GB/T 50854-2024 is the English-translated version of 房屋建筑与装饰工程工程量计算标准.

China's national rules for measuring the quantities of building and fitting-out work, the rulebook to which a bill of quantities for a Chinese building contract is prepared.

In the Chinese system the bill is not drawn up to a house style: the item codes, the descriptions, the units and the way each quantity is calculated are fixed nationally, so that tenders can be compared line by line and a dispute over a measured quantity is settled by what this standard says.

The body of the document sets the general provisions, the terms, the basis and rounding of measurement, and the rules for compiling the bill, including the twelve-digit item code and the way supplementary items are added.

The substance is in sixteen appendices, one per trade, from excavation, piling, masonry, concrete and structural steel through doors and windows, roofing and waterproofing, insulation and anti-corrosion, to floor, wall and ceiling finishes, painting and other fitting-out work, with the preliminaries in the last.

The 2024 edition replaces GB 50854-2013: it prunes item characteristics unrelated to design documents, revises units and measurement rules, drops demolition and obsolete construction methods, and moves formwork into the measured work.

It is used by cost consultants, contractors, clients and tender agents throughout the tendering, contracting and execution of building works, alongside the valuation standard GB/T 50500.

Foreword

GB/T 50854-2024 was approved as a national standard by Announcement No. 191 of 2024 of the Ministry of Housing and Urban-Rural Development, dated 12 November 2024, and has been in force since 1 September 2025. It was issued jointly by the Ministry of Housing and Urban-Rural Development and the State Administration for Market Regulation. The former national standard Code for measurement of building construction and fitting out works GB 50854-2013 was abolished at the same time. The /T in the designation marks the new edition as a recommended national standard.

In accordance with the Notice on the 2018 plan for the compilation of construction cost valuation bases and for construction cost management work (Jianbanbiaohan [2018] No. 35) and in the spirit of the Work plan for construction cost reform (Jianbanbiao [2020] No. 38), the drafting group revised GB 50854-2013 into this standard after in-depth investigation and research, careful review of practical experience and reference to relevant international practice and advanced foreign experience.

The main technical contents of this standard are: general provisions, terms, measurement of quantities and preparation of bills of quantities.

The main technical changes in this revision are: 1. the item characteristics of some bill items were revised and content unrelated to the design documents was deleted; 2. the units of measurement and measurement rules of some bill items were revised; 3. the work content of some bill items was revised to reflect the main construction operations; 4. the bill items for demolition works and for obsolete construction methods were deleted, and bill items corresponding to current design and construction methods were added; 5. the measurement rules for preliminaries were revised: formwork is now measured in the bill of quantities for work sections and trades, and other preliminaries are priced as items.

This standard is administered by the Ministry of Housing and Urban-Rural Development. The chief drafting organization is the Shandong Provincial Engineering Construction Standards and Cost Centre, with the Research Institute of Standards and Norms of the Ministry of Housing and Urban-Rural Development, Shandong Hongli Construction Project Management Co., Ltd., Shandong Huaheng Engineering Consulting Co., Ltd. and Shandong Xinlianyi Engineering Consulting Co., Ltd.

1 General provisions

1.0.1 This standard is formulated to regulate the measurement of construction works and to unify the rules for measuring quantities of building construction and fitting out works and the method of preparing bills of quantities.

1.0.2 This standard is applicable to the measurement of quantities and the preparation of bills of quantities for building construction and fitting out works at the contracting and execution stages.

1.0.3 The measurement of building construction and fitting out works shall be carried out in accordance with this standard.

1.0.4 In addition to this standard, the measurement of building construction and fitting out works shall also comply with the current relevant national standards.

2 Terms

2.0.1 measurement of quantities - the activity of calculating quantities of work in accordance with the design documents, technical standards, unified quantity measurement standards and the like.

2.0.2 building construction - an entity built at a fixed location that provides shelter and cover for its users or contents for living, production or other activities; it may be divided into industrial and civil buildings.

2.0.3 industrial construction - buildings of all kinds provided for production, such as workshops, plant buildings, power stations, amenity rooms attached to factory buildings, and warehouses and transport facilities within the plant area.

2.0.4 civil construction - non-productive residential and public buildings, such as dwellings, office buildings, kindergartens, schools, canteens, theatres and cinemas, shops, gymnasiums, hotels, hospitals and exhibition halls.

3 Measurement of quantities

3.0.1 In addition to complying with this standard, the measurement of quantities shall be based on the following documents: 1 the approved construction design drawings and their descriptions; 2 the relevant technical standards; 3 other relevant technical and economic documents.

