RB/T 133-2026 is the English-translated version of 汽车芯片机构认证审查通用评价要求.

RB/T 133-2026 is the top-level standard of China's new certification review scheme for automotive chips, the first national-level framework for evaluating the organizations along the automotive chip chain. It sets the principles (impartiality, independence, applicability, confidentiality), the framework and parties of a certification review, which companies and chips can apply, and what is reviewed: company profile, design capability, production quality control, and product reliability and electromagnetic compatibility, plus functional safety, cybersecurity and computing performance where relevant, together with the review process, overall evaluation and follow-up surveillance. It applies to certification bodies, testing organizations and other organizations providing certification review services for automotive chips, and can be used by vehicle manufacturers, system integrators and suppliers, chip designers, chip manufacturers and computing organizations. Issued by CNCA on 6 August 2026, in force since 1 October 2026. The English edition is translated from the 2025 public consultation draft, with a free update to the final text when it is published.

Note on this edition: the English translation is based on the public consultation draft (2025) of this standard, the latest text in circulation. The final text issued by CNCA on 6 August 2026 has not yet been published in full; when it is, the translation is updated free of charge for buyers.

This document was drafted in accordance with the rules given in GB/T 1.1-2020 Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents.

This document is one of the five standards of the automotive chip certification review series: RB/T 133 (general evaluation requirements), RB/T 134 (design organizations), RB/T 222 (certification bodies), RB/T 247 (testing organizations) and RB/T 248 (computing chip testing).

This document was proposed by and is under the jurisdiction of CNCA. Drafting organizations: Certification and Accreditation Technology Research Center of SAMR; Certification Supervision Department of SAMR. This document is issued for the first time.

1 Scope

This document specifies general technical requirements for the principles, framework, objects, requirements and process of automotive chip certification review.

This document is applicable to certification bodies, testing organizations and other organizations providing certification review services when carrying out automotive chip certification review activities. Vehicle manufacturers, system integrators, system suppliers, chip design organizations, chip manufacturers and computing organizations may refer to it for related activities.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1 automotive chip

semiconductor device used in the automotive field that meets the requirements of the automotive quality management system and the technical requirements of the various automotive application scenarios

3.2 certification review

process by which a third party independent of the object of conformity assessment determines, through direct or indirect observation and objective evaluation of information related to that object, the degree to which specified requirements are fulfilled [Source: GB/T 27000-2023, 3.5, modified]

3.3 certification body

third-party attestation body related to the object of conformity assessment [Source: GB/T 27000-2023, 3.6 and 6.6, modified]

3.4 test body

technical service organization that tests and evaluates test objects according to specified procedures and methods and provides test data or reports

3.5 computational power authority

organization that carries out design, testing and infrastructure development for the computing power of automotive chips

3.6 design authority

organization engaged in the design, research and development of automotive chips and related services
