Scope

GB/T 31078-2024 is the English-translated version of 低温仓储作业规范.

China's national specification for low temperature warehousing operations, and the current edition of GB/T 31078, replacing the 2014 edition. It sets out the basic requirements, the workplace, the operating equipment, the operating requirements covering inbound, storage, outbound, delivery, returns and circulation processing, the control of ambient temperature, the safety requirements, and the information system requirements for cold storage operations. Cold storage is not ordinary warehousing at a lower temperature. The stock is perishable, its remaining life depends on a temperature history that cannot be read from the goods, and the single largest risk is a temperature excursion that leaves no trace - a pallet left on a dock, a door held open, a delivery vehicle loaded before it was pre-cooled. It is also a difficult place to work: below freezing, with limited exposure times, restricted visibility from fogging, floors that ice, and workers in heavy protective clothing operating handling equipment. The 2024 revision reflects both of those. It adds temperature inspection of the storage and the operating environment on receipt, adds the handling of goods that do not meet storage permit conditions, adds food acceptance and handover requirements, adds inspection of sealed vehicles and requirements for food delivery, returns handling and circulation processing, and revises the ambient temperature control clause outright. On safety it adds requirements for safety facility signs and identification, periodic inspection of protective equipment, and emergency plans with regular drills. It also modernises the record-keeping, deleting the requirement that handover records be on paper, and revises the information system requirements while adding requirements for connection to upstream and downstream systems. Issued on 24 July 2024 and in force since 1 November 2024.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Low temperature warehouse A warehouse that meets the temperature control requirements for refrigeration and freezing of items.

3.2 Low temperature warehousing Activities such as warehousing, storage, and outbound delivery are carried out in low-temperature warehouses.

4 Basic Requirements

4.1 The low-temperature warehouse operator shall establish a storage management system, operating procedures, etc., and carry out low-temperature storage in accordance with the management system, operating procedures, etc. Homework activities.
