This document gives guidance on building a course on the standardization of elderly care services: how a service is specified when what is being delivered is care rather than a product, how quality is defined and graded, and how a facility is assessed against it. China is ageing faster than any country has ever aged, and elderly care is being built into an industry within a single decade. Standardizing a service is harder than standardizing a component - the output is an experience, the staff turnover is high, and the person receiving it is often unable to complain. This is the subject the guide has to teach. Issued on 3 December 2025 by SAMR and SAC as a guiding technical document, in force from the same day, under the technical jurisdiction of the Standardization Administration of China.

1 Scope

This document establishes the general principles for the development of standardized courses for elderly care services, and provides guidelines for course design, content, implementation, and construction. Provide guidance on evaluation and improvement. This document applies to the development and implementation of standardized courses on elderly care services in regular higher education. It also applies to vocational education, continuing education, and social training. This can be used as a reference for the development of standardized courses for elderly care services in various forms.

3 Terms and Definitions
The terms and definitions defined in GB/T 20000.1, GB/T 43294 and GB /Z 43946-2024, as well as the following terms and definitions, apply to this document.
3.1 elderly care service Activities that provide care and nursing for the daily lives of the elderly and meet their physiological, psychological, and spiritual needs.
3.2 By establishing unified technical standards, management requirements, and service procedures, we aim to improve the quality and safety of elderly care services and promote equal access to elderly care services. Standardization activities are carried out with the goal of standardization and sustainable development.
4 General Principles
4.1 Ideological and political nature To fulfill the fundamental task of fostering virtue and cultivating talent, the curriculum incorporates traditional Chinese filial piety culture, guiding learners to establish the values of "respecting, loving, honoring, and caring for the elderly." We should cultivate a strong sense of social responsibility. In the teaching process, through cultural immersion and practical training, we should nurture individuals who possess both humanistic values and a strong sense of social responsibility.
