Foreword

GB/T 50860-2024 was approved as a national standard by Announcement No. 197 of 2024 of the Ministry of Housing and Urban-Rural Development, dated 12 November 2024, and has been in force since 1 September 2025. It was issued jointly by the Ministry of Housing and Urban-Rural Development and the State Administration for Market Regulation. The former national standard Code for measurement of ancillary structure works GB 50860-2013 was abolished at the same time. The /T in the designation marks the new edition as a recommended national standard.

In accordance with the Notice on the 2018 plan for the compilation of construction cost valuation bases and for construction cost management work (Jianbanbiaohan [2018] No. 35) and in the spirit of the Work plan for construction cost reform (Jianbanbiao [2020] No. 38), the drafting group revised GB 50860-2013 into this standard after in-depth investigation and research, careful review of practical experience and reference to relevant international practice and advanced foreign experience.

The main technical contents of this standard are: general provisions, terms, measurement of quantities and preparation of bills of quantities.

The main technical changes in this revision are: 1. the item characteristics of some bill items were revised and content unrelated to the design documents was deleted; 2. the units of measurement and measurement rules of some bill items were revised; 3. the work content of some bill items was revised to reflect the main construction operations; 4. reinforcement work was included in the bill of quantities for work sections and trades, and cast-in-situ and precast concrete components are listed as separate items; 5. the measurement rules for preliminaries were revised.

This standard is administered by the Ministry of Housing and Urban-Rural Development. The chief drafting organization is the China Engineering Cost Association, with the Research Institute of Standards and Norms of the Ministry of Housing and Urban-Rural Development, Sinopec Guangzhou (Luoyang) Engineering Co., Ltd., China Petrochemical Corporation, the Electric Power Engineering Cost and Quota Management Station, the Xinjiang Engineering Cost Station, MCC Capital Engineering and Research Incorporation and other organizations.

1 General provisions

China's national rules for measuring the quantities of ancillary structures and for preparing their bills of quantities. An ancillary structure, in the definition the standard gives, is a built facility inside which people do not normally work or live: pools and tanks, silos, water towers, cooling towers, chimneys and flues, industrial tunnels, channels, prilling towers, conveyor trestles and shafts. These are large, one-off concrete and masonry works whose geometry does not fit the room-by-room logic of the building measurement rules, so they have their own standard, and it sits in the same family as GB/T 50854 for buildings and GB/T 50856 for installation work. The body sets the general provisions, the terms, the basis and rounding of measurement and the rules for compiling the bill, and it states which work is measured under the sister standards instead - earthworks, piling, metalwork, waterproofing and finishes go to GB/T 50854, for example. The appendices hold the item schedules: concrete structures in Appendix A, masonry structures in Appendix B and preliminaries in Appendix C. The 2024 edition replaces GB 50860-2013; among other changes, reinforcement is now measured in the bill for work sections and trades, and cast-in-situ and precast concrete components are itemized separately. It is used by cost engineers, contractors and clients in the tendering, contracting and execution of industrial and infrastructure projects.

1.0.1 This standard is formulated to regulate the measurement of construction works and to unify the rules for measuring quantities of ancillary structure works and the method of preparing bills of quantities.

1.0.2 This standard is applicable to the measurement of quantities and the preparation of bills of quantities for ancillary structure works at the contracting and execution stages.

1.0.3 The measurement of ancillary structure works shall be carried out in accordance with this standard.

1.0.4 In addition to this standard, the measurement of ancillary structure works shall also comply with the current relevant national standards.

2 Terms

2.0.1 measurement of quantities - the activity of calculating quantities of work in accordance with the design documents, technical standards, unified quantity measurement standards and the like.

2.0.2 ancillary structure - a built entity or ancillary building facility constructed for a particular purpose, inside which people do not generally carry out production, living or other activities directly.

2.0.3 industrial tunnel - an underground chamber (passage) used for an industrial purpose, built below ground by specialized methods to a specified shape and size, with a cross-sectional area greater than 2 m2.

2.0.4 prilling tower - the tallest large reinforced concrete structure in the production of chemical fertilizer, in which granular fertilizer is made.

2.0.5 conveying trestle - a bridge-type structure on which materials are conveyed continuously by mechanical means.

3 Measurement of quantities

3.0.1 In addition to the provisions of this standard, the measurement of quantities shall be based on the following documents: 1 the approved construction design drawings and their descriptions; 2 the relevant technical standards; 3 other relevant technical and economic documents.

3.0.2 Measurement during the execution of the works shall comply with this standard and also with the relevant provisions of the current national standard Standard for bill of quantities and valuation of construction works GB/T 50500.

3.0.3 The number of significant digits of the total for each item at measurement shall comply with the following: 1 for items measured in t, three decimal places are kept, rounding the fourth; 2 for items measured in m, m2, m3 or kg, two decimal places are kept and the rest is rounded; 3 for items measured by number, such as structures, blocks, items, machine-shifts or pieces, whole numbers are taken.

3.0.4 Unless otherwise specified, items of ancillary structure works involving electrical, water supply and drainage, fire protection and other installation works shall be measured under the corresponding items of the current national standard Standard for measurement of general installation works GB/T 50856; items involving earthworks, ground treatment and slope support, piling, metal structures, doors and windows, waterproofing, anti-corrosion, finishes, and preliminaries not listed in this standard under Standard for measurement of building construction and fitting out works GB/T 50854; items involving external water supply and drainage, open caissons and similar works under Standard for measurement of municipal engineering works GB/T 50857; and items of rock works executed by blasting under Standard for measurement of blasting works GB/T 50862.

Explanation of wording in this standard

1 Words denoting different degrees of strictness are used in this standard as follows: 1) very strict, to be done in any case - must in the positive form, must not in the negative; 2) strict, to be done under normal conditions - shall in the positive form, shall not in the negative; 3) a degree of choice, to be done first where conditions permit - should in the positive form, should not in the negative; 4) a choice under certain conditions - may.

2 Where other standards are to be followed, the wording shall comply with... or shall be carried out in accordance with... is used.
