Foreword

GB/T 16716 "Packaging and the environment" is divided into six parts.

- Part 1.General rules;

- Part 2.Optimization of the packaging system;

- Part 3.Reuse;

- Part 4.Material recycling;

- Part 5.Energy recovery;

- Part 6.Organic recycling.

This Part is Part 1 of GB/T 16716.

This Part is drafted in accordance with the rules given in GB/T 1.1-2009.

This Part replaces GB/T 16716.1-2008 "Packaging and packaging waste - Part 1.

General rules of disposal and utilization" and GB/T 16716.2-2010 "Packaging and

packaging waste - Part 2.Means and program for evaluation". Compared with GB/T

16716.1-2008 and GB/T 16716.2-2010, in addition to editorial modifications, the main

technical changes are as follows.

- Change the standard name to "Packaging and the environment - Part 1.General

rules";

- Add basic requirements on raw material selection, manufacturing, and packaging

waste disposal (see 4.2, 4.3, 4.4, 4.6, 4.7, 4.8, 4.9, 4.10, 4.12, 4.13);

- Make editorial modifications to the basic principles and methods, requirements,

procedures, assessment criteria, and applicable technical content of GB/T 16716.2-

2010 (see 5.1, 5.2, 5.4.1, 5.4.2, 5.5, and Annex B; Clause 4, Clause 5, Clause 6,

and Annex A of GB/T 16716.2-2010 edition);

- Adjust part of the requirements and methods of GB/T 16716.1-2008; add recycling

and disposal methods of various types of packaging and packaging waste (See

Annex A; Clause 4 and Clause 5 of GB/T 16716.1-2008 edition);

- Delete the effect assessment criteria of GB/T 16716.1-2008 (see Clause 6 of GB/T

16716.1-2008 edition).

This Part uses the redraft law to modify and adopt ISO 18601.2013 "Packaging and the

environment - General requirements for the use of ISO standards in the field of

packaging and the environment".

Compared with ISO 18601.2013, this Part has structural changes. Add Annex A and

Annex B. Delete Bibliography. Delete Annex A of ISO 18601.2013.Adjust Annex B of

ISO 18601.2013 to Annex C of this Part.

Compared with ISO 18601.2013, this Part has technical differences. The clauses

involved in these differences have been marked by a vertical single line (|) in the outer

margin position. The technical differences and their reasons are as follows.

- As for the normative references, this Standard has made adjustments with technical

differences, to adapt to the technical conditions of China. The adjustments are

mainly reflected in Clause 2 "Normative references". The main adjustments are as

follows.

 Replace ISO 18602 with GB/T 16716.2 which modifies and adopts the

international standard;

 Replace ISO 18603 with GB/T 16716.3 which modifies and adopts the

international standard;

 Replace ISO 18604 with GB/T 16716.4 which modifies and adopts the

international standard;

 Replace ISO 21067 with GB/T 23156;

 Add GB/T 4122.1 Packaging terms - Part 1.Basic;

 Add GB/T 16288 Marking of plastics products;

 Add GB 16889 Standard for Pollution Control on the Landfill Site of

Municipal Solid Waste;

 Add GB/T 18455 Package recycling marking;

 Add GB 18484 Pollution Control Standard for Hazardous Waste Incineration;

 Add GB 18485 Standard for pollution control on the municipal solid waste

incineration;

 Add GB/T 18772 Technical requirement for environmental monitory on

municipal solid waste sanitary landfill;

 Add GB 23350 Requirements of restricting excessive package - Foods and

cosmetics;

 Add GB/T 31268 Restricting excessive packaging for commodity - General

rule;

 Add GB/T 32161 General principles for eco-design product assessment;

 Add CY/T 132.2 Green printing products - Criteria for conformity assessment

- Part 2.Packaging-type printed matter;

 Add HJ 209 Technical requirement for environmental labeling products -

Plastic packaging products;

 Add Evaluation Index System of Cleaner Production in Packaging Industry

(Trial) (National Development and Reform Commission);

- Add the basic requirements for the compliance of packaging with environmental

friendliness, to adapt to the technical conditions of China (see Clause 4);

- Add assessment requirements and criteria, to enhance operability (see 5.3).

The following editorial changes have been made to this Part.

- In order to be consistent with the existing standard system, change the name to

"Packaging and the environment - Part 1.General rules";

- Adjust the terms and definitions in Clause 3;

- Make editorial changes to the Introduction, Clause 4, and Clause 5 of ISO

18601.2013;

- Add Annex A (Informative) "Recycling and disposal methods of various types of

packaging and packaging waste";

- Delete the Informative Annex A "Partial list of the functions packaging may

perform" of ISO 18601.2013.

Committee 49 on Packaging of Standardization Administration of China (SAC/TC 49).

1 Scope

This Part of GB/T 16716 specifies the basic requirements and assessment methods for

packaging compliance with environmental friendliness.

This Part applies to the design, production, use, treatment and utilization of packaging.

2 Normative references

The following documents are indispensable for the application of this document. For

the dated references, only the editions with the dates indicated are applicable to this

document. For the undated references, the latest edition (including all the amendments)

are applicable to this document.

3 Terms and definitions

For the purposes of this document, the terms and definitions given in GB/T 4122.1 and

Complete set of packaging for a packaged good, encompassing one or more of the

following that are applicable (depending on the packaged goods). Primary packaging,

Secondary (combined) packaging, Tertiary (transport) packaging.

4 Basic requirements

The total content of lead, cadmium, mercury, and hexavalent chromium in

packaging and packaging materials shall not exceed 100 mg/kg.

Package recycling marking shall comply with the provisions of GB/T 18455.

Plastics products can be marked in accordance with the provisions of GB/T 16288.

5 Assessment methods

The packaging assessment objects include packaging components or any combination

of initial packaging, sales packaging, distribution packaging, and transport packaging.

The assessment content of each assessment object is shown in Table 1.

The supplier shall, according to the following order, assess the relevant requirements

for the product packaging placed on the market or delivered for use.

Annex A

(Informative)

Recycling and disposal methods of various types of packaging and packaging

waste

When the packaging waste is easy to identify, separate and classify; and when effective

technical measures can be taken in the production process, to regenerate it into a product

that meets the standard requirements or has use value according to the determined

component content; it shall be recycled in the form of material recycling.
