1 Scope

This document specifies the coding rules and data elements for laws and regulations in the digital legal and regulatory database. This document is applicable to guiding the construction of digital legal and regulatory databases, legal and regulatory coding, and information exchange and sharing.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1 A database that stores, processes, retrieves, and applies laws and regulations in digital form.
4 Encoding Rules
4.1 Coding Principles It should comply with the coding principles in Chapter 7 of GB/T 7027-2002.
4.2 Legal and Regulatory Codes The legal and regulatory codes consist of document codes and content structure codes, as shown in Figure
1.The requirements are as follows:
a) The document code is used to identify the entire set of laws and regulations, and consists of 31 digits;
b) The content structure code is used to identify the content of legal and regulatory clauses, and consists of 18 digits;
c) Document codes can be used independently, but content structure codes cannot. When it is necessary to identify legal and regulatory clauses, the document code should be used. The 49-bit legal code is formed by the seamless combination of a 31-bit file code and an 18-bit content structure code. See Appendix A for an example. Figure
