Note on this edition: the English translation is based on the public consultation draft (2025) of this standard, the latest text in circulation. The final text issued by CNCA on 6 August 2026 has not yet been published in full; when it is, the translation is updated free of charge for buyers.

This document was drafted in accordance with the rules given in GB/T 1.1-2020.

This document is one of the five standards of the automotive chip certification review series: RB/T 133 (general evaluation requirements), RB/T 134 (design organizations), RB/T 222 (certification bodies), RB/T 247 (testing organizations) and RB/T 248 (computing chip testing).

This document was proposed by and is under the jurisdiction of CNCA. This document is issued for the first time.

Introduction

As the global automotive industry moves towards electrification, intelligence and connectivity, automotive chips have become core strategic components whose performance directly affects functional safety, driving reliability and data security.

The technical capability of automotive chip certification bodies directly determines the credibility and effectiveness of the industry standards. A systematic evaluation of that capability helps to regulate the market, reduce repeated certification costs for companies and standardize the build-up, operation and management of certification bodies.

1 Scope

This document specifies the evaluation principles, evaluation methods and evaluation content of the technical capability of automotive chip certification bodies.

This document is applicable to certification bodies and other organizations providing certification review services when carrying out automotive chip certification review activities. Vehicle manufacturers may refer to it.

2 Normative references

3 Terms and definitions

For the purposes of this document, the terms and definitions given in GB/T 18305, GB/T 19000, GB/T 27000, GB/T 27065 and RB/T 133 apply.

4 Evaluation principles

4.1 An appropriate certification scheme shall be established according to the purpose of certification and the characteristics of the object, and the evaluation content of the certification activities shall be defined.

4.2 Real data shall be collected and used according to the evaluation method to obtain the calculated results.

4.3 The evaluation shall be carried out independently, objectively and impartially according to the evaluation procedure.

4.4 The calculated results and conclusions shall reflect the evaluation activities objectively and accurately, with high reliability.

5 Technical capability evaluation requirements for certification bodies

5.1 General requirements

5.1.1 An automotive chip certification body shall meet the provisions for product certification bodies of CNAS-CC02 Requirements for bodies certifying products, processes and services.

5.1.2 An automotive chip certification body shall be a product certification body formally approved by CNCA in the field of electronic equipment and components (PV12).

5.1.3 It shall also be qualified for management system certification and, for the certification of special functions of automotive chips such as functional safety and cybersecurity, hold at least the corresponding product certification qualification registered with CNCA.

5.1.4 It shall establish an automotive chip product certification scheme and define the product certification model, which may include design review, type testing, factory inspection and post-certification surveillance.
