Scope

GB 11714-1997 is the English-translated version of 全国组织机构代码编制规则.

GB 11714-1997 specifies the coding rules for the national organization code of China, the unique and permanent legal code assigned to every government body, social organization, enterprise and public institution for unified administration and computerized management, and applies to the compilation, information processing and exchange of these codes.

The code consists of an eight-character base code of digits or upper-case Latin letters, assigned by segmented sequential coding, followed by one check character calculated as C9 = 11 - MOD(sum of Ci × Wi, 11) with the weighting factors 3, 7, 9, 10, 5, 8, 4, 2; a result of 10 is written X and a result of 11 is written 0.

For human reading the base code and check character are separated by a hyphen, omitted in machine reading, and the base codes PDY00001 to PDY99999 are reserved as a user-defined area for internal codes that are not used for exchange between systems.

Annex A (normative) gives the character set with values 0 to 35 for the digits and letters, and Annex B (informative) works through the calculation for the example code D2143569-X. The standard replaces GB/T 11714-1995 and turns it into a mandatory standard; it was approved on 29 December 1997 and has been in force since 1 January 1998.

Foreword

This standard is a revision of GB/T 11714-1995, Rules of coding for the representation of organization, carried out in accordance with the supplementary plan for the formulation and revision of national standards of the State Bureau of Technical Supervision for 1997.

The following changes have been made to the nature and the content of the standard.

1) This standard replaces GB/T 11714-1995 as a mandatory standard.

2) A Foreword has been added to this standard in accordance with the provisions of GB/T 1.1-1993.

Annex A of this standard is a normative annex;

Annex B of this standard is an informative annex.

This standard was first issued on 7 November 1989 and revised for the first time on 21 June 1995.

From the date of its implementation this standard replaces GB/T 11714-1995.

This standard was proposed by the Office of the Central Institutional Organization Commission, the Ministry of Civil Affairs and the State Statistical Bureau.

This standard is under the jurisdiction of the National Administration Center for Organization Codes.

The National Administration Center for Organization Codes is responsible for the interpretation of this standard.
