Guidelines for Assessment of Age-Friendly Environments

1 Scope

GB/T 44311-2024 gives the Chinese guidelines for assessing whether an environment is suited to older people. China is ageing faster than any large country has, and most of the housing, public buildings and streets its older people live in were built without any thought for them; the practical question is not how to design new age-friendly buildings but how to survey the existing stock and decide what to change first, which is what an assessment guideline is for. The standard sets the assessment principles, that it be applicable and effective, objective and comprehensive, and then the framework: the objects and scope of assessment, covering the dwelling, the building common parts, the site and the neighbourhood facilities; the assessment indicators, the circulation and level changes, the floors and lighting, the bathroom and kitchen, the seating and handrails, the signage and legibility, the acoustics, the temperature and the emergency call provision; the assessment methods, combining measurement, observation and interview with the users; and the analysis, grading and reporting of the results with the improvement recommendations. It took effect on 23 August 2024.

This document establishes the evaluation principles for an elderly-friendly environment and provides recommendations on the evaluation content and procedures for an elderly-friendly environment. This document is applicable to the assessment of elderly-friendly environments at home, in the community, and in nursing homes.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Elderly-oriented environment Meet the physical functions, activity needs and movement characteristics of the elderly, and be suitable for the elderly to live and work in homes, communities, nursing homes and other scenes environment.

4 Evaluation Principles

4.1 Applicable and effective Follow the principle of applicability to discover the problems of the elderly-friendly environment in the assessment object, put forward suggestions for improving the elderly-friendly environment, and improve the living conditions of the elderly. and activity ability as the main starting point.

4.2 Objective and comprehensive Combined with the actual situation of the assessment object, comprehensively assess whether the current environment can improve the elderly's independent living and activity ability, and objectively reflect Suitability of the environment.

4.3 Confidentiality of Information The information security of the evaluation object must be protected. Information related to the evaluation object shall not be disclosed or leaked without the evaluation object's permission.

4.4 Fairness and Justice The evaluation work is independent and not interfered with by conflicts of interest or other factors. The evaluation process is objective, fair, open and transparent.
