1 Scope

GB/T 46407-2025 is the Chinese national standard covering how well a manufacturer would cope with a recall - the traceability that lets affected units be identified, the monitoring that would detect a problem early, the decision process and its speed, the resources and the communication, and the scoring that grades the firm. First edition, already in force. Issued on 5 October 2025, it has been in force since 5 October 2025.

This document establishes the principle, evaluation index system, and rating rules for the evaluation of resilience of manufacturer's product safety and recall management system, stipulates the basic evaluation conditions, and provides an evaluation model and the application of evaluation results. This document applies to the evaluation of resilience of manufacturer's product safety and recall management system. It can be used as a reference for the evaluation of other operators.

3 Terms and definitions

For the purposes of this document, the terms and definitions given in GB/T 34400 and GB/T 43387, as well as the following apply.

3.1 product safety and recall management systems A set of interrelated or interacting elements which are used by the manufacturer to establish the product safety policies and objectives and the processes by which these objectives are achieved.

3.2 manufacturer safety management resilience The capability of a manufacturer's product safety and recall management system to withstand, adapt to, recover from, and optimize product safety incidents such as product recalls.

4 Evaluation principle

4.1 Comprehensiveness The evaluation shall cover all aspects of the manufacturer's product safety and recall management system to comprehensively reflect the manufacturer safety management resilience.

4.2 Adaptability The evaluation process shall take into account the characteristics of the manufacturer itself, and combines the specific content of the manufacturer's product safety and recall management system. The evaluation results shall be consistent with the actual situation of the manufacturer.

4.3 Objectivity The evaluation result shall be based on rating rules and objective facts, and shall not be affected by subjective consciousness or external environment.

5 Basic conditions

When conducting an evaluation of manufacturer safety management resilience, the manufacturer shall meet the following conditions. -- Shall identify, track, understand, and comply with product safety and recall requirements in applicable laws, regulations, and standards in the market where the product is manufactured or sold; -- Shall be equipped with an organization - with a clearly defined product safety and recall management system - that is responsible for coordinating and promoting the construction of the product safety and recall management system, formulating corresponding management policies, developing management plans, and establishing document and record keeping procedures; -- Shall have its own brand; -- Shall have good integrity, with no serious record of dishonesty.

6 Evaluation model

This document categorizes the manufacturer safety management resilience into four grades (see Figure 1) based on the different levels of each element of the manufacturer's product safety and recall management system. Grade 1 represents the lowest grade of safety management resilience; grade 2 represents a higher grade of safety management resilience based on meeting the requirements of grade 1, and so on; grade 4 represents the highest grade of safety management resilience. 7 Index system

The evaluation index system for manufacturer safety management resilience consists of a three-tier structure. Level-1 indexes include foundational resilience, social resilience, organizational resilience, and technical resilience. Level-2 indexes characterize the composition of the level-1 index. Level-3 indexes are tiered indexes used to reflect different resilience grades of each level-2 index. The manufacturer safety management resilience evaluation indexes are shown in Table
