GB/T 28393-2012 is the English-translated version of 道路施工与养护机械设备 沥青碎石同步封层车.

China's national standard for synchronous chip seal trucks. It specifies the terms and definitions, the technical requirements, the test methods, the inspection rules and the marking, packaging, transport and storage of the machines that spray bituminous binder and spread chippings in one pass. Chip sealing is the cheapest way to keep a road alive. A thin film of bitumen is sprayed onto the existing surface and stone chippings are spread onto it immediately and rolled in; the result seals the surface against water, restores skid resistance, and costs a small fraction of an overlay. It is the treatment that maintains most of the world's secondary road network, and the whole of its success depends on the chippings meeting the binder while the binder is still able to wet them. That is what synchronous means and why the machine exists. A conventional operation sprays with one vehicle and chips with another following behind, and the interval between them - seconds to minutes, depending on the traffic and the discipline of the crew - is when the binder cools, skins and picks up dust. A synchronous truck carries the spray bar and the chipping spreader on the same chassis, a metre or so apart, so the stone lands on binder that is still hot. The bond that results is measurably better, the chipping loss under early traffic is lower, and the binder rate can be reduced because less is wasted. So the standard specifies the two systems and their coordination: the binder tank, heating and circulation, the spray bar and the uniformity of its transverse distribution, the chipping hopper and spreader and the uniformity of its spread, the synchronisation between them, and the control of application rate against road speed.
