GB/T 21270-2025 is the English-translated version of 食品馅料质量通则.
GB/T 21270-2025 is the Chinese national standard covering the filling inside a mooncake, a frozen dumpling or an ice cream bar — the classification by base material, the requirements on the raw and auxiliary materials, the sensory and physico-chemical requirements with the separate set for mooncake fillings, the net content, the inspection rules, and the packaging, transport, storage and sale conditions that decide whether a filling still meets them at the counter. It replaces GB/T 21270-2007, under the China General Chamber of Commerce. In force from 1 August 2026. Issued on 24 January 2025, it has been in force since 1 August 2026, replacing GB/T 21270-2007.

Foreword
This document was drafted in accordance with the provisions of GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.
This document specifies the technical requirements related to food quality. For food safety related requirements, please refer to relevant laws, regulations, policies, food safety standards and other documents.
This document replaces GB/T 21270-2007 Filling of foods. Compared with GB/T 21270-2007, in addition to structural adjustments and editorial changes, the main technical changes are as follows.
-- The terms and definitions are modified (see Chapter 3; see Chapter 3 of the 2007 edition);
-- The product classification is modified (see Chapter 4; see Chapter 4 of the 2007 edition);
-- The requirements for raw and auxiliary materials are modified (see Chapter 5; see 5.1 of the 2007 edition);
-- The sensory requirements and physical and chemical indicators are modified (see 6.1 and 6.2; see 5.2 and 5.3 of the 2007 edition);
-- The requirements for mooncake fillings are added (see 6.3);
-- The net content is added (see 6.4);
-- The hygiene indicators are deleted (see 5.4 of the 2007 edition);
-- Food additives are deleted (see 5.5 of the 2007 edition);
-- The inspection methods are modified (see Chapter 7; see Chapter 6 of the 2007 edition);
-- The inspection rules are modified (see Chapter 8; see Chapter 7 of the 2007 edition);

1 Scope
This document gives the product classification of food fillings, specifies the technical requirements, inspection rules, packaging, transportation, storage and sales of food fillings, and describes the inspection methods of food fillings.
This document applies to the production, inspection and sales of food fillings.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Food filling
Products used in baked goods, frozen drinks, quick-frozen foods, etc., made from one or more of cereals, potatoes, beans, nuts and seeds, meat, aquatic products, eggs, fruits and vegetables, edible flowers, milk, sugar, edible oils and fats, and their products, with
8 Inspection rules
8.1 Grouping
Products of the same production date and variety are considered one batch.
8.2 Sampling
Samples are randomly selected from each batch of finished products and the sampling quantity shall meet the requirements of inspection and retention.
8.3 Factory inspection
The items for factory inspection include sensory requirements and net content. Each batch of products shall be inspected according to the factory inspection items specified in this document and may only be shipped after passing the inspection.
8.4 Type inspection
8.4.1 A product type inspection shall be conducted once a year. A type inspection shall be conducted in the event of any of the following situations.
a) During trial production and appraisal of new products;
b) During formal production, if there are major changes in raw materials or processes, which may affect product quality;
c) When production is resumed after a long period of suspension;
d) When there is a significant difference between the factory inspection result and the last type inspection result;
e) When the relevant national regulatory authorities require a type inspection.
8.4.2 Type inspection items include all items specified in Chapter 6.
8.5 Judgment rules
8.5.1 Judgment for factory inspection
If all the factory inspection items comply with this document, the factory inspection of this batch of products is judged to comply with the requirements of this document. If there are unqualified items in the factory inspection, double sampling can be conducted in the original batch of products for re-inspection. If they are still unqualified after re- inspection, it is judged that this batch of products does not meet the requirements of this document.
8.5.2 Judgment for type inspection
If all the type inspection items comply with this document, the type inspection of this batch of products is judged to comply with the requirements of this document. If there are unqualified items in the type inspection, double sampling can be conducted in the original batch of products for re-inspection. If they are still unqualified after re- inspection, it is judged that this batch of products does not meet the requirements of this document.
9 Packaging
Packaging materials shall comply with national standards, industry standards and other relevant regulations.
10 Transportation
10.1 The means of transport shall be clean and dry. The products shall not be transported together with toxic, harmful or odorous items and shall be protected from rain and sunlight.
10.2 During transportation, the goods shall be loaded and unloaded gently and shall not be heavily pressed.
11 Storage
11.1 Products shall be stored in clean, cool and dry warehouses with dust-proof, fly- proof and rat-proof facilities.
11.2 The product shall be kept at an appropriate distance from the wall and the ground to facilitate air circulation and the handling of goods.
12 Sales
Products shall be sold in a clean and sanitary environment. ......
