1 Scope

GB/T 44012-2024 is the Chinese vocabulary of emergency shelters. China designates emergency shelters at every level of administration and has issued a family of standards covering their planning, design, signage, operation and rural variants; a common vocabulary underneath them is what keeps the family coherent, and it matters operationally too, because in a response the same word has to mean the same thing to the planning department, the civil affairs bureau and the people running the site. The standard defines the terms across the field: the types and grades of shelter and the periods for which each is intended, the functional areas and facilities within them, the capacity and area terms by which provision is measured, the planning and siting terms, the signage and guidance terms, the terms describing the opening, operation, management and closure of a shelter, and the terms shared with the wider disaster management vocabulary. It took effect on 25 April 2024.
