pipes at the first meter (valve) at the plant entrance; 2 between the piped utilities of this standard and the water supply, drainage, heating and gas works of GB/T 50856, outdoor pipes are divided at the manhole where they connect to the municipal pipe; 3 for water treatment and domestic waste disposal works, this standard lists only the special equipment for those works, and standard and type-approved equipment such as instruments, pumps and valves is measured by GB/T 50856; 4 street lighting works are divided from the electrical equipment installation works of GB/T 50856 at the point where the urban road lighting system meets the urban power supply system, with this standard applying inside that boundary and Annex D of GB/T 50856 outside it; 5 this standard lists only the main structure of underground utility tunnels, and the doors and windows of tunnel sections and all installation works are measured by GB/T 50854 and GB/T 50856.
