GB/T 45089-2024 specifies home care services for infants and toddlers up to three years old. Chinese childcare policy has turned towards supporting care in the home, and the person providing it is usually an agency-placed carer working alone with a child at the age when development is fastest and supervision least; what she does with the day is therefore a matter of public interest and not only of the family's satisfaction. The standard sets the basic principles - equal treatment and respect for difference, sound method, the formation of habits and capabilities, and care integrated with education - the basic requirements on the agency and on the carer, and the service content and requirements: the creation of the environment, diet and feeding, daily care, health care, safety, the support of physical and cognitive development and play, together with the records kept and the evaluation of the service. It takes effect on 1 March 2025.

1 Scope
