1 Scope

GB/T 44974-2024 is the Chinese vocabulary of technical barriers to trade. The subject is a legal one as much as a technical one: the WTO agreements draw distinctions between a technical regulation, a standard and a conformity assessment procedure, and between a sanitary or phytosanitary measure and a technical one, and those distinctions determine which rules apply, what must be notified and what a member may challenge. A Chinese term that does not map exactly onto the agreement term is a problem in a dispute. The standard defines the vocabulary: the general terms of technical measures to trade, the terms of the TBT and SPS agreements and their instruments, the notification and enquiry point terms, the conformity assessment terms including certification, accreditation, inspection and mutual recognition, the terms describing the effects of a measure on trade and the assessment of them, and the terms of the Chinese domestic machinery that handles all of it. It takes effect on 1 June 2025.
