GB/T 31086-2025 is the Chinese national standard covering how good a logistics company actually is at cold chain work — the basic requirements for the service management system, the emergency plans, the transport vehicles and the contractual agreements, the one-star to five-star grading, and the indicators scored separately for transport, warehousing and integrated operators, among them the operating hours, the cold chain revenue, the airtightness and the data acquisition terminals that prove the temperature was never lost. Issued on 28 February 2025, it has been in force since 1 June 2025, replacing GB/T 31086-2014.

Foreword
This document was drafted in accordance with the rules provided in GB/T 1.1-2020 Directives for Standardization - Part 1: Rules for the Structure and Drafting of Standardizing Documents.
This document serves as a replacement for GB/T 31086-2014 Requirements and Ability Evaluation Indicator of Cold Chain Services for Logistics Enterprises. In comparison with GB/T 31086-2014, apart from structural adjustments and editorial modifications, the main technical changes are as follows.
— The definition of “cold chain” is modified (see 3.1; 3.1 of Version 2014); the definition of “cold chain logistics services” is added (see 3.2); the definitions of “cold store” and “CA, cold store” are deleted (see 3.2 and 3.3 of Version 2014);
— The requirements for “service management system”, “transport vehicles” and “contractual agreements” are added (see 4.1, 4.4 and 4.6); the requirements for “emergency plans”, “practitioners” and “information-based systems” are modified (see 4.2, 4.3 and 4.5; 4.6, 4.4 and 4.3.1 of Version 2014); the content on “organization” (see
4.1 Of Version 2014), and the requirements for “cold storage door settings”,
“refrigerated (freezer) truck (compartment, box) technology”, “temperature and humidity monitoring system”, “data acquisition terminal”, “document record retention period”, “video surveillance” and “process management” are deleted (see 4.2.2, 4.2.3, 4.2.4, 4.2.5, 4.3.2, 4.3.3, 4.3.4 and 4.5 of Version 2014);
— The evaluation indicators “operating hours” and “cold chain logistics revenue”, along with their requirements are added (see Item 1 and Item 2 of Table 1, Item 1 and Item 2 of Table 2, and Item 1 and Item 2 of Table 3);
— The requirements for the evaluation indicator “number of leased refrigerated (freezer) trucks/PCS or total carrying capacity/tons” for both transport and warehousing types are deleted (see Item 2 of Table 1 and Item 2 of Table 2 in Version 2014);
— The requirements for the evaluation indicator “airtightness” for both warehousing and integrated types are modified (see Item 3 of Table 2 and Item 3 of Table 3; Item 4 of Table 2 and Item 4 of Table 3 in Version 2014);
— The requirements for the evaluation indicator “data acquisition terminal” are modified (see Item 3 of Table 1, Item 3 of Table 2 and Item 3 of Table 3; Item 4 of Table 1, Item 6 of Table 2 and Item 6 of Table 3 in Version 2014);

1 Scope
This document specifies the basic requirements, capability level classification, and evaluation indicators for the cold chain logistics service capabilities of logistics enterprises.

3 Terms and Definitions
The terms and definitions defined in GB/T 18354 and the following are applicable to this document.
3.1 Cold chain
A logistics technology and organizational system that maintains goods under the temperature environment required to preserve their quality throughout the process from production to consumption, based on their characteristics.

3.2 Cold chain logistics services
The process of implementing cold chain logistics activities to meet the demands of clients.
NOTE. cold chain services offered by logistics companies are categorized into cold chain logistics transportation services (primarily providing transportation and delivery services), cold chain logistics warehousing services (primarily providing warehousing services), and comprehensive cold chain logistics services (providing multiple cold chain logistics services).
4 Basic Requirements
4.1 Logistics enterprises shall establish and implement a cold chain service management system.
4.2 They shall formulate safety production management regulations, develop emergency plans
and conduct regular drills.
4.3 The practitioners shall possess the knowledge and capabilities to provide cold chain
logistics services to clients and receive regular training; those in certification-related positions shall hold the required certifications.
4.4 There shall be facilities and equipment that meet the clients’ requirements. The cold store design shall comply with the requirements of GB 50072, and the technical requirements for the main transport vehicles shall comply with the provisions of GB 29753, GB/T 5338.2, JT/T 1172.2 and TB/T 3562.
4.5 There shall be an information-based system for monitoring and querying the status of the cold chain logistics service process.
4.6 Corresponding services shall be provided to the clients in accordance with the cold chain logistics service contract, and the operation specifications and service quality shall meet the clients’ demands.
5 Capability Level Classification
5.1 The cold chain service capability levels of logistics enterprises are classified into one-star to five-star, with five-star being the highest level.
5.2 Different capability levels of cold chain services provided by logistics enterprises shall meet the basic requirements of Chapter 4 and respectively meet the indicator requirements of the corresponding capability levels in Table 1, Table 2 and Table 3.