3.0.2 Measurement during the execution of the works shall comply with this standard and also with the relevant provisions of the current national standard Standard for bill of quantities and valuation of construction works GB/T 50500.

3.0.3 The number of significant digits of the total for each item at measurement shall comply with the following: 1 for items measured in t, three decimal places are kept, rounding the fourth; 2 for items measured in m, m2 or m3, two decimal places are kept, rounding the third; 3 for items measured by number, such as pieces, lengths, units, sets or holes, whole numbers are taken.

3.0.4 Unless otherwise specified in this standard, items of building construction and fitting out works involving electrical, water supply and drainage, heating, ventilation and other installation works shall be measured under the corresponding items of the current national standard Standard for measurement of general installation works GB/T 50856; items involving antique-style building works under Standard for measurement of antique-style building works GB/T 50855; items involving municipal works such as municipal roads and street lighting under Standard for measurement of municipal engineering works GB/T 50857; and items involving landscaping works under Standard for measurement of landscaping works GB/T 50858.

4.1 General requirements

4.1.1 A bill of quantities shall be prepared on the basis of: 1 this standard and the current national standard Standard for bill of quantities and valuation of construction works GB/T 50500; 2 other specialized measurement standards and valuation provisions and supplementary measurement rules issued by the construction authorities of the state, the provinces and the industries; 3 the design documents and technical data of the construction project; 4 the standards and specifications relating to the construction project; 5 the tender documents; 6 the site conditions and the geological and hydrological survey data; 7 other relevant data.

4.1.2 The item characteristics in the bill of quantities shall be described with reference to the drawings and the requirements of the specifications. The work content of the items in Appendices A to R lists only the main content; unless otherwise specified or explained, it shall be deemed to include the necessary work required to complete the bill item.

4.1.3 Unless otherwise stated, the work content of the bill items in Appendices A to R includes the on-site transport of materials (semi-finished and finished products), components or equipment.

4.1.4 Where an item not included in Appendices A to R arises in preparing the bill of quantities, the compiler may add a supplementary item, which shall comply with the following: 1 the code of a supplementary item consists of the code 01 of this standard, the letter B and three Arabic numerals, numbered in sequence starting from 01B001; 2 a supplementary bill item shall be accompanied by its name, item characteristics, unit of measurement, measurement rule and work content; a preliminaries item that cannot be measured shall be accompanied by its name, work content and extent.

4.2 Work sections and trades

4.2.1 The bill of quantities shall be prepared in accordance with the item codes, item names, item characteristics, units of measurement and measurement rules specified in Appendices A to Q of this standard.

4.2.2 The item code in the bill of quantities shall consist of twelve Arabic numerals: the first to ninth digits shall be set as specified in the appendices, and the tenth to twelfth digits shall be set according to the names and characteristics of the bill items of the proposed works; the item codes within the same single work of the same tender shall not be duplicated.

4.2.3 The item names in the bill of quantities shall follow the item names specified in Appendices A to Q, determined in the light of the actual proposed works.

4.2.4 The item characteristics in the bill of quantities shall be described according to the item characteristics specified in Appendices A to Q, in the light of the actual proposed project.

4.2.5 The units of measurement in the bill of quantities shall be determined according to the units specified in Appendices A to Q.

4.2.6 The quantities listed in the bill of quantities shall be calculated according to the measurement rules specified in Appendices A to Q.

4.3 Preliminaries

4.3.1 In preparing the bill of quantities, the preliminaries of Appendix R shall be determined according to the specified item codes, item names and work content.

4.3.2 Preliminaries for which the employer provides design drawings and requires the contractor to construct to the drawings shall be prepared in accordance with Section 4.2 of this standard and included in the bill of quantities for work sections and trades.

A.1 Oversite excavation

A.1.1 The item set-up, the content of the item characteristics description, the units of measurement and the measurement rules of the bill of quantities for this section shall be as specified in Table A.1.1 (code 010101). Like every table in the appendices, it gives for each item the item code, item name, item characteristics, unit of measurement, measurement rule and work content.

1 Words denoting different degrees of strictness are used in this standard as follows: 1) very strict, to be done in any case - must in the positive form, must not in the negative; 2) strict, to be done under normal conditions - shall in the positive form, shall not in the negative; 3) a degree of choice, to be done first where conditions permit - should in the positive form, should not in the negative; 4) a choice under certain conditions - may.
