Foreword

This standard specifies the limits and measurement methods for exhaust and evaporative emissions of motorcycles and mopeds fitted with positive-ignition engines, together with the requirements for crankcase emissions, the durability requirements for pollution control devices and the technical requirements and measurement methods for on-board diagnostic (OBD) systems.

It is formulated to implement the Ecological Environment Code of the People's Republic of China, to prevent and control pollutant emissions from motorcycles and mopeds, and to improve ambient air quality.

This standard also specifies the limits and measurement methods for exhaust emissions of motorcycles and mopeds fitted with compression-ignition engines, the durability requirements for their pollution control devices and the technical requirements and measurement methods for their OBD systems, as well as the requirements and methods for type testing of motorcycles and mopeds and the checking and assessment methods for conformity of production, in-service conformity and end-of-line inspection.

The Type I, Type II, Type III and Type V tests and the OBD system requirements of this standard modify the relevant technical content of UN Global Technical Regulations No. 2 (measurement procedure for two-wheeled motorcycles equipped with a positive or compression ignition engine with regard to gaseous emissions, CO2 emissions and fuel consumption), No. 18 (on-board diagnostic systems for two- and three-wheeled motor vehicles) and No. 23 (durability of pollution control devices for two- and three-wheeled vehicles), and of EU Regulations (EU) No 168/2013, No 134/2014 and No 44/2014 and their amendments.

The Type IV test modifies the relevant technical content of GB 18352.6-2016, Limits and measurement methods for emissions from light-duty vehicles (CHINA 6), and refers to some test methods of Regulations (EU) No 168/2013 and No 134/2014.

Compared with those regulations, the main changes concern: some pollutant limits of the Type I and Type II tests; the test method of the Type III test; the test procedure and method of the Type IV test; the durability mileage classes and recommended deterioration factors of the Type V test; the technical requirements for OBD systems; and the assessment method for conformity of production and the requirements for in-service conformity checks.

This standard revises GB 14622-2016, Limits and measurement methods for emissions from motorcycles (CHINA IV), and GB 18176-2016, Limits and measurement methods for emissions from mopeds (CHINA IV). The main revisions are:

- the Type I test cycle for three-wheeled motorcycles and mopeds has been changed to the World Motorcycle Test Cycle (WMTC);

- the Type I emission limits have been tightened, measurement requirements and limits for non-methane hydrocarbons (NMHC) have been added, and measurement of CO2 has been added;

- the Type II emission limits have been tightened;

- the Type IV test procedure and method have been revised and the Type IV limits tightened;

- the durability test cycle and method of the Type V test have been revised;

- the technical requirements for OBD systems have been revised;

- emission control requirements and measurement methods for hybrid electric motorcycles and mopeds have been added;

- the assessment method for conformity of production, the requirements for in-service conformity and the technical requirements for reference fuels have been revised.

From the date of implementation of this standard, GB 14622-2016 and GB 18176-2016 are abolished. Annexes A and C to N are normative; Annex B is informative.

This standard was organized by the Department of Atmospheric Environment and the Department of Laws, Regulations and Standards of the Ministry of Ecology and Environment, and approved by the Ministry on 26 January 2026. Type tests may be carried out in accordance with this standard from its date of publication; it applies from 1 January 2029. The Ministry of Ecology and Environment is responsible for its interpretation.
