1 Scope

This document gives guidance on building a course on the fundamentals of quality management within standardization education: what the syllabus should cover, how it should be structured, and what a student should be able to do at the end of it. China teaches standardization as a university subject in its own right, which most countries do not, and this document is part of how that subject is kept consistent across institutions. It is aimed at higher education, with vocational and continuing education able to use it as a reference. Issued on 28 January 2026 by SAMR and SAC as a guiding technical document, under the technical jurisdiction of the Standardization Administration of China. It is an unusual item in a standards catalogue - a curriculum rather than a specification - and useful to anyone trying to understand how Chinese engineers are taught to think about quality.

This document establishes the general principles for developing a foundational quality management course and provides guidelines for course design and curriculum development.
