Scope
GB/T 35031.1-2018 is the English-translated version of 用户端能源管理系统 第1部分:导则.
GB/T 35031.1-2018 is the guideline part of the Chinese series on customer energy management systems, the systems a site uses to manage the electricity, water, gas, heat and cooling it consumes.
It describes the concept of the customer energy management system and its relationship with energy suppliers and energy service providers, sets out the interoperability architecture and gives the general security protection requirements.
Electrical energy is used as the main example, but the guidance also applies to the other energy forms. Terms such as representational state transfer (REST) and actor are defined, drawing on the smart grid customer interface documents GB/Z 32500 and GB/Z 32501.
It guides the design, development, construction, operation, maintenance and management of these systems. It was issued on 14 May 2018 and has applied since 1 December 2018.

Foreword
GB/T 35031 "Customer Energy Management System" is divided into the following parts.
--- Part 1. Guidelines;
--- Part 2. Master station function specification;
--- Part 3-1. General requirements for subsystem interface gateways;
--- Part 3-2. Subsystem interface gateway data configuration;
--- Part 4. Master station system and subsystem interface gateway information exchange specification;
--- Part 5. External data interface specification for the primary station system;
--- Part 6. Management indicator system;
--- Part 7. Functional classification and system grading;
--- Part 8. Use cases;
---Part 9. Protection and safety requirements;
--- Part 10. System inspection specifications;
--- Part 11. Operational management and maintenance specifications;
--- Part 12. Energy efficiency indicators and assessment guidelines.
This part is the first part of GB/T 35031.
This part is drafted in accordance with the rules given in GB/T 1.1-2009.
1 Scope
This part of GB/T 35031 specifies the relationship model between the customer-side energy management system and the energy supplier and energy service provider, and the client.
The overall requirements for the energy management system interoperability architecture and the security protection of the customer-side energy management system.
This section is applicable to guide the design, development, construction, operation and maintenance and management of the energy management system at the customer end.
Note: The user side uses various forms of energy including electricity, water, gas, heat, and cold. Electrical energy is the most commonly used form of energy for the user, and its information management is for users.
Other energy sources are representative. For the sake of brevity, the requirements of this part of the user-side energy management system are mainly described by electric energy sources.
But not limited to power energy management, it is also applicable to the management of other energy sources.

3.1 Terms and definitions
The following terms and definitions defined in GB /Z 32500-2016 and GB /Z 32501-2016 apply to this document.
3.1.1 Representational state transfer
A software architecture design and development style for web applications.
Note 1. REST is based on the HTTP protocol, and any operation on resources is implemented through the HTTP protocol. When a uniform resource identifier When a (URI) conforms to the REST architectural style, this URI is called RESTful.
Note 2. The RESTful design guidelines are.
1) Everything on the network is abstracted into resources;
2) Each resource corresponds to a unique URI;
3) operate on resources through a common connector interface;
4) The various operations on the resource do not change the URI;
5) All operations are stateless.
3.1.2 Participant
Communication and interaction entities.
Note: Participants can be people, software applications, systems, databases, or even CEMS itself.
