Scope
GB/T 41149-2021 is the English-translated version of 基础地理信息数据质量要求与评定.
GB/T 41149-2021 sets the quality requirements for fundamental geographic information data and the method for evaluating them. The basic requirements cover the spatial reference system, logical consistency, time quality, position accuracy, attribute accuracy, completeness, topology, grid quality and metadata.
Specific requirements follow for vector data, layer by layer - positioning basis, water systems, settlements and facilities, transport, pipelines, boundaries, landforms, vegetation and soil, and place names - and for raster image and grid data.
The quality assessment part gives the quality characteristics, the scoring method, what is scored and how the report is prepared, with a normative annex on the assessment method and an informative example report.
It applies to the inspection, acceptance and quality assessment of such data. It was issued on 31 December 2021 and has applied since 31 December 2021.

The following terms and definitions apply to this document.
3.1 Fundamental geographic information data
As a unified spatial positioning framework and spatial analysis basis, geographic information data reflects and describes the positioning basis, water system, The location, shape and location of natural and social elements such as residential areas and facilities, transportation, pipelines, borders and political districts, landforms, vegetation and soil quality, place names, etc. properties, etc. [Source: GB 21139-2007, 3.1, with modifications]
3.2 Vector data
A general term for graphic data such as spatial points, lines, and surfaces represented by coordinates or ordered coordinate strings, and related attribute data associated with them. [Source: GB/T 14911-2008, 2.63]
3.3 Raster data
A data set that divides geographic space into cells arranged in rows and columns, and each cell has different "values".
NOTE: There are two main types. image - a two-dimensional matrix of regularly spaced elements that make up a pattern; grid - a regular or Near regular inlays. [Source: GB/T 14911-2008, 2.64]
