1 Scope

China's national standard for buoyant swimwear for infants and children. It specifies the terms and definitions, the requirements, the test methods and the inspection rules. The product is a swimsuit with buoyant material built into it, sold to help a child learn to swim - and it occupies a dangerous position between a garment and a lifesaving device. It is not a lifejacket: it will not turn an unconscious child face up, and it is not designed to keep a head above water without the wearer's cooperation. It is also not an ordinary swimsuit, because a parent who buys one believes it does something. The standard has to define what that something is and hold the product to it: how much buoyancy, distributed where, retained after how many hours in chlorinated water, with what closure that a child cannot open. And it has to require the labelling that says what the garment does not do, which is the part that matters most.
