Foreword

This document was issued on 12 November 2024 by the Ministry of Housing and Urban-Rural Development of the PRC, jointly with the State Administration for Market Regulation and takes effect on 1 September 2025.

It is a GB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies.

This standard was approved and issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China as Announcement No. 198 of 2024, dated 12 November 2024, and takes effect on 1 September 2025. On that date it supersedes the national standard GB 50861-2013.

Among the changes of the revision, the measurement rules for the preliminaries have been revised so that they are measured as a sum; where a preliminaries item has to be added, the added item must be accompanied by its name, its work content and the extent of what it covers.

The document carries thirteen annexes, from Annex A to Annex M, one for each part of the works, and they occupy almost the whole of it: each gives the bill of quantities items, with for every item the code, the item name, the item characteristics to be described, the unit of measurement, the measurement rule and the work included.

1 Scope

GB/T 50861-2024 is the Chinese standard for measuring urban rail transit works, the third of the measurement standards alongside GB/T 50854 for buildings and GB/T 50856 for the installation trades. It exists as a separate document because a metro is not a building: the works are a mixture of deep excavation, tunnelling, viaduct, permanent way, traction power, signalling and communications, and there is no other construction type where so many unlike trades meet in one contract. The standard sets the general provisions and the terms, the rules for measurement and the rules for compiling the bill of quantities including the preliminaries, and then carries thirteen annexes: subgrade and retaining structures, viaducts, underground structures, track, telecommunications, signalling, power supply, intelligent and control system installation, mechanical and electrical equipment installation, depot process equipment, demolition, and the preliminaries. For each item the annex gives the code, the name, the characteristics to be described, the unit, the measurement rule and the work deemed included. The 2024 edition replaces GB 50861-2013. For a metro owner, a contractor or a quantity surveyor in China, this is the rule the bill is measured by.
