Scope

GB/T 32151.7-2023 is the English-translated version of 碳排放核算与报告要求 第7部分:平板玻璃生产企业.

GB/T 32151.7-2023 is Part 7 of GB/T 32151 and tells a flat glass manufacturer how to account for and report its carbon emissions, both for the enterprise as a whole and for flat glass production.

It fixes the accounting boundary, the measurement and monitoring requirements, the accounting steps and methods, data quality management, and the content and format of the report.

It defines greenhouse gas, counting only carbon dioxide, and carbon emission, and it covers how purchased green electricity is treated. The four informative annexes give the boundary diagram, a report format template, default values for the parameters and a data quality control plan template.

It cites GB/T 32150 and the fuel and limestone test methods that supply the data. It replaces GB/T 32151.7-2015, was issued on 28 December 2023 and has applied since 1 July 2024.

b) Added the treatment method for the use of purchased green electricity by the reporting entity in the "Enterprise-level accounting and reporting scope" (see 4.1.1);

c) Added "Flat glass production accounting and reporting scope" and added the treatment of purchased green electricity (see 4.2);

d) Added a chapter on "Measurement and Monitoring Requirements" (see Chapter 5);

e) Changed the requirements for obtaining electricity emission factors (see 6.2.4.3, 5.2.4.3 and Table B.2 of the 2015 edition);

f) Added "Carbon emission accounting steps for flat glass production" and "Carbon emission accounting boundary for flat glass production" (see 6.3 and 6.4).

Introduction

Climate change caused by human activities has been recognized as one of the greatest challenges facing the world and will continue to occur in the coming decades.

Climate change will have an impact on human and natural systems and will have an impact on resource availability, economic activities and human Relevant international organizations, countries and regions are formulating and implementing international, regional, national and local carbon emission management programme to reduce greenhouse gas (GHG) concentrations in the Earth's atmosphere and help humanity adapt to climate change.

Carbon emission management plans need to be based on the best scientific knowledge and take effective and progressive measures to address the various impacts of climate change.

Standards help turn this scientific knowledge into tools to address climate change. Carbon emissions management programs rely on quantification, monitoring and reporting.

GB/T 32151 "Carbon Emissions Accounting and Reporting Requirements" stipulates the requirements for carbon emissions accounting and reporting at different enterprise levels.

For different types of enterprises, their greenhouse gas emission boundaries, measurement and testing requirements, accounting steps and methods, data quality, etc. are specified separately.

Management, report content and format, etc. GB/T 32151 is to be divided into the following parts.

--- Part 1: Power generation enterprises;

--- Part 2: Grid enterprises;

--- Part 3: Magnesium smelting enterprises;

--- Part 4: Aluminium smelting enterprises;

--- Part 5: Iron and steel production enterprises;

--- Part 6: Civil aviation enterprises;

--- Part 7: Flat glass production enterprises;

--- Part 8: Cement production enterprises;

--- Part 9: Ceramic production enterprises;

--- Part 10: Chemical production enterprises;

--- Part 11: Coal production enterprises;

--- Part 12: Textile and clothing enterprises;

--- Part 13: Independent coking enterprises;

--- Part 14: Other non-ferrous metal smelting and rolling processing enterprises;

--- Part 15: Petrochemical enterprises;

--- Part 16: Oil and gas production enterprises;

--- Part 17: Fluorine chemical industry enterprises.

In order to facilitate domestic and international exchanges, according to the relevant requirements of the United Nations Intergovernmental Panel on Climate Change (IPCC), this series of documents The quantity value is expressed in the form of "International Unit of Quantity of Substance (Element)" or "International Unit of Quantity of Substance (Element)", such as tC for tons of carbon, tCO2 stands for tons of carbon dioxide, tCO2e stands for tons of carbon dioxide equivalent, tCH4 stands for tons of methane, tC/GJ stands for tons of carbon per gigajoules, Nm3 Indicates cubic meters under standard conditions, etc.

1 Scope
