Technical trade measures are the Agreement on Technical Barriers to Trade (WTO/TBT Agreement) signed by members of the World Trade Organization (WTO). The Agreement on the Application of Sanitary and Phytosanitary Measures (WTO/SPS Agreement) governs technical measures affecting trade in goods. Members have the obligation to exercise transparency when formulating technical trade measures and to inform other members of the measures in a timely manner. By establishing national notification agencies and enquiry points, the country notifies WTO members of technical trade measures on its behalf. In accordance with the WTO transparency principle, WTO members are committed to providing early notification to the WTO Secretariat of any TBT measures that may affect international trade. WTO members should notify the products, purposes and reasons of SPS measures to inform interested members. The main way to fulfill transparency obligations plays an important role in reducing international trade barriers and promoting trade facilitation. Note the transparency of other members' TBT and SPS measures and the fulfillment of relevant obligations. The implementation of the principle of transparency is also a key issue. This is one of the important topics in trade consultations between members. Since my country joined the WTO, the number of TBT and SPS measures notified to foreign countries has been among the highest among WTO members. In order to better fulfill the transparency obligations and gain more initiative in international occasions such as the WTO, this document will focus on the current external communication of my country's technical trade measures. The report proposes generally applicable requirements based on the actual situation of reporting work, so as to standardize my country's external notification of technical trade measures and improve the quality of external notification work. and efficiency. 1 Scope

GB/T 44975-2024 sets out how China notifies its technical barriers to trade, that is how a draft Chinese technical regulation, standard or conformity assessment procedure is reported to the WTO under the TBT and SPS agreements before it takes effect. For an exporter this is the machinery that generates the only formal opportunity to comment on a Chinese requirement before it becomes binding, and understanding it is the difference between finding out about a rule during the comment period and finding out when a shipment is stopped. The standard sets the implementing bodies and their responsibilities, the legal basis for notification, the timing, the notification process, the selection of the notification type, the content to be entered, the notification of the application, the internal reporting and review, and the submission itself, together with the handling of comments received and the follow-up notifications. It is written for the Chinese authorities that must notify, but it is precisely that which makes it useful from outside: it says exactly what China will publish, when, and in what form. It takes effect on 1 June 2025.
