GB/T 42550-2023 deals with the containers that agricultural inputs arrive in — the pesticide bottles, the fertiliser bags, the seed and veterinary medicine packaging left in the field after use. It is a waste stream with an awkward characteristic: the empty container is contaminated with the very substance it carried, so a discarded pesticide bottle is a point source of contamination in the field or the watercourse it ends up in, and the volumes are large and dispersed across millions of individual farms rather than concentrated where waste systems already reach. This document was issued on 23 May 2023 by the State Administration for Market Regulation; Standardization Administration of the PRC and takes effect on 1 September 2023.
It is a GB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.
1 Scope

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 agricultural production means
Pesticides, veterinary drugs, fertilizers, feed, seeds, mulching film, agricultural
machinery and implements, etc. required for agricultural production.

3.2 Packaging waste of agricultural production means
After used for agricultural production means, discarded solid packaging containers,
materials, or components that are in direct contact with agricultural production means
or contain residues of contents.
NOTE: Usually, bottles, cans, barrels, bags, waste mulching film, etc. are included.
3.3 recovery
Under the conditions of not endangering personal safety and not polluting the
environment, the recycled packaging or packaging waste is classified and treated in
different ways, including material recycling and regeneration, energy recycling and

shall be removed. The removal process shall minimize the amount of newly generated
waste.
5.5 Centralized recycling stations (points), resource utilization units, and hazardous
waste license holders shall establish management accounts for packaging waste of
agricultural production means to manage and utilize information such as the quantity,
weight, source, recycling, utilization, and disposal of packaging waste of agricultural
production means.
5.6 The packaging waste and residues of agricultural production means shall be
identified according to the Directory of National Hazardous Wastes, GB 5085.7, and
GB 34330. Those that are hazardous wastes shall be handled by units with relevant
qualifications, and those that are not hazardous wastes shall be handled according to
relevant regulations. The packaging waste of agricultural production means and its
residues listed in the appendix of the Directory of National Hazardous Wastes as
hazardous waste shall be exempted in corresponding exemption links according to the
provisions of the exemption content.
5.7 Between producers, operators, and users of agricultural production means, various
mechanism models such as the deposit refund system and third-party recycling can be
adopted to negotiate and determine the specific implementation methods of the
recycling and disposal obligations of packaging waste of agricultural production means.
