Scope

GB/T 28924-2023 is the English-translated version of 钢铁企业能效指数计算导则.

GB/T 28924-2023 describes how an iron and steel enterprise calculates and evaluates its energy efficiency index, and specifies how the baseline energy consumption is determined, what the index is used for, and how figures are rounded.

It applies to steel enterprises. The index of a unit is the ratio of the energy consumption per unit of product in the reporting period to the baseline energy consumption, a unit being any production unit, process or facility whose energy consumption can be counted on its own.

The baseline is the value the enterprise sets for a given stage, and this edition adds the calculation to use when it is negative. It cites GB/T 2589, GB/T 3101, GB/T 3484 and GB/T 8170, replaces GB/T 28924-2012, was issued on 27 November 2023 and has applied since 1 June 2024.

Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents" Drafting.

This document replaces GB/T 28924-2012 "Guidelines for Calculation of Energy Efficiency Index of Steel Enterprises". Compared with GB/T 28924-2012, except for In addition to structural adjustments and editorial changes, the main technical changes are as follows:

a) Changed the scope (see Chapter 1, Chapter 1 of the 2012 edition);

b) Added the energy efficiency index calculation method when the baseline energy consumption is negative (see Chapter 4);

c) Added the energy efficiency index calculation method when the energy consumption during the statistical reporting period and the baseline energy consumption are both negative (see Chapter 4);

d) Changed the determination of baseline energy consumption (see Chapter 6, Chapter 6 of the 2012 edition);

e) Added the use of energy efficiency index (see Chapter 7).

1 Scope

This document describes the calculation method and evaluation method of the energy efficiency index of steel enterprises, and stipulates the determination of benchmark energy consumption, the purpose of the energy efficiency index, and the data Value rounding and statistics.

This document is applicable to the calculation of energy efficiency index of steel enterprises.

2 Normative reference documents

The contents of the following documents constitute essential provisions of this document through normative references in the text. Among them, dated citations For documents, only the version corresponding to the date applies to this document; for undated referenced documents, the latest version (including all modification orders) applies in this document.

3 Terms and definitions

The terms and definitions defined in GB/T 2589, GB/T 3484 and the following apply to this document.

3.1 Energy efficiency index

Statistically calculate the ratio between unit product energy consumption and baseline energy consumption during the reporting period.

3.2 Unit

Production units, processes or facilities and equipment that can separately calculate energy consumption.

3.3 Baseline energy consumption

The baseline value of unit energy consumption or comprehensive energy consumption determined by the enterprise at a certain stage.

Note: Baseline energy consumption is expressed in unit product energy consumption.

4 Calculation methods

4.1 Unit energy efficiency index

The unit energy efficiency index is calculated according to formula (1).

In the formula: Ix---unit energy efficiency index;
