Foreword

Announcement No. 198 of 2024 of the Ministry of Housing and Urban-Rural Development: the Standard for measurement of urban rail transit works is approved as a national standard with the number GB/T 50861-2024 and is implemented from 1 September 2025. The former national standard Code of measurement for urban rail transit works (GB 50861-2013) is abolished at the same time. The standard is published on the MOHURD website and issued by China Planning Press, organised by the Research Institute of Standards and Norms of MOHURD. Issued jointly by the Ministry of Housing and Urban-Rural Development and the State Administration for Market Regulation on 12 November 2024.

In accordance with the requirements of the Notice of the General Office of MOHURD on the 2018 plan for the preparation of construction cost valuation bases and cost management work, and in the spirit of the Work Plan for the Reform of Construction Cost, the drafting group revised this standard on the basis of GB 50861-2013 through extensive investigation, summary of practice and reference to relevant international standards and advanced foreign experience.

The main technical contents of this standard are: general provisions, terms, measurement of quantities, and preparation of bills of quantities.

The main technical changes in this revision are: 1. the item characteristics of some bill items were revised and content unrelated to design documents was deleted; 2. the units of measurement and measurement rules of some bill items were revised; 3. the work content of some bill items was revised to reflect the main construction operations; 4. bill items for obsolete construction techniques were deleted and items corresponding to current design and construction techniques were added; 5. the measurement rules for preliminaries were revised, preliminaries now being measured as items; 6. bill items with more than one unit of measurement were split and adjusted so that each has a single unit.

1 General provisions

China's national standard for measuring the quantities of urban rail transit works - metro, light rail, monorail, tram, maglev, automated guideway and suburban rapid rail systems. A metro line is let as a handful of very large contracts priced against bills of quantities, and under China's bill of quantities pricing system (GB/T 50500) those bills are only comparable, and only auditable, if every tenderer codes, describes, measures and counts the same items in the same way. That is what this standard fixes for the work that is specific to rail transit: subgrade and retaining structures, viaducts, underground structures built by open cut, shield tunnelling and pipe jacking, track and turnouts, communications, signalling, traction power supply with contact lines and conductor rails, integrated supervisory control, fire alarm, passenger information and automatic fare collection systems, escalators, platform screen doors and civil defence doors, depot equipment and demolition. It sets the documents on which measurement is based, the rounding of totals and the dividing line with the building, installation, municipal and blasting measurement standards, then prescribes the twelve-digit item codes, item names, characteristics, units, measurement rules and work content of every bill item in Appendices A to L and the preliminaries in Appendix M. This 2024 edition replaces GB 50861-2013; among other changes it splits items that previously had more than one unit of measurement so that each item has a single unit. It is used by metro owners, cost consultants, contractors and auditors.

1.0.1 This standard is formulated in order to regulate the measurement of construction works and to unify the measurement rules and the method of preparing bills of quantities for urban rail transit works.

1.0.2 This standard applies to the measurement of quantities and the preparation of bills of quantities for urban rail transit works at the stages of contracting and execution of construction.

1.0.3 The measurement of urban rail transit works shall be carried out in accordance with this standard.

1.0.4 In addition to this standard, the measurement of urban rail transit works shall also comply with the relevant current national standards.

2 Terms

2.0.1 measurement of quantities - the activity of calculating the quantities of works in accordance with design documents, technical standards, unified measurement standards and so on.

2.0.2 urban rail transit - an urban public passenger transport system running on dedicated guided tracks, including metro, light rail, monorail, tram, maglev, automated guideway transit and suburban rapid rail transit systems.

2.0.3 underground structural works - the general term for structures built within underground space excavated for a given use while the overlying ground (rock or soil) is retained.

2.0.4 train depot - the basic production unit responsible for stabling, operational management, servicing and maintenance, inspection and higher-level repair of vehicles.

2.0.5 parking lot - the basic production unit responsible for stabling and routine maintenance of the vehicles assigned to it.

2.0.6 elevated train station - a station whose tracks are carried on an elevated structure.

3 Measurement of quantities

3.0.1 In addition to the provisions of this standard, measurement shall be based on the following documents: 1 approved construction design drawings and their descriptions; 2 relevant technical standards; 3 other relevant technical and economic documents.

3.0.2 Measurement during execution of the works shall comply with this standard and also with the relevant provisions of the current national standard GB/T 50500 Standard for bill of quantities and valuation of construction works.

3.0.3 The number of significant digits to which the total of each item is expressed shall follow the rules of this clause, which fix the decimal places for items measured in tonnes and kilometres, for items measured in metres, square metres, cubic metres and kilograms, and whole numbers for items counted in pieces, sets, stations, systems and similar units.

3.0.4 Unless otherwise specified in this standard, items of urban rail transit works involving ventilation, air conditioning and heating, water supply, drainage and fire fighting, gas fire extinguishing, and installation works for depots, parking lots and control centres shall be measured in accordance with GB/T 50856 Standard for measurement of general installation works; items involving fitting-out and buildings (at-grade stations, elevated stations, depots, parking lots, control centres and main substations) in accordance with GB/T 50854 Standard for measurement of building and fitting-out works; items involving external pipe networks and roads in accordance with GB/T 50857 Standard for measurement of municipal works; and rock works executed by blasting in accordance with GB/T 50862 Standard for measurement of blasting works.
