GB/T 28914-2012 is the English-translated version of 成人教育培训工作者服务能力评价.

GB/T 28914-2012 sets out the evaluation of the service capability of training workers in adult education and training.

Clause 1 states that the standard provides requirements for the professional ethics and the professional qualifications of adult education and training workers, for their ability to implement and manage the training process, for their training and teaching ability and for training quality management, together with the corresponding evaluation content, and that it applies to the evaluation of the service capability of these workers.

Clause 2 cites GB/T 28913-2012 and clause 3 makes the terms and definitions of that standard applicable without adding any of its own.

Clause 4, on ethics and professional qualification requirements, lists in 4.1 the professional ethics expected, from abiding by the constitution and the law and serving as a role model, through implementing national education policy, complying with the rules and regulations of the organization, carrying out the training and teaching programme and fulfilling engagements, to educating customers in ideology and morals as well as in the knowledge of the business, respecting them, promoting their all-round development in morality, knowledge and ability, and constantly improving the level of the service.

Subclause 4.2 covers professional qualifications: full-time teachers and administration workers in adult education and training are to obtain the appropriate teacher or other professional qualification, and the adult education trainer, the professional who develops the curricula and the materials and carries out the teaching, should in general hold a teacher qualification of the appropriate category and grade or the equivalent, have a certain number of years of relevant professional work experience and have the capacity to deliver adult education training.

The table of contents gives the rest of the structure, with clause 5 on the implementation and management of the training process, clause 6 on training and teaching skills, clause 7 on training quality management and a bibliography; the draft stops at the end of 4.2, so these clauses cannot be described further.

The foreword states that the standard was proposed by the Ministry of Education of the People's Republic of China, that it is administered by the national standardization technical committee on education services (SAC/TC443) and that it was drafted by the adult education and training institutions working committee of the China Adult Education Association. It was issued on 2012-10-12 and has applied since 2013-02-01.
