1 Scope

GB/T 47395-2026 is the Chinese national standard covering assessing a proposed saving in a float glass plant - the furnace that runs continuously for a decade and cannot be turned off, the batch and cullet ratio, the waste heat recovery and the oxy-fuel and electric boosting options. This Document specifies the general requirements, evaluation requirements, evaluation process, calculation of evaluation indicators, and scoring methods for the evaluation of energy-saving and carbon-reduction technology for flat glass industry. This Document applies to the implementation of energy-saving and carbon-reduction technology evaluation for flat glass industry.

3 Terms and Definitions

For the purposes of this Document, the terms and definitions given in GB 21340, GB/T 33760 and GB/T 40064 apply.

4 General Requirements

4.1 Evaluation requirements shall comply with the provisions of GB/T 40064.

4.2 Complete records shall be kept of the standards and specifications on which the evaluation is based, data sources, calculation methods, and evaluation process, to facilitate the review and verification of results.

4.3 The organization and personnel conducting the evaluation shall possess relevant professional capabilities and experience; be familiar with energy-saving and carbon-reduction technologies, laws and regulations, standards and specifications in the relevant field; and the organization shall be equipped with at least one professional technical person in charge.

5 Evaluation Requirements...

5.1 Basic requirements

5.1.1 The evaluated party shall establish and effectively operate a quality management system, environmental management system, and occupational health and safety management system in accordance with GB/T 19001, GB/T 24001, and GB/T 45001.

5.1.2 Energy-saving and carbon-reduction technology shall comply with the requirements of relevant laws, regulations, and policies, etc. Products manufactured using energy-saving and carbon-reduction technology shall meet the requirements of relevant national and industry standards.

5.1.3 The ownership of intellectual property rights for energy-saving and carbon-reduction technology shall be clear and undisputed.

5.2 Evaluation indicator requirements The evaluation indicators consist of primary and secondary indicators. Primary indicators include energy-saving and carbon-reduction capacity, technological advancement, technological maturity, economic benefits, and promotion potential. Evaluation indicators for energy-saving and carbon-reduction technology for flat glass industry are shown in Table 1. Table 1 - Evaluation indicators

6 Evaluation Process

6.1 General procedure The evaluation process for energy-saving and carbon-reduction technology includes developing an evaluation work plan, conducting technical evaluations, and generating an evaluation report.

6.2 Evaluation work plan

6.2.1 The party being evaluated for energy-saving and carbon-reduction technology shall provide comprehensive supporting materials according to the evaluation requirements, ensuring the conformity, authenticity, and accuracy of the relevant application information. The materials include, but are not limited to, the following.

a) Basic information of the evaluated party, including name, address, corporate credit, asset size, and compliance with relevant laws, regulations, and standards;

b) Technology name and category, etc.;

c) Principles and characteristics, including core technologies, key process flows, and main technical indicators, etc.;

d) Intellectual property certificates, relevant patents, achievement appraisals, testing and inspection reports, and comparative data and materials with similar advanced technologies and cases at home and abroad;

e) Technology application status, including application areas and scope, application and industrialization status, energy-saving and carbon-reduction effects (including calculation methods and basis), technology promotion status and obstacles, etc.;

f) Application case information, including energy consumption data, operational data, testing and monitoring data, economic data and their calculation process, customer evaluations, etc., which may include test or evaluation reports provided by qualified third-party professional institutions;

g) Other necessary documents and materials.

6.2.2 Based on the characteristics of the energy-saving and carbon-reduction technology applying for evaluation, formulate corresponding evaluation plans. The evaluation plan should include.

a) Background and evaluation objectives. Determine whether the technology meets the requirements for energy-saving and carbon-reduction technology;

b) Evaluation object. Technology with energy-saving and carbon-reduction effects;

c) Evaluation methods and indicators. Quantitative evaluation indicators shall prioritize existing national, industry, or international standards, providing the basis for calculation or testing methods; qualitative indicators can refer to expert experience for tiered quantitative analysis, etc.;

d) Evaluation organization and implementation. Establish an evaluation team and formulate an evaluation timeline;

e) Other relevant requirements.
